Uhmm... I receive an issue 8:50 and 14:50, it's now 16:15 and I've only received one issue since I woke up.
I've checked my settings and my issue speed is still at no throttle. My issues page says that I'll receive an issue in 3 hours, around 19:15 to 20:15, not 20:50. I'm very confused. Can somebody explain what is happening?

"Hapa'am Odeh Et Hashem" (This time I shall thank the Lord, Gen. 29:35), a song I composed about a month ago in thanksgiving for my country enduring the Covid-19 pandemic and in celebration of a friend's daughter's wedding, a wedding taking place last Thursday night, at which I performed it. I had someone record it for me but I do not know how to transfer the recording from the device to my computer. I started typing it (in NoteWorthy Composer) but need to find more time to continue the typing. Meanwhile, I'm listening to the Arthur Rubinstein musical competition being broadcast on our Classical Music radio station, which may help to get my own tune out of my head :P (Don't worry, I won't forget it).

Hello my lovely friends! I hope you all are doing well. I have a special announcement from XKI regarding Chief Executive Markanite's announcement of resignation, and appointment of Hakketomat as his successor. See more info in the dispatch below!
On Monday, April 3rd 2021, Chief Executive Markanite of 10000 Islands announced his decision to resign from his position, and pass the torch to Hakketomat. Hakketomat is a well-known figure in the region, having served as Executive Officer in TITO, Senior Senator, and Registrar-General, among other positions. Although we are sad to see Markanite go, he has made an excellent choice for his successor and XKI is excited to welcome Hakketomat into the position of Chief Executive.
The following is the statement of resignation and conferral from Markanite:
2. The Chief Executive authority of 10000 Islands shall be vested in the Founder Nation, the United States of Grub. The Chief Executive shall hold Office for life, and shall be responsible for the conferral of the Chief Executive's authority to a successor of the Chief Executive's sole choosing.
So, as per Article 2 of the XKI Constitution, I am naming Hakketomat to be the next Chief Executive of the 10000 Islands. The transition will begin today with this announcement and I will work with to bring them up to speed on all the duties of the Chief Executive over the next few weeks. I will update everyone upon completion of the transition.
The first thing we will work on is administering the elections which begin tomorrow as normal.
I'd like to thank you all for your support, help and guidance whilst I navigated the challenges of the role. I hope that I have done you all proud. Being Chief Executive is not easy, and I know I've made some mistakes however I also hope I've done some good and helped the region. 10000 Islands has an extensive and amazing history, we have endured the test of time and will continue to thrive under the new Chief Executive.
I look forward to watching how the region evolves over the next few months and years. It has been an honour and a privilege. Thank you all.

I wanted to open the floor for public discussion.
Overall, I'm leaning for this. I think it's pretty detailed on Ellenburg's role in building and serving Conch Kingdom which is impressive, although not necessarily commendable on its own. However, the real meat of the proposal comes from Ellenburg's role as the founder and one of the main drivers of the growth of the United Regions Alliance (URA), a multi-regional WA bloc and resource sharing mechanism that has lasted several years. Further, I think the writing here is pretty solid: the proposal has some heft in both narrative and evidence.

Summary
The proposal seeks to recognize Ellenburg for its historical role in the region Autropolis, its more recent work in leadership positions of Conch Kingdom, and their extensive role in building the United Regions Alliance (URA) as its founder and in a variety of leadership positions.
Analysis
On the whole, this proposal is a direct but carefully crafted region-building Commendation written for a relatively uncontroversial nominee. What this proposal lacks in barn burning controversy it makes up for in evidentiary detail and narrative cohesion. What sets this region-building Commendation apart from others of the same variety is the specific analysis of the author's accomplishments in various positions, including (where possible) quantitative results obtained from those contributions.
The first thematic chunk of this proposal focuses on the nominee's earliest contributions to the region of Autropolis. While Autropolis is now inactive, it was at one point a bustling role playing region with an intergalactic setting for its RP, and the resolution outlines Ellenburg's role as its WA Delegate and Head of Recruitment.
Secondly, the proposal turns to the nominee's contributions to Conch Kingdom which included a lengthy tenure as the region's World Assembly Delegate, Prime Minister, and Minister of Foreign Affairs. In this section, the detail regarding specific positions comes out in great detail, outlining how their tenure as WA Delegate was instrumental to the region's WA involvement, how their leadership as Prime Minister helped the region overcome a rogue Delegate, and how their term as Minister of Foreign Affairs helped Conch Kingdom solidify its ties with defender regions The South Pacific and The Free Nations Region and a founderless region South Pacific.
Finally, the centerpiece of this resolution is the nominee's contributions to the United Regions Alliance (URA). In this context, it is important to understand that the URA is a multi-region political organization intended to allow smaller regions to pool resources for WA activity and debate, military protection, role playing, and other purposes, all in such a way to further each region's interests while they still retain their regional identity. Ellenburg is the founder of the URA and has served in many offices within the URA. In the "Further Acknowledging" clause, the author actually explains how the nominee's role as founder and primary administrator creates a work burden that the nominee continually sustains in addition to gesturing to the role itself.
Of these accomplishments, most notable is their tenure as Head of Recruitment, where the resolution quantitatively demonstrates the success of their recruiting efforts, bringing 40 regions into the URA. The resolution also highlights their efforts in building various programs of the URA, including the hosting of cultural events, designing the URA's WA recommendations system, and negotiating an agreement with The West Pacific.
Recommendation
Overall, Commend Ellenburg is a well-crafted and evidentiarily rich Commendation for a dedicated region-builder with significant accomplishments over time. Thus, the Security Council Correspondent to the Councillor of WA Affairs recommends a vote for Commend Ellenburg.

Refugia aims to be a friendly, laid-back community, which is open to players of all experience levels. Nations who wish to become more active in the region, however, should consider joining the World Assembly (WA). WA nations are able to vote on international law, and receive exclusive benefits within the region, such as the ability to vote in regional polls and elections, get a spot on Refugia's map, and even run for office when elections come up! If you're interested in joining the WA, check out this article, and make sure to endorse our delegate.
If you'd rather just chill with us, that's perfectly fine as well. We have an offsite forum, as well as frequent discussions on the regional message board (RMB), which everyone is welcome to participate in!
