First and foremost I would like to express our sincere gratitude to your Governor Hurricane12 maintaining diplomatic relations and embassies with Mauravia. We truly value the friendship between our regions.
Today, I come before you with a humble request perhaps the first of its kind from our region. While there is absolutely no obligation we would be deeply grateful if you would consider supporting UPC in the ongoing WA Secretariat Election.
UPC has successfully advanced to the second round and is currently in second place trailing the lead by only a small margin. We firmly believe that UPC possesses the leadership, experience and dedication required to serve the NationStates community with distinction.

My name is UPC, and I am seeking your support in the World Assembly Secretariat election. The World Assembly has been the defining feature of NationStates since its inception, and the General Assembly reset may be the most significant event in the institution's history since its division into the separate chambers – the General Assembly and the Security Council – in 2009.
We are in an era that has seen NationStates' World Assembly population shrink dramatically. At the same time, new mechanics introduced during GA 2026 threaten to dramatically alter the way that players engage with the General Assembly. While other regions have shrunk, Europeia has grown under my stewardship; we experienced a nearly 50% increase in Delegate endorsements in my first year in the position, and reached 300 endorsements on our Delegate for the first time in four years. With my technical and integration experience, I believe that I am uniquely qualified to make the new General Assembly an accessible and fun body.
I am a seven year veteran of NationStates hailing from Europeia, where I have served as World Assembly Delegate for the last three years. I've served in numerous other positions in Europeia, including time as President, Speaker of the Senate, and Minister of World Assembly Affairs. I have authored or co-authored a dozen World Assembly resolutions, notably including the commendations of Grea Kriopia and Onderkelkia. My most recent World Assembly project was Limiting AI in Art and Diplomacy. This year I also "earned the trifecta" by writing an Issue to complement my GA and SC badges (be on the lookout for #1749: Angry Birds!). I was Commended by Security Council Resolution #532.
Outside of gameplay, I am perhaps best known for the vast suite of open-source tools that I have developed for NationStates players, the most famous being Asperta, the Discord-based recruitment tool, which has helped over a dozen regions send more than three million telegrams in the last few years. I also run 
NS Archive, a public repository of nation and region daily dumps, as well as daily nation founding data, spanning nearly fifteen years.
My primary focus as a member of the World Assembly Secretariat will be promoting the institutional health of the WA. I intend to facilitate an environment that is engaging for members of all levels of experience. My region is fortunate enough to have significant resources at our disposal, from guides written by experienced authors to direct access to those authors, and we intend to share these resources with the wider World Assembly community. We will revamp our old guides and develop new ones, and we will publish them in dispatches so that they are accessible to everyone, not just our citizens.
On the technical side, I would like to extend NS Archive to include key data around World Assembly engagement, such as proposal submission and approval history and voting records. This data is invaluable for research and analysis, and is just interesting to look at. It is a tragedy that so much data on NationStates itself is ephemeral, and I intend to do my part to ensure that the World Assembly community has access to this information for years to come.
My approach to the General Assembly is simple: I want to see good legislation passed. I am not an ideologue; I believe in working with both NatSovs and IntFeds. As your representative in the World Assembly Secretariat, I will campaign for resolutions which promote international collaboration where appropriate, such as in enshrining civil rights and environmental protections. At the same time, I will respect and protect each member-state's right to self-determination.
There is a common misconception that the Security Council is an arena for gameplayers, and I would like to dispel that. I have always been a strong advocate for recognizing excellent contributions to NationStates from other areas of the game, and I will continue to do that as a member of the World Assembly Secretariat. General Assembly authors, Issues authors, roleplayers, card collectors, and NS sports players all deserve to be celebrated.

He laughed awkwardly.

He typed the first thing that came to mind.

The guide immediately said,

"Oh..."
He clicked again.
The Beginner's Guide opened another dispatch.
That dispatch linked to an old forum.
The forum linked to another discussion.
That discussion referred to an archive.
The archive no longer existed.
Lumen stared at his screen.
"...You've got to be kidding me."
He refreshed.
Nothing.
Clicked another link.
Dead.
Another.
Dead.
Another.

He burst into laughter.
Not because it was funny.
Because it was ridiculous.
"So the first mission in the World Assembly isn't writing legislation..."
"...it's surviving the tutorial."
A telegram notification interrupted him.
From: Archive.
Nation Age: 7 Years.
Archive: "You look lost."
Lumen frowned.
Lumen: "Is it that obvious?"
Archive: "You opened twenty-three dispatches in twelve minutes."
Lumen blinked.
"...Wait... you can see that?"
Archive: "No."
"I just did the exact same thing seven years ago."
Lumen laughed.
The first genuine laugh all evening.
Lumen: "Seriously though... am I just dumb?"
Archive didn't reply immediately.
Three dots appeared.
Disappeared.
Appeared again.
Finally—
Archive: "No."
"The system expects every new player to discover everything on their own."
"And then we wonder why so many quietly leave."
Lumen looked at the player count.
Thousands of nations.
Yet somehow...
The World Assembly felt lonely.
Lumen: "Does nobody fix it?"
Archive smiled behind the screen.
Archive: "Everyone fixes their own little corner."
"Very few stop to rebuild the front door."
Silence.
The words stayed on Lumen's screen longer than any guide ever had.
For the first time that night...
He wasn't frustrated anymore.
He was curious.
"What would rebuilding the front door even look like?"
Archive sent only one sentence.
"Imagine a World Assembly where no new nation ever has to ask the question you asked tonight."
Weeks later, Lumen noticed something different.
New public guides began appearing.
Resources became easier to find.
Years of legislative knowledge were being preserved instead of quietly disappearing into broken links.
The goal wasn't simply to help one nation.
It was to ensure that every nation founded tomorrow had a better first day than the nation founded today.
The World Assembly chooses its Secretariat only once every several years.
