The Welcome is basically to indicate that you guys are welcome here, and will not be harassed like you might in some other regions. I have seen in the past a few regions where they have ejected and or banned you guys. Not lately.
I started a bit recently and my first region was Naha and they banjected me for "slander" after i called it inactive (because it was a puppet storage) they have also banned
