Thinking of upgrading this region once it has gone past it's 52 hours probation. Need the embassies to function.

Many of my regions has puppets with population below 30B (current cutoff), so I will be parking puppets over 30B here until I find a new home for them.
To me, a Governor is a state leader, not a head of state.
Governor General is the defacto head of state in a Commonwealth Nation (represents The KING)
This nation, currently just below the current cutoff, has become the lieutenant governor for this region (taking over from the current governor/founder should take nation CTE).
Need to create a new region (or change an existing one) to house more of these puppets. Many of my puppets are in need of being replaced.
