The Delegate is the nation with the most  endorsements in the region. This is only checked by the game at a specific time every 12 hours.

Therefore, some nations exploit this power by moving into a region and endorsing each other shortly before the game calculates who the Delegate should be, usurping the position for malicious purposes. This is called raiding.

We, the  Galactic Armada, are a defender military organization.
We combat invasions through different means, from preventing them in the first place (defenses) to counter-invading raided regions, taking control back and handing them back to their owners (liberations).

While our primary purpose is to defend, we also invade regions that promote or sympathize with fascist and bigoted views, in an effort to keep NationStates free of hate.

We are the most active military organization on NationStates, have the largest updating force in the game, and were awarded the Anarchotopia Award (given to the military most successful at curtailing invasions) at the 2025 Defender Awards ceremony.

We do not require members to always be online and available at those times - it's fine if you can't always make it! Most people only show up a few times a week, month, or whenever they are needed.
That being said, if you have no availability at all on any of those times, it may be harder to participate.

After you join our Discord server, apply to join the Armada, get accepted, and complete basic training, you will be free to show up at any of these times and participate in whatever we need to do that day.
We will also occasionally notify you when there are significant operations and liberations to attend, as those need as many people present as possible!

As military gameplay relies on World Assembly mechanics, and each person can only have one World Assembly nation, large operations often end up being a numbers game, so the more who can attend, the merrier.

• Liberations: Large numbers of defenders move into a region with precise timing to take back control of it from raiders.

• Chases: In generally small groups, we follow raiders into regions and intercept their attempts to invade them.

• Detags: In generally small groups, we clean up raided regions after the raiders have left.

Liberations are the simplest to understand and often the first thing you learn. You'll only need one or two additional nations for those.
Chases and detags are more complex and can necessitate a couple more "puppet" nations. Once you get comfortable with the basics, we recommend you make 15-20 additional nations to use when needed.

It is not complicated at all - you will use our incredibly intuitive bot, Vanille, to help you send telegrams to new nations and invite them to our community. It is a very commitment-free task - even doing it a few minutes per day helps massively.

This guide will explain how to use said bot to recruit so you can get started on contributing to one of the most essential tasks in the region.

• Join the World Assembly.

• Submit an application for citizenship and wait to get accepted.

• Apply in the Become a Recruiter! thread.

Start by heading over to the Compose Telegram page. Clicking this link should automatically fill in the recipient field for you, otherwise set it to "tag:template" to create a Telegram Template.

VERY IMPORTANT: You need to mark this as a recruitment telegram! This is required by NationStates rules. Click the arrow at the right of the recipient field and check "This is a recruitment telegram". Depending on which region you're in, it should say "for Starlight" or "for Horizon".

At this point, the telegram page should look like this:

You can hit Preview to make sure everything looks correct, then click Send. You'll be given a template code. Copy this, we'll need it later.

In this example, my template code is %TEMPLATE-37085854%.

Now, depending on your region, head over to the appropriate Discord channel: #starlight-recruitment or #horizon-recruitment. Click the Setup Templates button and enter in your nation, as well as the template code in both template boxes.

Submit the form. Once this is done, you're ready to start recruiting!

From the recruitment menu, you can see if there are any nations "in queue" (available to recruit). If so, click the "Recruit: Oneshot" button to get a batch of up to 8 of them to recruit.

Click the "Send Telegram" button to send you to the corresponding NationStates page, which will automatically be filled in with the nations to telegram and your template.

From here, all you have to do is click the Send button. You don't need to edit anything yourself or mark it as a recruitment telegram, as long as you have done so when creating the template (and if you haven't, go back and create it again, with the recruitment checkbox ticked this time).

After the cooldown timer that is shown in the message expires (which will result in the telegram message auto-deleting), you will be able to send another telegram by clicking the "Recruit: Oneshot" button again. And that's all! Just hop in when you can, press the button, and telegram some nations.

To do this, go to the recruitment channel, and click the Recruit: Stream button. This will open up the following form.

I recommend leaving it empty to let Vanille automatically adjust the delay to follow your nation's cooldown timer, but if you want telegram batches to be sent to you at a certain interval - for example, minimum 2 minutes between each batch - set the delay to the appropriate amount (in this case, 120, since the delay is measured in seconds). Note that the delay cannot be set below your own nation's cooldown timer, or higher than 3 minutes (180 seconds).

Once you click Submit, Vanille will send you a DM.

After this initial DM, Vanille will send you a batch of nations to telegram, waiting for the appropriate delay to elapse between each.

Each time you get one of those, click the Send Telegram button to bring you to NationStates and fill in the telegram box like shown in the previous method, then Send the telegram. Close the tab and wait for the next batch to arrive.

Once you're done, click the Stop Session button so that Vanille stops giving you batches of nations to telegram. While running, it will also occasionally pause the session and check in with you to make sure you're still sending the telegrams - click the appropriate button to resume the session. If you've forgotten about the session for whatever reason, it will automatically stop 5 minutes after being paused, as long as it is not resumed.

Embassy requests made without a prior diplomatic relationship will be denied.

Diplomatic contact starts with a Consulate: an off-site embassy. We will exchange diplomats and keep each other updated on regional news.

After sufficient time with active contact as a Consulate, usually a few months, regions may request for the relationship to be upgraded to an Embassy, at which point on-site NationStates embassies will be constructed.

Regions with which we have formal treaty agreements are considered Allies.

Note: at the discretion of the Ministry of Foreign Affairs, diplomatic relationships which are considered to be of significant regional interest to Starlight & Horizon may bypass some of the above steps.

1. The region must not support or sympathize with fascism or any form of hateful ideology.

2. The region must align with the community values of the Luminous Triarchy of Starlight.

3. The region must not staunchly contravene Starlight's defender gameplay alignment.

4. The region must have an active community and show active participation on regional communication platforms, such as regional message board and/or a discord server.

5. The region must have a stable and functioning government.

6. The region should have a population of at least 50 nations.

7. The region should have a delegate with at least 20 endorsements.

8. The region should have an offsite platform, such as a Discord server or a forum.
   

Meeting these requirements is not a guarantee that a request will be accepted. Existing diplomatic partners may be allowed to forgo some of the latter requirements due to historical reasons.

To become an ambassador, you should join our regional Discord server and fill out the form in the Ministry of Foreign Affairs thread. To be an ambassador, you must be a citizen first.
