Worldbuilding Wednesday #13
Morvainne does have social classes, but not a rigid caste system. There is no conventional system from nobles over merchants to peasants; status is heavily layered, and a Luneri's social position is basically the intersection of their house, wealth, occupation, education, civic standing, reputation, and personal connections. Essentially, the society of Morvainne can be roughly divided into five different, recognizable social classes: The Crown and High Houses at the very top, followed by The Civic Elite, then, The Professionals and Mercantiles, The Free Commons, and finally, The Dependent.
The Crown and High Houses are made up from the royal family, major aristocratic houses, ancient landholding families, exceptionally wealthy dynasties, and families with longstanding political influence. These are the people who possess inherited social capital; these houses often possess enormous estates, old forests, mines, businesses, and ancestral residencies; other privileges are political connections, prestigious marriages, and centuries of accumulated reputation. The names of these houses hold significant value, even if their current wealth declines. Birth or formal adoption into the respective houses primarily determine class membership.
On to The Civic Elite. They are the middle-to-upper class. Major landowners, senior government officials, provincial governors, judges, senior military officers, university deans, prominent physicians, major guild masters, influential merchants, and important magical practitioners are usually found here. Some of these often turn out to be vastly richer than minor nobles; their status comes from what they do and what they control, rather than ancestry alone.
The Professionals and Mercantiles are essentially the middle class of Morvainne. Citizens of countless professions are gathered here, including merchants, artisans, teachers, physicians, engineers, architects, scribes, bankers, ship captains, skilled magical workers, and successful farmers. Guild membership is important to this class. One does not automatically become part of a guild by way of profession. Guilds are professional communities, responsible for apprenticeship, certification, professional standards, mutual assistance, training, and even pensions and disability support.
The largest class of Morvainne by sheer numbers are The Free Commons. Farmers, laborers, fishermen, smallholders. domestic and seasonal workers, and hunters are among the professions that are part of them. They can be summarized as people with little wealth, who are, however, legally free - essentially the working class of the Kingdom.
Finally, there are The Dependent. These are people with little independent economic power, for example debtors, refugees, unemployed workers (especially those unable to work), prisoners after release, abandoned children, and severely impoverished families as whole. Morvainne's welfare philosophy attempts to prevent status in this class from becoming hereditary.
Slavery and serfdom are illegal in all of Morvainne. Naturally, that doesn't mean exploitation disappears; debt, poverty, coercion and abusive employers absolutely still exist, though legally owning another Luneri is strictly prohibited.
Education is a major mobility mechanism. It is not merely prestigious, it is economically useful. Talented children from lower classes can very well grow to pursue professions of higher classes, especially considering the extreme longevity of the Luneri. Many citizens of Morvainne eventually reinvent themselves and their entire lives; sometimes, even more than once, to eventually change their career paths, which may also result in transcending into another class. This is not a simple or easy process, as this kind of development takes time, money, and opportunity, which is why being part of a higher class inherently makes it a lot easier to seize advantages.
The Morvaini government seeks to keep social disparities as insignificant as possible through a variety of means. Everyone has access to basic education and general medical care; extreme debt is regulated; children are not trapped by parental poverty; public offices cannot simply be purchased, and remain nationalized; guilds cannot completely monopolize education; inheritance is taxed and regulated at very high levels, and, as established before, civic service (especially by way of the Civic Vigil) applies across classes. Additionally, respect may outweigh rank. Luneri that have worked towards a unique level of social standing receive enormous respect throughout society without having amassed considerable wealth. The hierarchy of wealth and the hierarchy of esteem may contradict each other.
Moving through classes is generally possible, but becomes gradually more difficult the higher the targeted class is. It is fairly easy to rise from the Free Commoners class towards the Professionals and Mercantiles class with talent and education. Rising towards the Civic Elite class is much harder, and usually only achieved through considerable success. Citizens from all classes can technically rise to nobility in rare cases, as the Crown grants titles for exceptional military or public service, especially the "Warden of the Realm" medal of third, second, and first class, depending on the achievement.
It is also possible to fall through ranks - disgraced nobles, bankrupt merchants, and similar cases exist. Neither does this have to be a permanent fall, however; due to their long lives, many Luneri will seize the opportunity to rebuild their status.

[The Rot of Ryk Grüryjūsho] Introduction: A Primordial Decline
“From Ancient Mythos lies a land of many names; the Forgotten Dominion, the Befallen Empire, the Sunken Realm, the Primordial Sacrifice. But to most, it is known as Ryk Grüryjūsho. The stories told today speak of Grüryjūsho as the sibling realm to Bēzkssāvuri, but in truth they are one and the same. Rather, Grüryjūsho was carved out and cauterized from the rest of Ryk. Unable to speak to its greater self, the land and its peoples faded in the minds of those back home. But despite the fleeting memories, the survivors of Grüryjūsho did not forget. Even as generations passed, history was solidified in stone, so that the dream of reuniting was not lost. Even as the Primordial Dragon descended upon the remaining Malatine, abandoned by their king, stranded and fragmented, sliced down one by one, they did not forget. As Grüryjūsho burned and the earth sickened, as life was slain and left to rot upon Grüryjūsho’s flesh, all they could do was pray and defend. Even as the sky darkened every day, the temperature plummeting, the light fading from Grüryjūsho’s eyes, they fought in hope of a savior, for the Great Serpent or her son to return, to at last relieve them of their suffering…
But no such liberator arrived. No matter their cries or pain, no one answered. The Great Serpent spoke not a word with her Priests and the Serpent King never came to right his wrongs, choosing to let his people rot in the dark…
How can one keep fighting when there will be no end? How can one endure the death of each of their kin and not give in to hopelessness? What point was there in a war that had already been won?
The remaining Malatine dwindled, one by one, until their last drew their final breath. There was no one left to fight, no one left to preserve the suffering of thousands. Yet, their souls were not done, nor was the soul of Grüryjūsho. Together, desperation brought forth a final offering to the slaughter, a last chance to avenge the blood that had been shed.
Grüryjūsho had no love for its child, only a determination to see its torturers punished, see their blood split like they had split its’. The Realm did not hug its creation close, instead sending it straight into the frenzy. To fight again and again, kept alive by the power that flowed through its body. It bled rivers, it starved until it forgot what nourishment was. It did not know of family, did not know of love, it only knew war and hatred. Injustice, suffering, that is what the child witnessed in their dreams. And so, that is what their reality became. What the world became. A rotting wasteland and the echoes of the dead.
None of these things mattered to Grüryjūsho. This child did not live to experience life, it lived to fulfill its purpose. Afterall, why would a weapon think of itself, of what it wanted, when it was a tool to kill. Nor did it give this child a name. It was just The Storm Child. A creation of a dying world.
And now, I shall share the decomposition of Grüryjūsho to you…”

Worldbuilding Wednesday #14
Morvainne, as a nation, is relatively decentralized, but not federal in the modern sense. It could be summarized as a hereditary constitutional monarchy with elected provincial governments, strong municipal autonomy, a unified sovereign state, and historically entrenched asymmetrical regional privileges. We have scraped the surface of this topic before; there are roughly four layers of government, being the Crown, the provincial governments, the municipal government, and finally, village and ward councils. There is an important caveat, however: the Crown does not simply delegate all provincial powers at will. Certain powers belong to provinces by custom, charter and constitutional law. If the capital city of Sombrana suddenly decides that a province can no longer regulate its forests, for example, there would have to be a legal process confirming this decision - it would not simply be a royal administrative decision to make.
As mentioned before, Morvainne is not to be considered a federation. The term "federation" implies that the provinces possess a form of sovereignty of their own, which they do not. The only sovereign remains the Crown of Morvainne. There is one foreign policy, one military, one currency, one citizenship, one constitutional order for the entirety of the Kingdom. Provinces, however, are autonomous to a certain degree. They do have the power to control matters such as education, local infrastructure, agricultural policy, forestry, public health administration, cultural preservation, environmental regulation, and others. Many of these have been established hundreds, if not thousands of years ago; even if the Crown sought to revoke these, they could never do so casually.
Each province is governed by a Provincial Assembly (earlier referred to as "Provincial Diet"). These are actually elected by the province's population. The Assembly passes provincial laws and approves the provincial budget. Then, there is the Steward, who is elected by the Assembly rather than appointed by the Crown. The central government does, however, appoint a Royal Commissioner, whose job is to represent the Crown, ensure national law is respected, mediate disputes, and report considerable constitutional violations. They are, however, not a governor of any sort, and cannot overrule the provincial government. The office of Royal Commissioner is still considered extremely important, because they can challenge laws passed by the Assembly that blatantly violate national constitutional rights. It gives the Crown a constitutional mechanism without requiring a permanent political overseer.
Provincial law cannot override national law. However, while national law sets the floor, provincial law can elevate its ceiling. For example, if national law establishes that all citizens have the right to basic magical education (which is, in fact, the case throughout Morvainne), a province may rule that advanced magical education will also be provided free of charge. The province cannot, in any case, render this standard null and void, and claim that their people do not have access to basic magical education. This is fundamental to the principle that provinces do not have the constitutional right to secede from Morvainne. They have the right to demand greater autonomy, restoration of former privileges, and constitutional reforms, but not full independence.
As we have already established, there is one Morvaini military. Provinces do, however, maintain territorial forces of their own. These include but are not limited to provincial rangers, border guards, city watches, monster hunting units, forest wards, and emergency militias. These are no separate armes capable of waging war; their legal role is internal security and regional defense. In wartime, they may be incorporated into the national command structure, however. Law enforcement is relatively decentralized as well: the Royal Constabulary deals with organized crime, royal institutions, major magical crimes, and matters of national security. The Provincial Watch handles ordinary criminal investigations, regional policing, prisons, and provincial courts. Finally, the Municipal Watch takes care of matters such as markets, local policing, public disturbances, and local ordinances.
Provinces cannot make sovereign treaties of their own, as foreign policy is exclusively national; it is entirely the Crown's domain. They can enter administrative agreements, though. For example, the two neighboring provinces could sign an agreement concerning cross-border forestry, river management, monster migration, trade fairs, transportation, disease control, or academic exchanges. These agreements require national approval of the Crown. Asymmetrical decentralization does exist, to a degree, and is usually dependent on the province's respective geography. The province of Caervaine possesses exceptional forest management authority, while Mirevaux has great authority over administration of wetlands and waterways, for example. Special status like this is sometimes even protected by a Royal Charter - decrees that have been reaffirmed by successive kings and queens several times over.
The nine provinces of Morvainne absolutely do have different political cultures. It must be mentioned that none of these should be considered stereotypes, but they do give substance to provincial identities.
Vesperaine is known to be politically sophisticated, cosmopolitan, and somewhat bureaucratic.
Auvraine embodies quite the opposite; their people are agrarian, traditional, locally minded, and rather conservative.
Caervaine is famously ecological, spiritual, environmentally aware, and fiercely protective of their land.
Velmora can be described as pragmatic, relatively industrial, urbanized, militarized.
Valeronne is almost as politically influential as Vesperaine, and additionally, commercialized and mercantile in nature.
Neravelle is highly autonomous, frontier-oriented, and suspicious of overly dense bureaucracy.
Astrevaine is the academic heart of Morvainne, and has a reputation for being experimental and intellectually restless.
Mirevaux can be compared to Auvraine, they are communal, but very water-oriented, and architecturally creative.
Elarune has a high focus on aesthetic, progressivism, and xenophilia.
Local identity can be extremely strong, with many Luneri primarily calling themselves "Valeronnian", for example, rather than "Morvaini". Luneri culture generally expects people to possess multiple layers of belonging. This is subject to change depending on the general state of the nation; in times of conflict, especially during war and other crises, provincial identities are deprioritized, and the Luneril will stand together as the people of Morvainne. Other than that, however, regional traditions, distinctive provincial accents, and local dishes are a great part of Morvaini culture, and their people fiercely defend local autonomy and customs.
Morvainne is not subject to feudalism, but used to be in the past. Over a thousand years ago, the noble houses of Morvainne exercised direct authority over land, villages, courts, taxation law, and military forces. Over the centuries, the Crown centralized certain sovereign functions while simultaneously granting constitutional local government. Basically, Morvainne as we know it today is the result of two opposing historical processes, being the centralization of sovereignty, and the decentralization of administration; the Crown took away the right of individual lords to wage wars and administer private justice, while the provinces gained democratic, self-governing institutions.
