This Region affirms its duty of care towards children. All members, regardless of age or status, are entitled to safety, dignity, and protection from exploitation. This Policy does not seek to identify children, but to ensure that protections are automatically applied in any circumstance where a child may be present.

2. Definition of a Child

For the purpose of this Policy:

A “child” is defined as any person under the age of 18.
Where age is unknown or undisclosed, members are expected to act with the caution appropriate to safeguarding a child.

3. Scope and Application

This Policy applies to all individuals within the Region, including but not limited to:
• Regional Message Boards (RMB), Factbooks, Dispatches, polls, and public communications.
• Telegrams, private messages, and direct contact.
• Regional officers, citizens, visitors, and all other participants.
• All in-character (IC) and out-of-character (OOC) activity.

4. Core Safeguarding Principles

The Region adopts the following safeguarding principles:
• Protection without Disclosure: No child is required to declare their age to be protected.
• Duty of Care: Adults must act with responsibility in all interactions where children may be present.
• No Exploitation: Children shall not be subject to manipulation, grooming, recruitment, or ideological pressure.
• No Tolerance for Harm: Any predatory behaviour shall be met with immediate, non-appealable action.

5. Behavioural Standards Around Children

Permitted Conduct
• General swearing or cultural language not directed at children.
• Neutral discussion on public matters, conducted appropriately.

Prohibited Conduct
• Any sexual content, innuendo, or fetish reference.
• Romantic or suggestive interaction with children.
• Attempts to influence children through politics, ideology, extremism, or recruitment.
• Harassment, belittling, or provocation targeted at children.

6. Telegrams and Private Contact
• Telegrams may be sent only if content is appropriate and non-manipulative.
• Unsolicited recruitment, political persuasion, or grooming of children is strictly prohibited.
• Any adult found initiating inappropriate contact with a child will face immediate sanction.

7. Prohibited Conduct

The following breaches are regarded as severe safeguarding offences and are non-appealable:

• Grooming or predatory contact
• Sexual content involving children
• Encouragement of self-harm or exploitation
• Solicitation of private or identifying information

Such offences shall result in permanent removal and, where required, escalation to site moderation.

8. Healthy Boundaries

Adults are expected to maintain appropriate and healthy boundaries in their interactions with children.

• Adults must not deliberately encourage a child to become emotionally dependent upon them or seek to establish an exclusive relationship that isolates the child from others.
• Adults must not use trust, authority, status, gifts, attention, secrecy, or emotional pressure to manipulate a child.
• Adults should avoid conduct that creates an inappropriate imbalance of power or places responsibility for an adult’s emotional wellbeing upon a child.
• Children must never be pressured to keep interactions with an adult secret from parents, guardians, moderators, or other trusted individuals.
• Ordinary friendships, supportive conversations and appropriate social interaction are not prohibited by this section. The purpose of these provisions is to prevent exploitative, manipulative or dependency-forming relationships.

9. Moderation and Enforcement

Moderators and Regional Officers are authorised to:
• Remove harmful content immediately.
• Issue warnings, suspensions, or permanent bans.
• Act pre-emptively where child safety is at risk.
• Escalate serious incidents to NationStates moderation or higher authority.

In safeguarding matters, judgement shall err on the side of the child.

10. Appeals
• Standard breaches may be appealed through established channels.
• Safeguarding breaches involving children are non-appealable.
The protection of children supersedes all procedural appeals.

11. Enforcement Age Requirement

To ensure safe and lawful safeguarding enforcement:
• Only members aged eighteen or older may hold roles involving moderation, safeguarding, or disciplinary authority.
• Children shall not review reports, access harmful content, or engage in enforcement proceedings.
• Under no circumstances shall children be placed in a position requiring exposure to abusive, explicit, or predatory material.
• Final safeguarding authority shall rest solely with designated adult officials.

12. Relationship to the Code of Conduct

This Policy forms part of the Region’s broader Code of Conduct and Harmful Content Policy. Where conflict arises, child safeguarding takes precedence over any other rule or custom.

Conclusion

This Region maintains that the welfare of children is paramount. No roleplay, political motive, or claim of free expression shall outweigh the right of a child to safety. All adults share responsibility in upholding this standard.
