Hi all,
Since our Liberation is likely to get repealed, I've drafted a new one in the hope that we can get it passed. The draft is here:

I think it is in our best interests to ask defenders for help or have some sort of agreement with them. We should have an elective delegacy, and let's not convert to frontiers or governorships.
As the SC resolution being passed says: "Aware that Utopia, like any other founderless region, can rely on established defender coalitions to defend itself, coordinated through networks such as Libcord, which monitor and respond to raids regardless of formal treaty ties or Security Council resolutions,"
Ideas:
1) Create a functioning forum (such as a discord)
2) Recruit a population
3) Create something that will draw people in (cards guild, card farm, etc.)
4) Look for security assurances
I'll be more than happy to donate some stamps for meaningful recruitment. Let me know what you think.
Utopians, Liberation is not the end. For those who want to call this region home, we will always have friends and eyes looking out for us.
