The French external and internal inteligence agencies were reformed and merged into one by a decree by the king that was approved by Parliament later today. The New entity is called Unité de renseignement royal et de défense nationale (URRDN) and it will be a massive inteligence agency protecting France from both the inside and outside. The URRND also saw a increase in its budget after being formed as well as a new batch of agents assigned to it. Some of the old agents were put in retirement after the merger too.
BREAKING NEWS
Following nearly three quarters of economic slow down in the United States of America, with many smaller businesses slowing down, and shuttering their doors, the massive financial institution Lehman Brothers has filed for bankruptcy on September 15, 2008, in the Year of our Lord.
Banks almost overnight have become unwilling to lend. Loansharks have begun working double time, and countless American businesses in just the first few days and weeks have gone bankrupt.
The Next Day, major banking institutions and Stock Trading Companies began seizing up, with stocks plummeting, and banks refusing to lend. Indeed, even cash investment companies are shuttering their doors, businesses once considered safe.
Three days following the September 15th event, the Secretary of the Treasury announced that the United States Credit System was facing subsequent meltdown, and urged a bailout to be announced.
The United States is facing immediate financial crisis, and weeks later, signed a law providing 700 Billion Dollars to the Economy to bail out businesses considered too big too fail.
The World’s Banks are watching. The World’s Financial Institutions are watching.

The Government recognizes that France cannot prevent the international crisis from occurring, but it can prevent the crisis from becoming a domestic financial catastrophe.
The immediate objective of the Government is therefore simple:
Protect French citizens, protect their savings, stabilize the financial system and keep the French economy functioning.
This emergency program will operate from September through December 2008, after which the Government will evaluate economic conditions and determine the next stage of the national recovery program.
I. Protection of French Savings
The Government will immediately establish a National Deposit Guarantee Fund.
Ordinary deposits held by French citizens will be guaranteed up to €100,000 per person, per banking institution.
This protection will apply to:
Savings accounts;
Current accounts;
Salary accounts;
Ordinary household deposits;
Pension accounts;
Ordinary deposits belonging to small businesses.
Joint accounts will receive protection for each individual account holder.
The purpose of the guarantee is to ensure that ordinary French citizens do not lose their life savings because of the failure of a financial institution.
The Government emphasizes that this guarantee applies to ordinary deposits and does not constitute a guarantee against losses on shares, bonds, speculative investments or other financial products.
The National Deposit Guarantee Fund will be financed primarily through contributions from French financial institutions, with the French State prepared to provide additional emergency capital if required.
II. Emergency Banking Liquidity
The Banque de France will establish an emergency liquidity facility for financially viable French banks experiencing temporary shortages of available cash.
Banks suffering from temporary liquidity problems may receive short-term emergency loans against appropriate collateral.
This measure is intended to prevent otherwise viable institutions from collapsing simply because financial markets have temporarily frozen.
However, the Government will distinguish between liquidity problems and insolvency.
Banks that are fundamentally viable will be assisted.
Institutions that are fundamentally insolvent will instead be restructured, merged or placed into an orderly resolution process.
The French State will not provide unlimited financial support to institutions that cannot reasonably be restored to stability.
III. Protection of Everyday Banking
The Government orders financial institutions receiving emergency assistance to maintain normal banking services to the greatest extent possible.
Banks must prioritize the continued processing of:
Salaries;
Pensions;
Welfare payments;
Utility payments;
Mortgages;
Business payrolls;
Ordinary household transactions.
Citizens must not be forced to withdraw their savings simply because they fear that their bank may temporarily experience financial difficulties.
Emergency liquidity will therefore be made available where necessary to ensure that French citizens can continue to access their money and conduct their ordinary economic activities.
IV. Restrictions on Emergency Assistance
Any financial institution receiving direct emergency assistance from the French State or benefiting from extraordinary state guarantees will be subject to temporary restrictions.
These institutions will be required to:
Suspend excessive executive bonuses;
Restrict extraordinary dividend payments;
Provide the Government with detailed financial information;
Maintain reasonable lending to French households and businesses;
Submit restructuring plans where necessary;
Accept increased government supervision.
The Government's assistance will therefore be provided in exchange for responsibility.
Public assistance must serve the French economy, rather than simply protecting private financial interests.
V. Emergency Support for Credit
One of the greatest dangers of the international crisis is the freezing of credit.
A healthy French company may still fail if it cannot obtain the loans necessary to pay workers, purchase materials or continue production.
The Government will therefore establish an Emergency Credit Guarantee Program.
Under this program, the French State will partially guarantee loans provided by participating banks to viable French businesses experiencing temporary difficulties because of the international financial crisis.
Priority will be given to:
Small and medium-sized enterprises;
Manufacturers;
Exporters;
Agricultural businesses;
Strategic industries;
Companies maintaining employment.
The objective is to prevent temporary financial difficulties from becoming permanent business closures.
VI. Support for French Households
The Government will introduce temporary measures to protect households experiencing financial difficulty.
Banks participating in the emergency program will be encouraged to restructure mortgages and other household loans where borrowers are temporarily unable to meet payments because of unemployment or severe income disruption.
The Government will also establish a temporary emergency assistance mechanism for families facing sudden financial hardship.
The objective is to prevent a temporary economic shock from becoming a wave of household bankruptcies and foreclosures.
VII. Monitoring of the French Economy
A National Economic Crisis Committee will be established under the Government and Banque de France.
The Committee will meet weekly during the emergency period and monitor:
Bank liquidity;
Deposit withdrawals;
Credit availability;
Unemployment;
Industrial production;
Inflation;
Consumer spending;
Business failures;
International financial markets.
If necessary, the Government will be authorized to introduce additional temporary measures before the end of December.
Parliament will receive regular reports concerning the state of the French economy and the use of emergency financial assistance.
VIII. Public Confidence Campaign
The Government will launch a nationwide information campaign explaining the emergency measures.
The central message will be:
“Votre Épargne est Protégée.”
“Your Savings Are Protected.”
Citizens will be informed of exactly how the deposit guarantee works, what types of accounts are protected and what they should do if their financial institution experiences difficulties.
The Government will strongly discourage unnecessary mass withdrawals of cash and emphasize that the French banking system remains operational.
IX. Temporary Nature of the Emergency Program
The Government emphasizes that these measures are emergency measures, not a permanent expansion of state control over the French economy.
The Government's intention is to stabilize the financial system first.
Once financial markets have stabilized, emergency banking measures will gradually be withdrawn and replaced by a longer-term economic recovery program.
The next stage will focus on:
Investment.
Employment.
Infrastructure.
Industrial modernization.
French technological development.
X. Statement of the King
The King addresses the nation:
“France has faced wars, depressions and crises before, and France has endured.
The present crisis may have begun beyond our borders, but its consequences must not be permitted to destroy the security of French families.
The savings of our citizens, the stability of our banks and the ability of French businesses to continue their work will be protected.
We will act with determination, but also with responsibility. The State will not guarantee reckless speculation, but neither will we allow ordinary citizens and honest businesses to bear the consequences of failures that they did not cause.
For the remainder of this year, our task is stabilization. We will protect, we will stabilize, and then we will rebuild.
France will emerge from this crisis stronger, more secure and more capable of determining its own economic future.”
The Government therefore declares the National Economic Stabilization Plan in effect immediately.

The 2008 Financial Crisis
The Controlled Fall of the Ruble
In July of 2008, the alarm was given by Gazprom and the Larger Russian Energy exporters that the price per barrel of oil began to fluctuate irregularly with a sharp downward trend. As of July, the price per barrel on average sat at just $133-USD, and by the end of the month it had hit $100-USD.
The foreign money rolling in that powered the Russian Economic Machine suddenly began to run dry, and like a machine without proper lubrication, it began to slowly seize up. Private firms in the United States, Europe and Asia stopped buying in such large quantities without access to investment capital loans from banks worldwide, and Russian companies followed suit. Firms began to withdraw their money from Russian banks shortly after the price of oil hit $90-USD per barrel, and the Government would respond effectively by pulling from its own internal reserve, and the Union State Cooperative Fund, to issue emergency loans and guarantees to them, ensuring that the big buckets of money were kept afloat in the short term. The Union State Assembly would approve emergency funding from the Cooperative Fund to Russia, Belarus and even newly-admitted Ukraine, with the assurance that the money would be used to keep strategic industries functioning, prevent larger private firms from falling apart, and also prevent mass unemployment from gripping the nation.
The Union Ruble, as a result of foreign oil exports bringing in significantly less money as the year goes on, would begin to fall in value. The Cooperative Fund would also divert a large portion of its resources at this issue, not necessarily to prevent its fall in value entirely, but to slow the fall enough that the economic reserve won't be burnt through too quickly. Across the Union State, wages would experience cuts and a lack of growth, layoffs in export centers would grow steadily, and the job market would shrivel as only the essential employees would be kept on the roster by large Russian companies in an effort to trim unnecessary fat to decrease spending. The Union State's common market would provide an excellent floor for Russia, Belarus and Kazakhstan to cooperate to protect pensions and state-worker salaries.
While the Union State has found itself in a pool of despair, and the economy is certainly suffering, the calm and well-prepared response of Moscow, Astana and Minsk added a great deal of credibility to the United Government. Suddenly, the Push for a "Federation of Eurasian States" in the Union State Assembly would not seem like such a stretch to lawmakers still on the proverbial fence, though whether this materializes into anything tangible remains to be seen with oil prices expected to hit just under $43-USD per barrel in December, and the Ruble continues to bleed away its value however slowly.
The Italian Construction Freeze Up
September 28th, 2008
In the Italian State, the Banks were not what was troubled by the sudden Economic Crisis. Most finance at this point in Italy was due to neither stocks, nor bonds, nor bank investments. Owning a productive asset fully out was the norm for the wealthy in Italy, with estates and land and factories and mines and real estate being largely owned outright. Housing was not destined to fail, and theoretically, no one would be out on the street due to legislation around layoffs. After all, even if you were fired, your boss had to pay a year of severance. That is, unless he became bankrupt.
And that is exactly what happened. Between September 15-24th, dozens of medium sized businesses began declaring insolvency. The economy was built on the capacity to grow at absurd rates, with real construction and industrialization being the main triggers for the supposed Economic Miracle of 2007, when the economy grew by an astounding 18%.
Now, facing the Government, was watching the biggest factories in Italy shuttering their doors, knowing full well, if the factories turn off, they would not turn back on.
Consumption was dropping, buying was not in an appearance, and the millions and millions of young men employed in construction now were set to be off on the street.
Therefore, the Italian State enacted the following quick program.
1. Any construction project, estimated at valuation of 800 million lira or more, and was set for bankruptcy would be nationalized by the State
2. All nationalized construction projects are to be examined, funded, redesigned for best resale, and completed on the State’s pay
3. All construction projects, estimated at a valuation of below 800 million lira, might be liquidated, and the State shall provide work for all previously employed construction workers of any project estimated in valuation over 350 million lira for up to five years
4. The Ministry of Transportation and Infrastructure has been granted an Undersecretary Position of Public Works, an an unlimited budget for the maintenance of new construction projects across Italy
5. The State shall enact the Six Hour Work Day Program, stating that all present State or Contracted employees are to receive a One-Third raise hourly, and have their hours slashed to six hours, planning to hire a second staff to maintain operations throughout the daylight hours
6. Any industrial or construction or agricultural business that wishes to adopt the Six Hour Day Program, shall be allowed to receive State funding for the two hours of paid labor that is not productive to support the expanded or maintained employment of workers
7. The State shall continue to finance the bare minimum interest and debt payments, but shall issue a moratorium for three years on the additional 5% of the budget granted to more aggressive debt repayments, as well as end temporarily, the 2% of the budget that is placed in the Emergency Reserve
8. The Emergency Reserve, established in 2001, shall now be opened and liquidated as much as required up to the entire 200 trillion lira, with further debt authorized by Parliament at the President’s and Pope’s discretion
9. The State shall begin to provide unemployment of one third an individual's lowest pay in the last twelve months, which will be paid for nine months, following the loss of their job, with this program ending after three years
10. The Ministry of the Interior shall begin auditing large businesses that avoid bankruptcy within the first month, and shall authorize a State merge failing companies with more successful companies, and manage the merger of businesses
11. The State is prohibited to offer any financial bail out that is not previously mentioned
12. The Undersecretary of Public Works shall be allotted a quick improvement in efforts to establish major new construction works to keep the factories and workers going
13. The Military has been authorized to do a large build up of equipment, vehicles, and ships, aiming to promote domestic industry
14. No State effort for the maintenance of failed businesses, companies, or their stock owners shall be made, but only the maintenance of the productive system and the productive infrastructure within that system

TALIBAN RESPONSE
The Taliban Government of the Islamic Emirate of Afghanistan would make various responses:
The Ministry of Information would respond to this crash as a sort of “divine punishment” for American imperialism, usury, and Western capitalism.
The Taliban Government would begin telling the Afghan population that the Western way of life is inherently corrupt, unstable, and collapsing from within.
As Western banks stop lending and ‘predatory’ lending rises, the Taliban would begin issuing harsh religious edicts condemning the entire Western banking systems.
They would begin tighten their grip on regional trade routes and slowly increasing pressure on Pakistan.
And uztiling the illicit markets funneling opium, they would continue to tax and control the Afghan opium trade. Attempting to expand the trade with hard currency across the nearby Central Asia and Middle Eastern nations.

The Islamic Emirate of Afghanistan would respond, paraphrased:
The 50% revenue-share demand is far too high for the sovereign Taliban government.
They would counter offer a fixed transit tariff or a much lower revenue cut (10% to 15%, or higher but way lower than 50%) disguised as ”border security fees.’
They would demand that the weapons and covert funding be tied to official diplomatic recognition of the Islamic Emirate of Afghanistan by the Union State.
They would insist that the FSB handle all smuggling logistics once the product crosses the Afghan border, keeping the Taliban somewhat clean on the international stage.
TALIBANIC TOURISM
The Taliban, the leading group in Afghanistan, have begun ‘advertising’ their country.
The Taliban has begun exporting and smuggling out USBs with various leaders of the organization promoting how the country is beautiful and people should visit.

Italy establishes a 400 trillion lira program to refurbish and rebuild the Nation’s aesthetic infrastructure
The Program as planned, aims to spend 400 trillion lira, on an effort for the employment of hundreds of thousands of workers, and the maintaining of factory production.
Desiring to establish a non-equal, non-cohesive, unique, yet purposely coordinated series of infrastructures, to ensure anyone who travels through Italy might be well pleased at the nation they find, the following are established.

THE NEW LOOK
A NEW 400 BILLION LIRA PROGRAM TO GET NEW UNIFORMS FOR EVERYONE
The first uniform redesigned is the Italian Carbinieri, also known to foreigners as the police. While their old uniforms were fine, it has been seen as reasonable to design a new nation wide uniform, to support the textile industry, and to support the New Italian Look.
The uniform now consists of black trousers, full in the hips and seat, and tight below the knee. These trousers, going down to the mid calf, are joined by high ankled boots of good leather, and a white button up with a black tie. The remarkable aspect of these uniforms, with the slightly fuller shoulder and chest, and narrower forearm of this design, is that the coat is pink, going with a phrase “Rosa Confetto E Sicura E Sicuro.” The coat ends above the knee, and is belted tightly around the waist with a black belt, with the bottom of the coat using excess fabric to flare out in a more proper fashion. It is joined with white gloves, and a black and white hat.
The distinct cut, with a much ore far back set back panel, narrower shoulder holes, more fabric in the shoulder, upper arm, seat, and hips, aims to evoke a National Ideal of a young and fit man, with black socks mandated, and boots maintained polish daily.

The next uniform designed, is the National Police. These men, less street known, have been given a more severe cut. Tighter trousers at the calf, looser at the hips and seat, with black trousers with a dark pink stripe running the side. Similarly, their black coat is cut similar to the Carbinieri, with white gloves, a white shirt, and black tie. Additionally, the National Police have been given pink beret hats in the Police color, and a cloak of black, lined inside with the same Police shade. It is a shoulder cloak, affixed with silver chains and broaches.
These men, more intimidating, are aimed to carry over the Police imagery, yet to be more impressive with knee high black boots, and a white sash, they are the main dispensers of State justice, while the Carbinieri are the on the street men.

As for the Military, each branch has been given guidelines more than a direct new uniform, so as to not step too heavily on the toes of the Armed Forces. Instead, certain requirements were made, urging better Alpine and Forester camouflage, warmer coats, more unique helmets, and higher necklines, with shorter trousers. This, with knee boots, and better quality textiles, aims to provide a more noticeable set of look while on duty, and off duty. It is an effort to develop more tailored uniforms, with tighter calves and forearms, more far back set shoulder panels, and a higher neck, while the helmets aim to be modern, camouflage, and yet distinct.
Furthermore, all dress and parade uniforms aim to be using taupe, champagne, olive, charcoal, black, white, and silver as much as possible, matching the modern Itallian silhouettes

Meanwhile,the National Airline has seen a new uniform design itself. The old Christmas Color uniforms have gone away, replaced by a bright red long coat to below the knee, wth a red matching hat, and green tight trousers for men, and tights for women, with green-black leather monk strap shoes for men, and a 7 cm heel for women. This is alongside green leather gloves, and a red high neck shirt.
As for Airline Pilots, dark green uniforms, with a short coat, hat, and red trousers and gloves and shoes, mirroring the crew are more essential.
Similarly, all railway conductors have been given new uniforms, with a deep dusty pink hat and coat, with very dark green pants or a knee length skirt and tights, with white gloves, and a green bag, in a similar cut to the other New Look uniforms.

Meanwhile, it has been decided all Judges, Justices, and Magistrates, are to be given new robes. The new fashion, with lilac-pink pale robes made of velvet, with smooth same colored cloth buttons, pleated at the high neck down the front, with tighter sleeves, and black velvet shoes. Additionally, all justices, magistrates, and judges will be obligated to wear a white cap with all their hair pulled into it, and a hood of the same lilac-pink, as well as a high collar shirt of a cool silver-blue.

As for State Ceremonial Guards, the Swiss Guard, has been given a new updated Uniform. These men, highly skilled and trained to protect the Pope and his Government, are essential as the highest priority, and thus, their iconic orange and blue uniform has been modified.
The palest pink tight trousers have been established, with black above the knee leather boots. These, alongside a black coat, skirted and pleated at the waist, with the palest pink gloves going up the forearms, and white fringe upon the shoulder, is joined by a blackened-silver chestplate, and a dark cranberry beret. They are given new rapiers, and beautiful machine pistols on their waists, with a palest pink sash across their bodies, while the chestplate is much sleeker, more modern, with the Papal Coat of Arms on the front and back of it embossed. Their coats are fuller at the shoulders and upper arm, and tighter at the forearm, with a high neck and a longer skirt.
This new design, modernized and yet respectable, aims to drag the image of the Papacy out of the Renaissance, and into a more recent age, while keeping the overall timelessness.

As for the Italian Youth Opera, a nation wide uniform to provide young men with clothes they might wear both at the parish and at home has been established to support families in need.
A woolen thick blazer is to be provided, made of black knit wool, lined with a jewel tone pink, alongside a black and pink tie. Additionally, this uniform is provided a white shirt with the fashionable full upper sleeve, lacking a middle back panel at the upper back to save fabric and keep cooler, with the remainder of a rectangular back panel a much thinner knit mesh. All these additionally come with a dark green necktie, to support families in need as well as those of proud young patriots.
