ACT ON THE ELEVATION OF THE TITULAR DIGNITIES OF THE DUKE OF WEST-ROMANUL AND THE MARQUESS OF BOUILLÉ

Henceforth changes the forms of address and status of the Duke of West-Romanul and the Marquess of Bouillé

Article 1 - The Duke of West-Romanul shall henceforth be known as "His Royal Highness The Prince NAME PATRONYMIC of Romanul, Duke of West-Romanul"

Article 2 - The Marquess of Bouillé shall henceforth be known as "His Royal Highness The Prince NAME PATRONYMIC of Gallichia, Marquess of Bouillé"

Article 3 - Hereby recognises the Royal Princely status of the holders of both the Dukedom of West-Romanul and the Marquessate of Bouillé.

Article 4 - The holders both, henceforth, relinquish any and every claim to the throne of either Romanul or Gallichia or any possession of the Empire of Gustavovich.

Article 5 - The Princely status and titular dignity is hereditary to the bearer of the title of the aforementioned titles, this, however, does not extend to the brothers and other, except the firstborn, sons of the title bearer.

Article 6 - All legislation contrary to this Act shall be rendered, henceforth, null and void.

The Rise in Womens' Education - True Progression or a Culture of Repression?

Firouzabad - The National University of Firouzabad, considered as the best university in Sitakhtar for academic and scientific research, has released the somewhat surprising statistics of higher education in Sitakhtar, which show that 63% of PHD holders in all national and technical universities in Sitakhtar, are women; arguably the highest ratio globally, cosidering that the percentage of Sitakhtari men and women perusing PHDs is not too low compared to global numbers. What is largely accepted as the most recent result of a growing trend, which is also celebrated as a great win for feminism, is a subject worthy of study. Because of the simple fact that there are both positives and negatives to this trend, and not in ways a casual observer might necessarily expect.

It is a fascinating study, which anyone researching on the field shouldn't begin with any date earlier than 500 ACE, or even further back, when tribes first formed civilization all along the North Amphiaran plains. To put in the words of His Late Majesty, the former Shahanshah Ismail III Zarrabi, honourable father of His Majesty Shapur Shah Zarrabi, "there is no woman in the history of our great people that never worked a day in her life. There is no woman that betrayed her husband's flocks and fields to the element, when he fought for his faith in a far away field. Neither can we find any woman who did not take part in her husband's trade, or her own, with any capital that was hers."

An exaggeration, in all probability, but a necessary one in 1971, when he spoke in favour of removing all barriers to women's education and employment. Just months ago, he had personally opened the ten thousandth rural school, built in the mass educational reforms of the national Literacy Program, brought forward by the then ruling government and approved in parliament in 1949. The result was the great rise in literacy which took place among the rural Sitakhtari population, which was already showing good results in 1971. With the youth literacy rate having climbed to a previously unthought of 80% among people of all wakes of life.

What was to follow since 1949 was a transformation of Sitakhtari society, which showed the middle class rise to prominence alongside the old, wealth trader class, to transform Sitakhtar from a primarily trade oriented economy, based on trade routes and a petroleum based economy, to the scientific and manufacturing hub it is today. But even in this transforming society, women's involvement in education remained at a low 30%.

The reason why is found a few centuries earlier, when the role of the woman as someone who worked alongside her husband fell in an international trade oriented, and later industry oriented, society. Wealthy women could contribute to this, and so they remained relevant. Their capital, which was theirs by law in the Al ahadist case, and their husbands, in the Shepardist case, contributed to business, and so did they. Women in lower class families worked, but it was not by choice, as they had no other means to survive. This left out a large part of the female population, whose husbands, brothers or fathers had enough skills and learning to get by, though lived without any capital of their own, or capital of their women, to take part in business against an established economic class. The women in these middle class families fell to household work, and religion and clergy soon told them that they were doing their duty, and should be content.

Education entered this equation much later. Proper education, in the modern definition of the word, would not be there till the 18th century, and then only to a selected portion of the society. Girls from middle class families received very little education; less than their male counterparts, but equal to their wealthy female counterparts. The later fact had very little effect, as this education was not tied to a role in the workforce.

By 1930, education was available in equal quantities to both men and women - a period in which women did begin entering the workforce more, but in a few occupations such as teaching, nursing and accounting, and since 1949 it began to be available for the entire populace. Nevertheless, women were choosing not to complete their education, which was available for free till the end of school years and for cheap during university years, in order to remain at home. The transforming shift was therefore to be brought by artificially, and surprisingly by the clergy themselves, who have previously not looked upto womens' education. They believed that women should won property, and that they should work. But they chose to spread the stories of the wealth; where women worked, though they had no education in a modern sense.

The shift then was brought on by the Covenant Party, which was not too popular at the time. Their strategy was, as before, religious. They spoke to the religious female populace, emphasizing that their duties had changed. Family was, of course, still at the forefront of their duties. But though religion preached that the husband should take care of the wife, regardless of her personal wealth, religion was also preaching now, that, every woman had a duty to not be a burden on their husbands. It was their duty to contribute to the household economy by engaging in a profession, and what better way for that than to receive the education freely provided, and receive good qualifications?

The women listened, and so did their families, and the generation of girls born in 1970 or the decade following saw 87% completing school, and 70% applying for university. In 2026, the figure stands at 97% for the present population, disregarding semi-citizen immigrants. In universities, 56% of graduates are women. The royal families, that represent both state and religion, now have the rule that all female members must complete university following school; and all princesses are expected at some point to pick up on a PHD.

Then to the number of PHDs; the simple fact is that women are pushed to remain in higher education for far longer than men - who are required to graduate as soon as possible with adequate qualifications, to enter a job that pay well, and advance through that while supporting the family. Women, whose capacity as breadwinner is still placed secondary, and technically given more freedom to receive further higher education, and therefore to increase the chance of entering a higher paying job for the benefit of the family. The question now, however, is whether this really is a choice?

In a conservative society, women are still expected to marry, have children and raise a family. Despite independence of women being celebrated in the family context, women who choose to remain unmarried and independent are looked down upon, unless they remain single to look after a family member or friend. Now the added pressure of advancing forward in higher education and working a demanding job for the benefit of that family is not always seen as welcome.

The figures that prove this are the fertility rate, which has dropped to 1.8% - below replacement numbers, since 2025, and the increasing rate of women choosing not to marry, and the rates of both men and women choosing to migrate abroad for better opportunities, alongside the increasing request asking for limiting university seats for foreign students perusing Masters and PHD post graduate studies, to provide more space for local students. Of course, this cannot be blamed on womens' education, as some religious scholars have begun to do. Many choose to blame it on the economic situation, where goods and services remain expensive, while salaries remain inadequate, forcing both men and women into stressful jobs for survival. In a society still rampant with income inequality and systems rigged against the common man, these figures will continue to rise. The question remains whether the solution first taken should be to reduce corruption and improve the economy, or to bring a new push in society freeing women from the present pressure of having to take care of education, employment and household at the same time. Society is, admittedly, seeing a shift in a better direction, as men increasingly see it as their duty to assist their partners in household duties, and as families now have better access to both domestic assistance and economic safety nets. The trend of women dominating the education fields is unlikely to change, and it is still seen as a positive, despite the present issues.
