Liberate Equestria
A resolution to strike down Delegate-imposed barriers to free entry in a region.
The Security Council,
Recognizing Equestria as a historic region, one which has existed for over a decade and maintained a peaceful and inoffensive presence, largely due to the peaceful coexistence of the three tribes (pegasi, unicorns, and ordinary ponies),
Recalling with sadness that Makrtopia, the nation which founded Equestria, collapsed many many years ago and has been unable to re-establish itself, leaving Equestria in a long-term state of vulnerability,
Noting with regret that Equestria has been the target of countless invasions over the last decade, one which began on the October 17th of 2022, necessitating the intervention of the Security Council,
Understanding that since the dissolution of Untspah, the native community of Equestria has been represented in the World Assembly by Zachtia, the legitimate governor of the region at this time,
Displeased that the invading coalition in Equestria has deposed the native administration and taken control of the region for themselves, an unacceptable act of antagonism and aggression against the residential community, and to the international community which supports the principle of self-determination for everypony,
Hoping that the passage of this liberation will ensure the security and continuity of Equestria against the objectives of the marauding invaders that have attempted to ransack their home,
Hereby liberates Equestria.

Security Council Resolution # 422
Commend Kringalia
A resolution to recognize outstanding contribution by a nation or region.
The Security Council,
Setting forth Kringalia as an honorable and assiduous nation that has served their home region the South Pacific greatly over the last decade, being a pillar of its community in both times of peace and strife,
Recalling that early in Kringalias time as a South Pacifican, the region was thrust into disarray when Milograd attempted to overthrow the regions legitimate government, the Coalition. As a newer member, Kringalia aided in efforts such as un-endorsement campaigns against Milograd. The eventual liberation of the South Pacific served as a catalyst to introduce a new generation of South Pacificans, kicking-off Kringalias extensive career in the region,
Respecting the executive service performed by Kringalia through the South Pacifics Cabinet, where as Minister of Regional Affairs they published monthly accountability reports to all nations in the South Pacific in addition to standard media publications and hosted a plethora of cultural events aimed at regional entertainment and historical awareness. Additionally, Kringalia created the Southern Onion, a unique and satirical publication focused on happenings in the region, a publication which occurs irregularly to this day,
Acclaiming Kringalias tenures as Delegate of the South Pacific where they continued to have a profound cultural impact through events such as Coup Tuesdays, and set the earlier stages for the South Pacifics diplomatic shift to defenderism through treaties with The Rejected Realms and the Peoples Republic of Lazarus,
Impressed with Kringalias focus as Vice-Delegate of the South Pacific, a position through which they also chaired the Committee for State Security (CSS), as during Kringalias tenure they reviewed vast Cabinet archives from 2003-2011 for declassification, enriching public awareness of the regional governments history,
Praising Kringalias resilience in 2016, when then-Delegate Hileville and their cabinet attempted a coup against the Coalition. Despite being illegally banned by the traitors in question, they fought against the coup and released statements in their capacity as a member of the CSS, culminating in the eventual end of the conflict and restoration of the Coalitions control,
Relieved that Kringalias dedication to the Coalitions security continued after the 2016 coup with them serving as a member of the Council on Regional Security (CRS), the successor institution to the CSS. As a member of the CRS, Kringalia has advanced transparency and discourse on security issues in addition to the normal expectations of the position notably by leading the discussion on and announcing the declassification of files related to the Southern Allied Command (command of the resistance during the Milograd coup) and Lubyanka (former headquarters of the CSS),
Admiring Kringalias incredible devotion to the legal systems of the Coalition and their accessibility by the public, advancing substantial developments in High Court infrastructure and transparency such as:
Working tirelessly to compile the Rulings Consultation System, a comprehensive archive of past judicial topics as far back as 2003, undoubtedly preserving South Pacifican history that may have been lost otherwise,
Releasing the Case Submissions System, a user-friendly submission form to allow anyone to straightforwardly submit cases to the High Court, undoubtedly minimizing barriers to citizen engagement with the institution,
Ensuring compliance with the Sunshine Act by releasing various private discussions from High Court venues, an undertaking which requires diligent review and evaluation of topics before publication,
Appreciating the legal opinions presented by Kringalia as Chief Justice of the High Court, several of which have been vital to South Pacifican legal precedent, such as Separation of Powers, which ensured executive authority was only conferred to appropriate officeholders,
Cherishing the perseverance and resolve of Kringalia as the South Pacifics Electoral Commissioner, a post through which they have managed countless elections, including the high-volume Local Council and Delegate elections of the Coalition and through multiple back-to-back elections as required by the South Pacifics political state at the time. Furthermore, they developed the expansive Election Management Portal, providing easy navigation and consumption of election data past and present,
Adoring the wildlife of Kringalia, including the world-famous Indiana, a large rabbit beloved by fellow nations and their statesmen alike, functioning as a symbol and mascot for the nation and its supporters,
Believing that Kringalias work in the South Pacific has shown their steadfast commitment to democracy, and their devotion to the South Pacific's Coalition, and therefore convinced that their efforts should not go unseen by the Security Council, and on that account,
Hereby commends Kringalia.

Condemn Creeperopolis
A resolution to express shock and dismay at a nation or region.
The Security Council,
Revolted at Creeperopolis, a major power in The League, infamous for plaguing fellow nations with its presence for years, as an indisputably negative influence due to its nature as a regressive and antagonistic state, unrivaled in corruption, abuse, and inequality,
Mourning the loss of democracy caused by a military coup d'état in Creeperopolis in 2003, part of a disturbing decades-long trend of democratic backsliding and increasing military power over the country - both the result of a civil war in Creeperopolis in the 1940s,
Lamenting that Creeperopolis current government manages to continue to function in the international community as a result of its economically convenient ventures such as CORNACA and EMUBAC, corporations which produce coffee/sugar and bananas respectively through cheap or unpaid labor, allowing Creeperopolis to enrich their nations oppressive financial and political oligarchs,
Appalled at LaMatanza, where the Creeperian Army crushed a peasant rebellion over working conditions in San Romero at the behest of CORNACA, the brutality of the crackdown setting back pro-worker advocacy in the nation greatly,
Disgusted at the unadulterated corruption that is commonplace in all aspects of Creeperian society, as unethical relationships between bureaucrats and businesses have allowed for negligence and malice to go unpunished. For example, in the aftermath of the tragic 2007 Tuxtla Martínez train disaster, all corporate entities were suspiciously acquitted of legal liability even though 12 people perished and 15 more were injured due to corporate negligence,
Seeing through the dishonesty of the Emperor of Creeperopolis, Alexander II, a puppet figure who serves as a propaganda tool for the actual head of the nation, Augusto Cabañeras Gutiérrez, an autocrat who has authorized despicable acts, chiefly:
Extensive persecution of the deposed Alfonso VIs supporters after the 2003 coup which led to the deaths or disappearances of thousands of individuals during the 2003-04 Creeperian Purges,
Allowing the Creeperian military to engage in mass human rights violations and wanton disregard for civilian well-being in southern Creeperopolis as a response to an insurgency by Deltinian rebels in the region,
Erosion of due process for millions of Creeperans by allowing national law enforcement to execute and use excessive force against those accused of crimes or membership in criminal organizations targeted by the government,
Horrified by the vast crimes of the National Intelligence Directorate, Creeperopolis secret police, which has engaged in extensive human and civil rights violations over the years, including:
Decimating Senvarian culture and their communities by the means of excessive policing and institutional discrimination to ensure control of the central government over these regions,
Censoring Creeperian media and discourse en masse via Operation Genesis 19:24-25, constantly suppressing thought such as communism, atheism, or pro-democracy sentiments that dissent from the brutal regime,
Overseeing the incarceration of over one-hundred thousand Creeperans in seven highly overcrowded military prisons throughout the country, each with nauseating living and working conditions,
Assassinating multiple subnational officials throughout Creeperopolis in an attempt to crush dissent against the central government and ensure the dominance of its dreadful policies,
Denouncing the Cooperation and Development Coalition, a league of chaos driven by Creeperopolis which has used its influence in areas surrounding its members to abet undue foreign interference. Through this organization, Creeperopolis and Salisford have maintained a near-colonial grip on their neighbors, extending their subversion to the Neosur region of southern Ecros,
Censuring the invasion of Sequoyah led by Creeperopolis, during which the Creeperian military invaded and occupied their southern neighbor. After occupying the nation for multiple years, sham-referendums were held to validate unjustifiable Creeperian annexation of key Sequoyan urban and economic centers in the nations northeast,
Warning member states through this condemnation that not even foreign nationals are safe in Creeperopolis, demonstrated through the detainment and disappearance of the Morovan Vladimir Kruschev. Since their initial disappearance Kruschev has been subject to a long saga of hardship in infamous Creeperian prisons alongside detainees domestic and foreign alike - serving as a warning to those who might visit the insidious nation,
Believing wholeheartedly that so long as the establishment in Creeperopolis continues to operate unmitigated, the nation will serve as a somber, cautionary tale of tragedy to all who encounter it and that a permanent overthrow of the ongoing dictatorship would only benefit the global order,

Historical Region Act
A resolution to express a position on international affairs and obligations.
The Security Council,
Noting that extant within the NationStates multiverse there are a dwindling number of regions created between November 2002 and early April 2003 before founding nations held executive power, excepting those not made immortal by the gods to serve as their machinery;
States that because of their status as not having nations to use these awesome powers, historical regions are uniquely vulnerable;
Enumerates the last remaining historical regions that never acquired an executive founder: Belgium, Bucketheadland, Carioch, Eutopia, EWU, Hattrick, Haven, Lake ilopango, Liberal Paradise, Secularia, Seven Eleven, South Pacific, The AGS Commonwealth, The Proletariat Coalition, The West, User Friendlia, NationStates, Canada, Middle Earth, St Abbaddon, Stargate, Yorkshire, SPACE, and LUE;
Recognizes those historical regions that have since had a founder nation appointed to lead them, including but not limited to: Europe, 10000 Islands, Texas, The Heartland, Wysteria, Nasicournia, Space Sector RPRA, Hell, ISAF2, Subreality, Germany, Kattar, Katasia, USSR, Anarchy, and Axis of Absurdity; and
Remembers the many regions from this period, too many to list, that have ceased to exist.
Believing that historical regions are worthy of preservation, and declares:
The interregional community should protect these historical regions, whether they are founderless now or lose their founders in the future, against subversion or aggression via:
The writing of interregional protection treaties which can be adopted by those of defender, independent, imperialist and non-aligned ideologies alike to protect historical regions from external military forces.
The enactment of measures by governments of historical regions to preempt attack and malicious refounding.
The passage or rejection of Liberation resolutions and their repeals based on native support.
The establishment of policies by all regional governments to support the native population and governance of historical regions, including political and military intervention where appropriate.
The doctrine of this Assembly is that the expressed will of the native population and its recognized representatives are the supreme authority in deciding a region's policy and its future, including whether and how to implement access controls
With the passage of time, native populations and governments may become silent, indifferent, inactive, or cease to exist entirely, and
Encourages the creation by concerned nations of Caretaker Conservation Administrations (CCAs) to govern historical regions where no legitimate native leaders exist, or where such leaders request them, recommending and recognizing those which:
Operate independently and do not limit membership based on affiliations outside the region,
Require participating nations to be present in the governed region for the duration of their participation in the CCA,
Make a good faith effort to honor the history of the region and the preferences of pre-established natives,
Prioritize the best interest of the region over that of their members and other organizations,
Recruit for and promote active participation in the region to establish new native stakeholders,
Vigorously pursue the goal of establishing a healthy, independent region with independent native leadership,
Dissolve or subordinate themselves to native administration once native leaders are established, and
Do not allow members to serve concurrently in the native administration, nor use proxies to do so.
Establishes this Historical Region Act and authorizes the passage of additional resolutions to advance native rights and regional conservation.

Security Council Resolution # 425
Repeal: “Condemn Ever-Wandering Souls”
A resolution to repeal previously passed legislation.
Security Council Resolution #326 “Condemn Ever-Wandering Souls” shall be struck out and rendered null and void.
The Security Council,
Reiterating that condemnation by this august body is one of the highest forms of punitive recognition a nation can receive for villainy and subversion,
Acknowledging the prior passage of Condemn Ever-Wandering Souls (Souls), which sought to condemn the nominee for their many years as a figure in raiding,
Respecting that the writing of SC#326 is excellent and up to modern standards of quality, though nevertheless unconvinced that the nominee is deserving of recognition by the Security Council for their alleged misdeeds,
Recognizing that SC#236 mentions Souls involvement and leadership in numerous raiding organizations, though contending that their career in the multiverse is primarily viewed through their role in The Black Hawks specifically,
Questioning the relevance of the Iterating clause, as ensuring the destruction of The Black Riders and denying [them] any chance at salvation is not a condemnable act given The Black Riders reputation as a repulsive organization which has been forever removed from the plane of existence by divine intervention,
Asserting that Souls leadership of The Black Hawks was, on the whole, detrimental to raiderdom due to their advancement of the parasitic and self-defeating Raider Unity ideology. Under Souls leadership, the Council of Hawks exploited and attempted to vassalize other raider organizations, notably the iteration of HYDRA at the time, decidedly making Souls style of leadership damaging to raider objectives,
Recalling that Souls has played a major role in the political alienation of imperialist and Independent regions from supporting invaders, where regions such as The Land of Kings and Emperors and Balder, previously reliable supporters of invasions, were pushed away from raiderdom by Souls dogmatic and antagonistic demeanor, thereby adding significantly to the political crisis faced by raiderdom today,
Dissatisfied with the claim that Souls is condemnable in nature, as nations which are most deserving of the designation are those which operate with unmitigated brutality, whereas, in the rare instances where they have produced a viable scheme, Souls has often failed to follow through on their proclaimed nefarious intentions, especially when said intentions were brought to the public eye, such as:
Hiding from the public eye almost completely in the aftermath of the Red Phone intelligence disclosures. Souls repeatedly asserted their interest in subverting and eventually destroying the South Pacifics legitimate government in these declassified documents, but refused to expend their own effort and later retreated from answering for their boasts,
A series of intelligence and subversion operations planned by another organization Souls holds commanding rank in, targeting multiple regions, most notably Balder, which were unsuccessful and abandoned due to poor planning and execution on all fronts, such incompetence and the subsequent public fallout further isolating raider regions in the public discourse,
Delighted that many founded regions were further protected against permanent damage and seizure as a result of Souls diplomatic folly. Due to the loss of support from many imperialist and Independent groups, liberating coalitions and their allies have found passing preventative liberations to be of relative ease with minimal controversy, in part thanks to diplomatic repulsion by raiders encouraging more moderate regions to support these measures,
Concluding that while the target resolution is well articulated, Souls lacked ability, efficiency and tactful calculation while leading The Black Hawks, ultimately undermining their own ill-intended goals, dismantling their suitability for condemnation,
Affirming that while Souls held several positions in raiding high command over several years, their contributions to raiderdom have undoubtedly been feeble and that of a cosmic liability, and therefore,
Hereby repeals Security Council Resolution #326 Condemn Ever-Wandering Souls.
