This has intensified calls in the new and old states alike for legislative reform.*

*The Slythorian National Congress has opened the agenda to legislative reform, a possible overhaul of the legislative system, after enough state-appointed representatives sided with elected representatives to force a majority. This could have broad implications, and be very consequential. Slythoria does not have a single unified constitution, merely a collection of unifying treaties and laws. Thus, a huge change is not only feasible, but likely.*
*With 2 months left to go in his term as Governor-Appointed Commander in Chief, the Slythorian National Congress has elected Martin S. Vespucci (68) as the Prime Minister of Slythoria, continuing his executive rule over the country for a minimum of 2 years, possibly more, yet the term for a Prime Minister has not yet been decided by the National Congress.*
*The Slythorian National Congress has reclassified the country of Slythoria from "The Confederate States of Slythoria" to "The Federal Empire of Slythoria."*
*The Slythorian National Congress has commissioned and adopted a new national flag.*
*The Slythorian National Congress has passed the Slythorian Legislative Reform Act of 2058. This bill will radically reform the national legislature of Slythoria. The details are as follows:*
- The National Congress will remain as an institution.
- The National Congress will change its balance in terms of representation, allowing states to send 1 appointed representative by any means they wish, and 2 elected representatives resulting from a national-run election within the state.
- The appointed representative will be officially non-partisan, meaning they cannot belong to a political party. This does not govern their appointment process, nor their beliefs, nor their voting.
- The National Congress will allow for one Representative Advisor from each colonial holding, such that they may have a voice, but not a vote, in the National Congress.
- The National Congress will now share their power with a newly reestablished People's Parliament.
- The People's Parliament will be a purely representative body, with each state being designated a number of representatives, and the states drawing districts for those representatives to be elected.
- All People's Parliament elections will be held federally within the state-drawn districts.
- The People's Parliament will occupy their old building in the CSCC, and it will be reconverted from a museum as it currently stands.
- The People's Parliament shall have no more than 250 representatives from the states, lest their be additional states added, subject to amendment.
- The People's Parliament shall elect a Speaker, who will set the agenda for the legislative body and represent the People's Parliament in national and international diplomacy. This Speaker can be removed by a decommissioning vote if such a measure passes the Force Vote threshold.
- The People's Parliament will have a Force Vote threshold of 100 Parliamentarians to have an item be placed on the agenda in spite of the Speaker's will within the timeframe specified in the item.
- A Force Vote will be conducted by collecting signatures outside of approved time, as not to disrupt the agenda of the Parliament.
- The National Congress shall elect a Prime Minister to determine the agenda in the legislative body, and represent the National Congress in national and international diplomacy. This speaker can be removed via a no-confidence vote by collecting a chamber's majority of signatures outside of official proceedings of Representatives. This; or, all state-appointed (non-elected) Representatives sign a Epistula Disapprobationis, forcing the Prime Minister's resignation in the time frame allotted in the Epistula Disapprobationis.
- The two Houses of Legislature must both pass the same version of an item for it to pass the legislature as a whole.
- The Prime Minister shall appoint the Council of Ministers, a body to carry out his legislative agenda.
- The office of the executive of Slythoria will be the new office of President.
- The President shall be elected by the people of Slythoria in all states by a federal election every 4 years.
- National Congress Representatives shall come up for reelection every 8 years.
- People's Parliament Parliamentarians shall come up for reelection every 2 years.
- The President shall appoint a Cabinet of Slythoria to handle tasks within the country and its administration. These Secretaries will handle the executive innerworkings of their specific purview.
- Whichever offices may be created by the President for the Cabinet of Slythoria, the Prime Minister shall create the same office in the Council of Ministers. These Ministers will handle the legislative innerworkings of their specific purview.
- The Minister for a specific Cabinet of Slythoria position may unilaterally call for an impeachment trail for their specific Secretary if a high crime or office wrongdoing is observed. At this point, the People's Parliament will determine what to charge the Secretary with (if anything,) and the National Congress will try the Secretary on such charges. A simple majority is required for both.
- The President's picks for the Cabinet of Slythoria must be approved by a simple majority vote in the National Congress.
- The President may be charged with any crime by any member of the People's Parliament. At which point, the Speaker may adopt the charge as an agenda item, or let it go to a Force Vote. If either of these things come to pass, the threshold for impeachment is a simple majority. An the trial for the impeachment then goes to the National Congress, presided over by the Prime Minister, or an appointed legal council by the Prime Minister. The threshold for conviction and removal in the National Congress is a 3/4 majority, or a 2/3 majority with unanimous approval from the Council of Ministers.
- The President retains all powers from previous governing documents in relation to executives, including the veto. The veto may be overridden by a 3/4 majority in the People's Parliament combined with a simple majority in the National Congress, or a 2/3 majority in both.
- The President shall be the Commander in Chief of the Orange Army.
- The President may not, in any way, meddle in, nor dissolve any legislative preceding, event, or institution.
- The President shall have a Vice President whom he shall run with on a combined ticket.
- Should there be a tie on a simple majority piece of legislation in the National Congress, the Vice President shall break it.
- Should there be a tie on a simple majority piece of legislation in the People's Parliament, the Prime Minister shall break it.
- Any member of any House of Legislature may be removed by their peers in a 3/4 majority vote on a signature basis outside of normal proceedings.
- Any member of any House of Legislature may be removed by their constituents should a 2/5 portion of the population sign an election initiation agreement, and 2/3 vote to remove him. These removal votes shall be federally run in the concerning district or state.
- Any appointed National Congress Representative may be recalled for a definite or indefinite period by their Governor, and that office may be redecided by the appropriate state methods.
- All budgetary bills must originate in the People's Parliament, lest they concern the Orange Army, in which case they may originate in either House of Legislature.
- Altercation amendments may be made to this Act at any time, and shall be initiated by the National Congress, approved by a simple majority of the People's Parliament, and a 3/4 majority of state Governors.
- All uses of the aforementioned mechanisms to further the power of the legislature insofar as it is necessary and proper for the Houses of Legislature and the Federal Empire of Slythoria, are not forbidden in any way.
*A bill to consolidate the Slythorian Confederate Coast Guard into a federal force passed the People’s Parliament. It failed in the National Congress however, as a large bloc of Representatives blocked the Republican-drawn bill. This bloc included many state-appointed representatives, the majority of the NAYCOS Party, and the Argentine-Chilean Interests Party.*
Republican Statement: “This was merely a bill designed to reset Slythoria back to a pre-split status quo and have the Coast Guard once again operate as a unified military branch as opposed to a state-level ‘rent a military’ force.”
NAYCOS Statement: “This was a blatant attack on state sovereignty, we will not stand for Republican Federalism as it seeks to undermine our states.”
Argentine-Chilean Interests Party Statement: “This bill sought to rid the 7 new states of their only military and paramilitary capacities permitted under military occupation. We will not have our states be overrun by cartels in absence of a force to respond.”
*The Governor’s Assembly has appointed Martin S. Vespucci the Commander in Chief again for 2 years whilst the presidential election can be coordinated to commence in 2060.*
*Many are honestly surprised that the governors of Slythoria were even willing to maintain the status quo in terms of leadership considering the partisan fighting going on. I’m t is believed widely, however, that they do not believe that 2 years is enough time to majorly disrupt government, and that Vespucci more than anybody had the good faith and will to be the least partisan and most disciplined option.*
