Topic: New Armata Universal Combat Platform Factory
Volgograd — The Soviet Defense Ministry announced the construction of a new military factory dedicated to building modular vehicles of the Armata Universal Combat Platform. The location of the factory will be in Volgograd, one of the nation's largest industrial centers. The factory is designed to be the main construction center of the new Platform vehicles, helping the military accelerate the modernization of the armored divisions of the Red Army. The factory is expected to have the following annual production capacity:
- - T-14 Armata MBT: 200
- T-15 Armata HIFV: 100
- 2S35 Koalitsiya-SV: 100
- Kurganets-25: 100 (50 IFV, 50 APC)
- VPK-7829 Bumerang: 100
The factory will cost USD$450 million and will take 2 years to complete. The factory will form part of UralVagonZavod, the country's producer of main battle tanks and other machinery. Despite the ownership of the factory, the Government will finance the construction through the Military Modernization Fund.

VOGABYGGÐ WATERFRONT TRANSFORMATION COMPLETED
The completion of the waterfront projected has been achieved, after a multi year $400mn project. This project has introduced 50,000 square meters of mixed use office space, retail fronts and leisure, along with 1,800 new residences.
This project, aimed at boosting the Icelandic economy, will be most useful having been completed after the introduction of the European Council. This project also begins to solidify Iceland as a top tier destination.
The project will add millions in revenue, has created hundreds of new jobs, and is largely self sufficient with its use of utilizing renewable energy and using eco friendly materials.

- Youzhou SSR to embark on Xiangping City Diversification Project
Authorities at Xiangping City have announced a state-backed plan to diversify its economy as a means to revivify the stagnant economy and adapt to growing marketisation in the economy.
Since the 1980s, the region was heavily affected by the restructuring of the economy, leading to the closing of many heavy industry enterprises, a decrease in urban residential net incomes, and a decline in the local economy. The area was subject to the Northeast Area Revitalization Plan, which has been running since 2009, and FEUSSR now aims to tackle the problem more comprehensively by using the city of Xiangping as a petri dish.
The city's economy is largely dependent on petroleum, with the industry accounting for over 60% of the local GDP. By the end of the 7-year plan, the city's GDP will be more evenly distributed, and the city authorities aim to cut down the GDP contributions from petrochemicals from 60% to 40%, while increasing the share of secondary and tertiary industries' GDP to compensate for the remaining 20%. The first step to revivification is to reignite the area into a manufacturing hub, prompting the Department of Economic Development (DED), the Department of State Resources (DSR), and the Youzhou SSR People's Government to jointly create a $450 million USP fund for the renovation and renewal of the enterprises in the city, as a means to relieve the burden of the enterprises themselves in re-innovating themselves to become more competitive.
Additionally, city authorities will emulate previous macroeconomic policies by promoting the expansion of the non-state sector, thereby generating new employment opportunities for workers, excite improvements in efficiency, and increasing the competitiveness of local SOEs. This will be done through the attraction of new investments into the region through private and/or international means, by improving its investment environment. The Far Eastern Reserve Bank, the country's central bank, will annul a set of bad loans from local branches of state-owned banks. It will also establish an Asset and Liability Exchange Centre (ALEX) in Xiangping, which is meant to deal with the heavy debt of local enterprises via debt-to-equity swaps, reducing or waiving interest of debts, postponement of mature debts, or amortization.
To further encourage investments and business operations, the city government will embark on a series of tax cuts aimed at incentivising job absorption. Enterprises that create jobs in a meaningful way can have their taxes cut by half to three quarters. The DSR and DED have also encouraged businesses from the rest of the FEUSSR to import equipment from vendors in the Dongbei SSR, capitalising on the massive potential market for the province’s equipment and precision manufacturing industries, while also developing trans-regional trade with other SSRs.
The city government will abolish all regulations and policies unfavourable to the non-state sector, including investment exclusions, and non-state firms will hereby be allowed to engage in contracts for public works and infrastructure projects. Regulations on the access to market, permitted investment fields, import and export credit guarantees, and taxation will be relaxed, except for the industries of military production, petroleum, petrochemicals, and power generation. Local SOEs outside of these industries will withdraw from regular competitive fields and be privatised into worker cooperatives, allowing new investors to enter newly opened fields such as banking, hi-tech industries, education, culture, and public health.

Such a piece of technology had no right existing and how the man managed to build it escaped him. Viewing the reports on the desk, he tapped on the map icon on the PPAD, the low-light hologram feature zooming in on Belize. So far, the British had suffered several dead following an attack on the garrison there. He swiped over to the location on the hologram, showing the garrison and city. The various alleys and side streets would make operating a pain in his ass but once the order came from the Pentagon, his Green Berets would fit right in in such a place. Hard odds were their jam and bread after all. Much like that badly conceived idea to sent some men to Central Asia but he digressed. Those men should have been sent to handle a cartel issue forming in the CAF or hunt down the few cartel bosses that somehow made it to the Union mainland. Even now, Special Operations was having a rip-roaring time dragging those guys out of their holes and making them disappear in the Mojave. He didn't envy either the cartel bosses and grunts or the teams hunting them. Even in the desert, night was never your friend. You either froze to death or became some creature's dinner. Looking at the PPAD's hologram of Belize once more, he zoomed in on the port itself. A good place to insert his teams once the show kicked off. And who knows? Maybe even the Brits would want to join the fun that was being planned in Nevada and New Mexico. There's never a dull moment in the Southwest...

Initial incursions of jungle warfare forces into Toledo District have revealed dug in and well-armed insurgents who are using civilian infrastructure and populations as ‘human shields’. This negates any large-scale air bombardment and analysis say will require the use of specialist forces. New groups have been formed with Belizean and British troops. These will be supported by Harrier, helicopter and drone patrols.
Sir Henry Smith, Minister for Defence said: “It is clear that as is often the case with asymmetrical warfare that will not be able to deploy conventional forces or air for direct combat given the risk to Belizean life. Although regular forces will be used to keep roads and lines and liberated settlements safe, special jungle forces will be required, with logistical back-up from relief support to liberate Belize mile by mile.
Given the need for highly trained troops working in small squads, we have invited our allies -greater canada- 
Imperial Eagle who through their training in Trinidad and actions in Panama are well placed to carry out jungle anti-insurgency with a an absolute priority on protecting and minimising disruption and loss of civilian life. A.) In response to the decimation of the cattle industry through the outbreak of hvCJD, the government has decided to abolish all levees against beef products in regards to imports. The government is choosing to subsidize 25% of beef’s imported value on all goods, This is to ensure that all people of the UPK have enough caloric intake available. The plan is to keep this program in practice for at least 12 months and possibly longer.
B.) The country is looking for investments in mass transportation and related to electric locomotives. According to law all railroads must be double tracked as to keep locomotive delays to a minimum and to help keep the cost of freight and passenger travel down. The country looks to complete this feat within the next 10 years. The UPK is more than willing to negotiate a profit splitting deal in order to gain investments from abroad.
C.) The country is still looking to purchase additional military hardware for use by ground forces and naval forces. All inquiries are welcomed, as well as any foreign nations willing to help in the training of new troops. Any and all help is greatly appreciated.

GIDROPRESS ACCEPTS REACTOR TENDER; WORK TO BEGIN NEXT MONTH
The Liangzhou SSR People's Government has, in response to its open tender, contracted with Soviet firm Gidropress for the manufacture and delivery of two VVER-1200 reactors as part of its plan to construct a nuclear reactor plant in the regional capital.
The two VVER-1200 reactors will each have a nameplate capacity of 1,198 MW, with the capability of producing 2,396 MW of electricity in total. Borrowing elements of the Palo Verde nuclear power stations in the USA, the reactor would be unique in its ability to operate away from natural bodies of water. The power plant would evaporate water from the treated sewage of nearby settlements to meet its cooling needs, with up to 67 million cubic meters of treated water being evaporated each year as a result. Other features include two underground twenty-hectare reservoirs to store extra water in case of an emergency.
The Liangzhou SSR People's Government estimates that construction of the plant would be valued at approximately $13 billion USD, and has petitioned the Federal government for funding assistance. A funding arrangement was reached, whereby the Federal government would provide $7 billion USD. The remainder would come out of pocket from the local government. This will be the single largest capital project ever taken on by the SSR, rivalling the earlier construction of the Fulu spaceport.
The plant's unique geography in the Tibetan Plateau will make it the second nuclear generating facility in the world that is not located adjacent to a large body of above-ground water.
Work on the reactor is to begin immediately, with full blessing from all stakeholders involved. The plant is expected to be commissioned in 6 years' time as the Yu-Lan Nuclear Generating Station, named after the regional capital of Lanzhou and the strategic Yumanguan.

Moscow — The Soviet Defense Ministry officially ordered the construction of ten (10) Admiral Gorshkov-class frigates as part of the modernization efforts targeting all branches of the Soviet Armed Forces. The investment will help the country improve its naval capabilities, seeking to replace some obsolete vessels from its active inventory. The order was split among several shipyards throughout the country: Five of such vessels were ordered at the Severnaya Verf (Leningrad, Russia), two at the 61 Communards/Mykolayiv Shipyard (Mykolayiv, Ukraine), two at the Yantar Shipyard (Kaliningrad, Russia) and one at the Riga Shipyard (Riga, Latvia). Each vessel is estimated to cost USD$250 million meaning the total order cost is USD$2.5 billion. The entire order is expected to be completed in 3 years (156 RL days). Humanitarian and forward base set up at 'Dump' township
As 'Brillante' dig into the villages and jungle conservation reserves a steady stream of civilians is moving east towards the more populated coastal regions. The township of 'Dump' sits on the main road junction of the N/S road and roads east to San Benito and other settlements.
Tents, generators (both diesel and solar) and sanitary facilities are being established with the aid of Collective security entente allies and the area is being secured. Small groups of special forces are pushing up San Benito road to provide patrols and check points. Of most concern are the presence of Improvised Explosive Devices.
