Because uploading them to the hive mind would require mapping it, and it would be the equivalent of your machine only knowing English while they are trying to navigate Kinshasa, and it might kill them.

Colonial administration be reorganized, following the completion of HJ Resolution of 7149, Section 3.

Yisbyty Ifan be relieved of the Sol Department.
(Section 2) The Sol Department is pushed into the new Colony of 
Venveeian Sol.
(Section 3) The department of 
Venveeian Alcyoneus be granted a Colonial Department.
(Section 4) The Colonies of Alcyoneus and Sol shall send their own Representatives to join the Venveeian Cabinet."

5 days of nothing…
When did ATA become this inactive and lose many of its nations? There were like 10 or more nations active here a few years ago and rp close to daily.
A few years ago, many were probably in school, many were in different places and times of their life. But, time marches on.
And people get older and real life will eventually take up the majority of their free time.
Such is life.
The Empire
The Empress was quietly skimming through the various reports, each one from varying corners of the Empire. Broken down into regions and sectors. All condensed down onto her personal computer to scour over and either digitally sign them or craft replies for their proper minister and or officials. Paper copies of every report and created and sealed away in one of the numerous vaults of the Imperial government. As old traditions still are not easy to squash.
While she has complete control over every decision within Imperial lands, it still wouldn't be efficient for her to make every decision herself. And really, she didn't need to go over any of the reports, but it has been practiced by almost every Imperial since the Empire's founding. Might as well keep with the status quo for something and it helps her to keep an eye out for any errors within regions.
There she was at her desk, reading away. A cup of coffee resting in her hand.
