The Congress will convene at the Kremlin State Palace of Congresses, at the Moscow Kremlin, into City of Moscow, RSFSR.
The agenda of the 35th Congress:

*Special Address from guest speaker Comrade Xi Jinping, the General Secretary of the Central Committee of the Chinese Communist Party and President of the People's Republic of China
1.) The Political Report of the CPSU Central Committee of the 34th Congress.
2.) On the revised Program of the CPSU.
3.) On the revised rules of the CPSU.
4.) Report of the CPSU Central Auditing Commission of the 34th Congress.
5.) Report of the Committee for State Security of the Soviet Union (KGB).
6.) Report of the State Committee for Management of State Property of the USSR.
7.) Guidelines for the Economic and Social Development of the USSR for 2026-2030 and for the Period Ending in 2050.
8.) Elections of the party organs:
- Central Committee of the 35th Congress.
- Secretariat of the Central Committee of the 35th Congress.

On 7 November 2026, the delegates of the 35th Congress of the Communist Party of the Soviet Union will participate in the annual Parade in Honour of the Day of the Great October Socialist Revolution on Red Square, by marching immediately following the massed bands, and immediately prior to the civil parade and workers' demonstration in Red Square. Delegates will march in columns, representing each of their respective Soviet Socialist Republic. A flag bearer from the Colour Gurards of the Moscow Higher Combined Arms Command School "Supreme Soviet of the RSFSR" (MVOKU) will march a few paces in front of each column of CPSU delegates, bearing the flag of each column's respective Soviet Republic.
