The K-12 Act states that “Children, no matter what age, race, religion, or financial state, must have an exceptional education before entering college. All schools shall be affordable for all. If a child’s guardians can not afford an annual school bill, they will be given financial aid so that their children may go through school. Uniform prices shall be reduced by 60%. Educators shall now be required to have a masters in education. End of year exams will be mandatory to pass the students current grade.”

House of Deputies discusses Local Government (Five Ports) Bill

With the annexation of the City of Five Ports by NewLeinster from Mughals Royal, the responsibility now falls on NewLeinster to reorganize the newly annexed territory, introduce democratic elections and start the regeneration process.

A bill to do just that was tabled on Tuesday by the Majority Leader, Internal Affairs Minister Jonathan Carlow, and co-sponsored by the Republican party, the Centre Party, and Christian Democrats. The current Stage 1 proposal would see the new territory become a Unitary Authority, a County, of NewLeinster and would incorporate the whole peninsula. The County of Five Ports, or Pent Port Sír in Leinsterian, would have the same authorities as unitary authorities on mainland NewLeinster, with the ability to regulate council tax, power over local leisure and recreational services, libraries, local transport and infrastructure, with some additions that currently only the Kenen County Council has, colloquially called "Devolution Lite". Devolution Lite will also give Pent Port powers over fire and emergency planing, waste collection, disposal and environmental planning, local referenda and the higher loan bracket.

The current debate in Stage 1 seems positive and looks to pass the 1st vote on Saturday, with the Government expected to also recieve the support of the Greens, Kenen nationalists and the Left caucus of the Leinster Democrats.

With the newly annexed lands of the Xeno Province have seen a large degree of government investment and rebuilding. With the low pre-war population compared to the size, many have flocked to the area for a more pastoral life style with many new settlements have sprung up. Many of the refugees from the conflict have been set up in newly constructed homes by the government with tax breaks and hand outs to help them recover from the conflict. Many are happy to be a back to a sense of normalcy after the "green men" invasion from their former ally that occurred during the world conflict. One of the most prominent new settlement of New Canton, which is mostly made up of former military personnel who retired after the conflict and are looking forward starting a new life in a new land that many of their brothers and sisters had died to liberate.

This morning's government session ended with the Government unanimously voting to start the candidacy and campaign process for the up and coming elections to the ITO parliament, NewLeinster being the first member state to officially start the election process for their 10 representatives.

With the passage of the Elections (Isperhea Treaty Organization) Act 2019, the official process was set out for electing the 10 representatives granted to NewLeinster where NewLeinster will be on national constituency where the 10 representatives shall be elected using an open-list proportional D'Hondt system with the list threshold set at 5%. Each list, which can be made of one party, a coalition or parties or independents, has so gain 40,000 signatures to be qualified to submit their list to the Electoral Commission of NewLeinster which shall check the validity of the 50,000 signatures.The candidacy deadline is until next Sunday, May 19th at midnight, with the campaign starting the week after. The election would then take place on Sunday, May 26th from 7 AM to 7 PM.

Not a lot can be said specifically when it comes to candidacies right now as the election has just been announced. But as it is currently understood from the statement made by President McKelly, the Republicans will go into the election alone giving the question on the future of the Christian Democrats and the Center Party which have seen their support collapse since entering the coalition with the Republicans. Speculations are also being made about a possible broadleft coalition of the Federalists, Greens and Kenen nationalists but this of course depends on if the Federalists are ready to concede that their support has been in free fall since the 2016 General Election and that they're finally ready to work with the Greens who have seen their support doubled. It is also assumed that the Leinster Democrats will be going alone, as is their tradition of presenting themselves as the third option, with some saying that the party is considering going with local, but successful, left wing parties like the Piomara Initiative and Tionscolog Forward!.

The house majority leader has expressed happiness for the passage of the bill in Stage 1 and hopes for a constructive debate and constructive amendments in Stage 2 which has been set for Wednesday, May 15th.

This morning the Kenen County Council ended their session in a different way than before. While people would think local politics are boring and most don't show up to vote for their local representatives, Kenen County Council saw not one, but two brawls erupt over the proposal by the Chief Councilor Aurelia Risch to enact a clause in the Local Government (Kenen Island) Act 2016 which grants the Kenen County Council the power to hold county-wide referenda for - devolution.

Councilors were notified of an emergency session to take place on Sunday, today, during which a single Order would be discussed entitled "Devolution Referendum (Kenen) Order 2019". The Kenen-nationalist and left-wing republican party Partei Cianaun has drafted their proposal for a 17 point devolution plan for the island which would see areas such as policing, prisons, certain taxes such as the landfill tax, land tax and corporation tax, control over national resources on the island, patroling of territorial waters, aspects of social security being devolved to the Council, which would in turn be renamed the Kenen Assembly.

While Kenen County Council is undoubtedly left-wing dominated, as is the whole County, with 16 left-wing councilors, 2 independents and 1 Christian Democrat, this didn't stop any fierce debate from taking place between the Kenen Party and Independent support majority and the sole Christian Democrat backed up by a couple of unionist Green councilors who claimed the referendum and devolution proposal to be almost a unilateral declaration of independence since no consultation on such a serious proposal was held with the national government. Partei Cianaun replied saying the referendum is simply consultative and the council itself has no power to enforce the 17 point program unless unilateral independence were actually declared - which is not something that is actually happening.

In the end the order was voted for with 13 votes in favor, 3 votes against, and 3 abstaintations. According to the order the referendum is to happen on Tuesday, May 21st 2019. The Government is yet to give out a statement on the validity of the referendum.

In many cities around Norlas, the catholic minority is growing and now want places to worship. Currently, the only churches that have a large presence in Norlas is the Norlan Church (Norlekug). It also means that there are very few catholic ministers in Norlas which means that the catholic church inside of Norlas is very disorganised. A citizen of Norlas, Mak Luga, told us this today, "We catholics in Norla are underrepresented even though we are a growing part of the population. While over 20% of the population is Catholic, under 5% of the churches in the country are aligned with Urba Christi, where Pope Benedict resides." The government has responded to the issue stating, "We will find ways to improve the worshipping spaces of Catholics"

On today's short session the Government has voted unanimously, with 1 abstention, to sign off on the Kenen devolution referendum as just that - consultative. In the statement made by a Home Ministry spokeswoman the Government did put their signature on the local referendum but will not accept the referendum as a legitimate way to pass the Kenen nationalists' 17 point devolution plan. No proposal on devolution has been proposed to the House of Deputies, no proposal has been approved, and no causal referendum was therefore approved through the Leinsterian parliament which makes the final decision on any devolution of powers to local governments due to local government being a reserved matter.

A joint press statement was later issued by Federalists, the Greens and Kenen nationalists stating that they will respect the result of the referendum as a valid 'mood' on the island and will act accordingly to propose 'real devolution' for Kenen. They announced that they would be starting a joint Yes campaing called "Ie, Cianaun kann / Yau, Kenen kanten" or "Yes, Kenen can" in English and invite the people of Kenen to go out and vote on May 21st and express their opinion on the matter.

At about the same time the Leinster Democrats put up a notice to their members and supporters on their website that they will boycott the referendum and instruct their supporters to do the same, citing the referendum as "illegal, undemocratic and illegitimate" in a very short notice. It seems an interesting week is ahead of us.

NewLeinster currently recognizes 3 national minorities which are the Kenen people, the Dautsch and the Tschon in Tionscolog. Last time this list was updated was in the 80s and since then, while the Kenen have pretty much stayed the same and the Dautsch are starting to revive their culture just now, the Tschon have gone nearly extinct and can really only classify as a regional minority in the Tionscolog counties. On the other hand, the far more numerous Anglovanians and Soraulians in Piomara and Soraul receive only weak regional recognition, the same with the Tatars in Tatar County. Change was supposed to happen with the introduction of the Rights of Minorities (Amendment) Bill 2017 introduced by the Official Opposition of the Federalists and support by other opposition parties only passed Stage 1 and hasn't been seen in the schedule since then. Multiple readings were scheduled but were postponed due to election or an emergency bill.

The Governors and First Councilor called out the Republicans for their filibustering and failure to act on their 2018 local election promise to fight for minority rights in the east of the country. Some went even further to call it populist political games that the Republicans play to keep both their right wing and nationalist base in the south and their voters in the north and east satisfied. Ending this topic of their meeting, the governors jointly called on the Leinsterian Governmet to act on their promises and pass the Rights of Minorities amendment bill and increase funds that national minority organizations can request for the promotion of their language and culture, to bring the point home the governors have not excluded the possibility of a national protest and even a referendum.

This is NF news.
Today the government was discussing whether Marijuana should be allowed for recreational use. This has been a rising debate since the republic was established and will allow the people of Norlas to see how liberal the decisions of the 1st Parliament will be. It is expected that the bill that will legalise this substance, the 2018 Recreational Drug Use Act, will pass its first reading due to the Sosoldemokrag, a left-leaning party being in power, however, the Grene Aliane who it is in coalition with may not vote for the bill as Marijuana could have a large impact on the environment. This will be one of the first decisions that parliament makes other than the constitution. One of the amendments floating around is to add a section which would create a limit on how much marijuana could be held by a single person, however, there would be difficulties to actually enforce this. Another idea is a referendum to see what the people want in terms of drug legalisation.

Local government district wants to be split

North Olba(Nodolb) is an LGD which governs the north of Norlas, however, due to the sparse population in the north, a very large LGD was formed, especially when compared to those that are near the south. This makes operating meetings a lot harder as the councillors who live spread out across the district. Splitting the district would allow the populations local needs to be served better. We will have more on this story tomorrow.

We have returned to continue this story. As stated before, North Olbee(Nodolb) is the largest LGD currently present in Norlas, however, due to issues involving transport and lack of locality, the Region has been a petition for a split which may allow for the resources in the area to be more effectively used and would make councillors jobs easier. The Norlan Parliament today has agreed to allow for a referendum there which will may the question, "Do you want the North Olbee LGD to be split." Although a referendum has been granted, many aren't happy due to the lack of clarity in the question as it doesn't state how many LGDs North Olbee would be split into and where the borders will be. The main supporters of the vote NorthOlbee(NolOlb) are conservatives, however, the winning campaign in the polls, GreaterApart(GoosteDel), are supported by the North Olbee council and many residents of the area. We spoke to a local councillor, Johag Willsol, who said this to us, "I believe that splitting North Olbee would be beneficial as it would allow the residents in areas further away from the town hall to be represented better in local government. It would mean less travelling for those who live on the outskirts of the region." The referendum is planned to take place on the 20th May so between now and then things might change including the question.
