It has come to my knowledge that Progcadia wishes to construct embassies with United Alliances. 
Zocra, Founder of United Alliances has rejected your request because your region is founderless. United Alliances tries not to form ties with regions that are without a founder because, without a founder, that region is very vulnerable to raids and attacks. However, there is a cure. United Alliances does wish to seek political ties with the likes of the citizens here in Progcadia. But a new home is advised. Yes, the founder of United Alliances advises that the region of Progcadia disband and form a new region. When your new region reaches at least 5 nations, United Alliances will extend an invitation for the construction of embassies.
