Underneath the civil rights, economy, and political freedoms indicators, there should be a row of buttons including what looks to be a monument, a trophy, a person, etc. These tell you other things about your nation that you don't have to follow but are sometimes neat to look at. However, there should also be a button that looks like a newspaper or something-- click on that and it'll show you that you currently have no factbooks, and will prompt you to publish one.
