I think that in many cases, there is a segment of voters whose level of reason amounts to, "Repeal Protected Working Leave?" and think something like: "But it's good to protect workers' ability to have paid leave for things!" or "I support workers' rights!" or "This is repealing something that sounds like a good thing by the title, so the repeal is therefore bad!" The percentage of voters motivated in this way ebb and flow with each vote, but for some things, I think this kind of simplistic "reasoning" is what governs a lot of voting decisions for people.
