That was the official reason given, he was really in a holding cell in Nouvelle Bruges where the committee was still deciding what to do with him. In exchange for reduced powers he has been given reinstated into his former positions. They needed him because he had built up a very strong cult of personality around himself and also because he had his own personal militia which was loyal to him first and foremost.
