Just to reassure you all, there is no risk of Lazarus being raided. We do not spy on regions like TBH and Lily because they are not our enemies: they are neither willing nor able to attack us.

The activity you saw will have been a raider refounding a switcher series and moving it to their jump point. Lazarus is one of only three regions into which nations routinely refound and these switcher series can often be hundreds of nations in size, so it's pretty routine for us to see lots of puppets moving to regions like Devide by Zero. There is no cause for alarm.
