Technically, it's a mix of 1 and 2. We call other nations "puppets" and there's plenty of reference to them in the constitution. However, for a simple explanation, only one of your nations can obtain citizenship within the RWA, all the rest will be classified as visitors, they are allowed to reside in the region, but do not share the benifits of being a citizen, AKA the vote, etc. If you are found to have two nations with citizenship, you risk being banned from the region on all your accounts. 1 and 2?

TL:DR you're allowed as many nations as you want, but only one can vote.
