To catch up with recent mess - a group of nations under the name "Lily", raided this and other region pages - and posted greetings to regions - with most of the text and region flag replaced with "Lily" data, links ... Unlike other raiders, said person did not eject and lock the region. Tracked said nation down, and don't have a lot of time and tossed out two WA nations that came in recently, as that usually was the MO of raiders as a group. Be friendly to my nation as WA selection.
That said I did not know how nation Lily could gain access to be on the Federation nations with rights on the board without the approval of the founder or WA nation? Some secret flaw I did not think? Thus, the obvious, short sighted action was to throw out the other two WA nations.
Both were contacted later, and rightly mad at my action. I had limited time to do anything to remove the vandals actions and restore Star Trek region - could not give myself any additional powers though I could have added some to the other active nations here.
Those who did not see the mess, I find one of my puppet nations is in a Star Trek region that seems left to rot.

You could just just give the founders password to the more active person, no need to refound the whole region.
IF doing such, only if you do not want to have the nation back, or you must trust that the name and password are given to a reliable person. There are players who seek to gain trust for just the chance to raid as playing friendly. Saw that happen in the multi-region Commonwealth that my nation was in for many years. (though part of that issue was too many people had the password and admin rights).
IF you leave at a given time and return you are able to return as founder. Only if raiders mess up a region by kicking everyone out the region becomes dead at a certain point.
You could try a similar system to hell and it's been working quite well for them

Just got done watching the first two episodes of Star Trek Discovery yesterday and day before -- realize that is a mistake and proposed an embassy with The Klingon Empire... My nation got too off track in collecting space themed nation cards...........
Time has been warped, sir.
Saw episode three of Star Trek Discovery, and now understand how it is only this point that understanding of what the story concept is for this version. Never been a Star Trek like this, even in the comments out in the open in conversations of episode three. It would be an extremely challenged show to get ratings on any network television like NBC, syndication-Next Generation and Deep Space 9, UPN-Voyager and Enterprise - of prior versions.
