The hard-nosed, hard-working population of 5.503 billion Themairians have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

The relatively small government juggles the competing demands of Law & Order, Public Transport, and Defense. Citizens pay a flat income tax of 16.0%.

The strong Themairian economy, worth 314 trillion francs a year, is led by the Woodchip Exports industry, with major contributions from Arms Manufacturing, Book Publishing, and Tourism. State-owned companies are common. Average income is 57,146 francs, but there is a large disparity between incomes, with the richest 10% of citizens earning 248,790 per year while the poor average 8,308, a ratio of 29.9 to 1.

Many feel that the government's ban on cars to combat reckless driving was "a tad excessive", politicians and casino owners who so much as wander into the same room are arrested on the spot, grazing lands are filled with cattle wearing odd-looking anti-pollution devices, and pet owners must make a payment if their charges leave a deposit. Crime is a problem. Themair's national animal is the cobra.
