The United States of BLACK HAT is a titanic, socially progressive nation, renowned for its absence of drug laws, complete absence of social welfare, and spontaneously combusting cars. The hard-nosed, hard-working, cynical population of 17.095 billion Black Hatters are rabid consumers, partly through choice and partly because the government tells them to and dissenters tend to vanish from their homes at night.

The minute, pro-business government, or what there is of one, prioritizes Administration, with Defense, Industry, and Education also on the agenda, while Spirituality and International Aid are ignored. Citizens pay a flat income tax of 4.8%.

The powerhouse BLACK HATian economy, worth a remarkable 1,326 trillion jeffmosses a year, is driven almost entirely by the private sector, which is broadly diversified and led by the Retail industry, with major contributions from Arms Manufacturing, Furniture Restoration, and Gambling. Average income is 77,579 jeffmosses, but there is a large disparity between incomes, with the richest 10% of citizens earning 359,484 per year while the poor average 10,083, a ratio of 35.7 to 1.

Agriculture is heavily subsidized by the government, political parties are banned from advertising and receiving private donations, BLACK HAT's Medieval Faire is renowned as one of the best in the region, and the tax agency is feared more than serial killers and terrorists. Crime is a serious problem, probably because of the absence of a police force. BLACK HAT's national animal is the Penguin, which teeters on the brink of extinction due to heavy metals seepage into national waterways.

BLACK HAT is ranked 314,108th in the world and 13th in Sumerian Coalition for Most Eco-Friendly Governments, scoring -5.48 on the Dolphin Recycling Awareness Index.
