Recommendation

OWL recommends voting $FOR$ the at-vote resolution, “No Punishment Without Prior Law”. The Delegate has been asked to cast their vote accordingly.

Please find below the Office's Analysis for an examination of the resolution and the reasons for the final recommendation.


The Office's Analysis

The proposal currently at vote in the GA is "No Punishment without Prior Law". This resolution targets the issue of individuals being prosecuted under laws that are unclear or nonexistent. It acknowledges the issue of inappropriate prosecutions and aims to fix it via setting standards of law and enforcing that sources of law are available to the citizenry, as well as requiring that fitting criminal punishment only be applied in situations where an individual has broken a law existing at the time of infringement.
OWL has evaluated that this resolution is a net benefit to all sapient beings and such recommends that all members of the South Pacific vote FOR this resolution.
