I just reread some of my old factbooks and wow, I'm actually mildly impressed with my past self. I was expecting to cringe, and I did, but I wasn't expecting how well the writing forced the reader to not skip, I actually liked the unintentioned speediness of it and I'm looking to replicate that in some kind of special Weryalachiressaraxiatopian writing style specifically meant for my factbooks. All that I need, for the most part I think, is to be a bit more descriptive and detailed. Now, though, when am I actually going to commit?

July 2022 Local Council Election

I come before you to announce that it is once again time to elect the Local Council. The Local Council is the home government of the gameside community and is the institution in charge of representing the interests of gameside players, moderating the Regional Message Board, encouraging activity, and legislating on issues relevant to the community.

Elections for the Local Council are administered by an Election Commissioner. The election, as laid out in Articles 3 and 4 of the Local Council Elections Act, is as follows:

  • Candidates must be accept a prior nomination from a fellow member of the region and submit a conflict of interest disclosure to the Election Commissioner.

  • If 12 or more candidates have accepted a nomination, then the Commissioner will order all candidates in descending order of Residency, and only the 11 candidates with the highest Residency value may proceed to the first round of voting.

  • A first round of voting will be held with all 11 candidates and an option to re-open nominations, with the highest voted candidate obtaining the first seat in the Local Council.

  • A second round of voting will be held with the remaining 10 candidates and an option to re-open nominations, with the two highest voted candidates obtaining the second and third seats in the Local Council.

  • In the event of a tie, all tied candidates will be elected. If three or more candidates are elected in the first round of voting due to a tie, the second round of voting will no longer be held.

The remainder of this dispatch will contain relevant information for candidates and voters alike, so that this election process may proceed as smoothly as possible. Good luck and thank you for participating in our democratic process!

SCHEDULE

The election shall proceed according to the following schedule. If any changes are made, they shall be reflected below.

  • Nominations begin on 01 July 2022 16:00 (UTC) and end on 04 July 2022 16:00 (UTC) Link(countdown).

  • Campaigning begins on 04 July 2022 16:00 (UTC) and ends on 07 July 2022 16:00 (UTC) Link(countdown).

  • Voting for the first round begins on 07 July 2022 19:00 (UTC) and ends on 10 July 2022 19:00 (UTC) Link(countdown).

  • Voting for the second round begins on 11 July 2022 14:30 (UTC) and ends on 14 July 2022 14:30 (UTC) Link(countdown).

Please consider time zone differences when reviewing the deadline for each stage in the election. It is your responsibility to ensure that you comply with all legal requirements within the mandated time frames Link(time zone conversion).

HOW TO

RUN FOR OFFICE

Candidates must comply with the following requirements within the nominations period (see schedule above) to be considered for election.

  • Be a member of the South Pacific with a Residency of at least 120 at the start of the nominations period.

  • Receive a nomination from a fellow member of the region and accept it by following the steps below. Nominations should never tag the Commissioner.

    • Quote the nomination on the Regional Message Board (RMB).

    • Clearly and unambiguously express an intent to accept the nomination.

    • Tag the Commissioner so they will be alerted of the acceptance.

  • Submit a dispatch containing a conflict of interest disclosure and tag the Commissioner so they will be alerted of the submission. The disclosure must list all nations under the candidate’s control or access and all current positions and affiliations within NationStates. Submission of false or incomplete information in a conflict of interest disclosure may be grounds for disqualification at any time up to the certification of results.

Once a candidate meets all the above requirements they will be considered for the ballot and may campaign as they see fit, subject to all applicable laws and standards of conduct.

VOTE

The election consists of two rounds of voting held via regional poll and open to all Native World Assembly Residents.

There are two ways of casting a vote. In both cases, the act of voting involves selecting the candidate whom the voter prefers or, instead, selecting the option to re-open nominations.

  • A public vote may be cast via the regional poll that is set up by the Commissioner. The poll will automatically restrict voting only to eligible nations.

  • An absentee vote may be cast via a post on the RMB that tags the Commissioner. An absentee vote may only be cast by nations who will be on deployment with Special Forces at the conclusion of the vote, as certified in advance by the Minister of Defence.

  • The candidate signaled as such in the list above has obtained the highest numbers of votes after all votes have been counted, and consequently has been duly elected by the voters of the South Pacific to the Local Council to serve for a full regular term starting on this day 14 July 2022.

  • The option to re-open nominations has obtained the second highest number of votes after all votes were been counted, and consequently the election shall revert to the nominations period for those seats that remain vacant pursuant to the following point in this certification.
