Look up things Dr. Bright is not allowed to do and it'll tell you the joke xD I can't go into further detail as its not suitable for NS to fully explain the joke but Dr. Bright is not a wholesome person :P

Since I won't be able to do this for long, I'd just like to apologize to everyone over here for the behavior of several of our citizens during this whole ordeal, which should have been simple. Some of them have acted very poorly (more than you'll know, actually) and as a result, something as trivial as opening embassies between our regions seems impossible. Don't take it personally. Some of them just can't move past the old grudges and mistakes of the past. :(
