Reintroduced superarmies is a tad misleading.

You can stack units up to a certain amount.

Imperial Military Complex, Roma Provincae Peculiari, Imperial Rome

The Imperial Military Complex in Rome stood as one of the great feats of engineering perpetrated by the cities architects. Shoulder to shoulder with the Imperial Palace and Imperial Senate Building, the IMC was the smallest among its governing brothers. In stark contrast with the lavish towers of the Palace, the Complex had a utilitarian and unassuming design. It was relatively short, just a handful of stories above ground. But this deceived its true nature. For nearly a kilometer under ground, the IMC expanded under the capital city, into dozens of offices and centers. At its heart sat the High Council Sub-Complex, the most heavily protected part of the IMC.

Today, security was double what it would be normally. The normal semi-ceremonial uniform of the elite Rome Garrison, charged with protecting the government highest officials, had been traded out for a standard combat uniform. The standard full-length rifles were absent as carbines and sub machine guns took their place. All this betrayed the importance of the days meetings. For today was the meeting of the High Council.

Different portions of the High Council Met often through out the year, but only rarely did it confer in its entirety. Branch Commanders, flanked by their retinue of regional subordinates formed the core of the meeting. With them attended a cadre of project leaders, special unit commanders and civilian business representatives. At the end of the massive table they all sat around, in chair noticeably larger then the rest, sat the Grand Legate, Supremo of the Imperial Military. The High Council was the embodiment of the military-industrial complex if ever there was one.

The meeting had been called to address a problem The Legion grappled with almost eternally: military spending. More accurately, how best to get Senate to increase military spending. The Air Corp petitioned ever more money for its ambitious and exorbitantly expensive development projects. The Marine Corp always demanded resources to expand its colonial operations. The Army, most prominent among the branches, just wanted to become bigger then the behemoth it already was. The Navy, ever mortified by their own irrelevance simply sought to grow to something more then a glorified Mediterranean coast guard. And when they all wanted more money who did they turn to? The Grand Legate. And when he need more money, he turned to Senate. And unfortunately, recently the cries for funding increases grew ever louder in the ears of Grand Legate Polonatus.

Immediately adjacent to Polonatus, sat the Branch Commanders. Legate Lepidus, the ever wrathful commander of the Army sat directly to his right. To Lepidus’ right was Navarch Plautius, the shrewd and aging leader of the Navy. Sat to the left of Polonatus was Legate Catullus, the young and frankly meat-headed Marine Corp Supremo. The man possessed considerable ability as a field commander, but his abilities were much better suited to a Corp Command rather then the much more bureaucratic role he now occupied. But unfortunately the man was the son of a significant defense contractor, so nepotism prevailed in the normally meritocratic organization. To Catullus’ left, sat High Icarian Laenas, current executive of the Air Corp. Laenas wasn’t a particularly bad commander, in fact he was quite a talented administrator. But he simply paled when stacked against his successor, Vaballathus. The man has been an superb administrator, excellent tactician and a clever strategist. The Syrian’s only real flaws had been a near sociopathic fixation with his own pride and glory. Polonatus still missed having that man on his staff.

Past the Branch Commanders, 16 regional commanders sat past them each with prepared reports. Further down the table, an assortment of about a dozen men sat, mainly representatives from Roman defense contractors. As the meeting got underway, Polonatus jotted down a litany of notes as each commander briefed him. 20 different briefings, and more still from civilians that he had to pretend to pay attention to. Polonatus sighed, and took a long swig of his coffee. It would be a long day.

The Army briefing was as boring as it was repetitive. The Army needed not for anything. It was a well oiled, well supplied machine, and a veritable behemoth. Lepidus of course, always advocated to make it larger. He wanted to add 5 new Landships,
of the newer, heavier Type 00. In addition, he wanted to increase the capacity of the Army Air Force, much to the chagrin of Laenas. Lepidus, as popular a commander as he was, was beginning to lose the patience of Senate, asking for funding increases as often as he did. Polonatus told him he could likely attain funding for the Landships, but Senate was unlikely to humor a request for an Air Force personnel increase. Many still questioned its necessity when the Air Corp could serve a seemingly identical role. Politicians simply couldn’t be taught the necessity of branch self reliance.

The Marine Corp briefing was one Polonatus was actually quite sympathetic too. For reasons unbeknownst to himself, Senate always fell short of understanding the immense material requirements of defending The Emperor’s colonies across the world. Still though, Catallus persisted in seeking funding for the without doubt necessary bolstering of Imperial Marine detachments overseas.

The Navy briefing was... less then enthralling. Navarch Plautius, for all his intellect, was blinded by his partiality to large capital ships. Despite the Navy operating almost entirely as a Mediterranean coast guard and merchant protection fleet, Plautius had delusions of turning the Navy into a sort of globe-faring big stick to assert Roman will abroad. His bias to the sea, and a surprising devotion to the Cult of Neptune, blinded him to the fact that the Air Corps served the role much better. And similar to Catallus, he insisted on ballooning the Navy Air Force. Polonatus could hardly support his goals.

The Air Corp, as usual, was his favorite briefing to listen to. He was an Army man through and through, but Polonatus couldn’t deny he found the hulking birds of prey that composed the Air Corp to be endlessly interesting, especially their ever expanding special development projects. Their most recent petition was the construction of a sister ship to the Air Corp flagship, Crown of Thorns. The Crown was just shy of two kilometers, and the heaviest ship in the world to date. It’s 16 17.5 inch guns we’re almost secondary to The Crowns most notable armament, it’s barbed ram. In essence a giant sharpened slab of steel, it’s ram was adorned with over a dozen several-meter barbs that could shred the frame of any ship it finds itself impaled in. As well as this, Laenas sought to add several more Light Cruisers and most notably, revive the Battlecarrier program which had been abandoned over a year ago over costs. Polonatus was sure finding might be secured for everything save the Battlecarrier program, who’s costs had always aggravated Senate.

With the main military briefings over, Polonatus had to admit his patience for the Meeting rapidly evaporated. He begrudgingly paid attention to another few hours of Civilim business reports, but by the days end he was truly tired. Thankfully though, the meeting finally adjourned and Polonatus could depart the Complex and retire to his residence in the Patrician District of Rome. It had been an obscenely long day, and the Grand Legate was happy to retire to his geishas.
