To all Orange-Bourgognians, Greeting!
Since I last setup a new administration for this our joint Realm, many discussions have been held to determine the best route for our nation. In this statement, I will announce some of the policies that were agreed upon and shall be implemented into our system in due course.
First and foremost, we need to have a strong economy. The way to do that is to make sure thatw we have enough growth to sustain ourselves. This is why I have approved a proposal put to me by Willem, graaf van Nassau, the Thesaurier-Generaal (Chancellor of the Exchequer). His team is eager to look at our tax system to see if there are necessary updates available. He will also focus on securing investment within our borders. We are particularly eager to trade with other parts of the European continent, as well as former and new allies further away.
That is why Stefanus, Bishop of Sticht, Kanselier (Foreign Secretary), will host and attend meetings with other polities. That way, we can make our positions known in the global arena. We have also decided to consider an observership-role to various international organisations, such as the United Assembly of Nations. We will also consider full membership of such communities in due course, if that option will be made available to us.
We will also have to be able to secure and protect our interests, peoples, and goods. Both at home and overseas. That is why this administration will invest in our forces. We will modernise the police force and create a new digital unit with special permisisons to counter organised crime online, such as the trafficing of illegal substances. We will also invest in our armed forces. Additionally, we will co-operate with allies where possible. Charles, Duke of Burgundy, Kapitein-Generaal (Defence Secretary), will make sure that we are capable of defending ourselves and those who are dear to us.
Lastly, it will be my personal goal to bring our nation closer together. To that end, I will initiate projects that bond people across the country. One key area of policy where this is absolutely critical, is the environment. If we do not stop climate change, a fourth of our nation may be drowned in the sea in the future. That is why it remains absolutely essential to practise solidarity with one another. I have an absolute faith that we will succeed with all this, and that we can prosper once more during challenging times.

The Canadian Government agrees with the recent statement by our ally The-kalmar-union and agree with their intelligence memo that the recent events in Azerbaijan was not domestic, but the USSR government helped perpetuated it. The recent Soviet troop buildup on the Azerbaijan border also confirms this as our satellites have shown along with many other nations satellites.
Due to recent security concerns in Cccp-, the Canadian government will be closing it’s embassy in Cccp- and will also be expelling the Soviet embassy and it’s staff. The Soviet Government has within 48 hours to leave their embassy.
GSA Press Release
The GSA has officially signed and promulgated its New Alliance Treaty, superseding the original Tokyo Treaty which founded the Asian Union almost 13 years ago.
The Treaty is one of its kind. It contains provisions for social improvement, economic integration, collective defence, and furthermore instills certain rights such as the freedom of capital and establishment across all signatories.
The Member States undertake to refrain from the threat or use of force where relations with fellow Member States are concerned, and pledge to resolve any international disputes through peaceful and diplomatic means.
The Member States shall punish any person who organises, plans, commits, or participates in any of the following acts in accordance to law:
-
(1) overthrowing or undermining the basic constitutional system of a fellow Member State;
(2) overthrowing a body of power of a fellow Member State;
(3) seriously interfering in, disrupting, or undermining the performance of duties and functions in accordance with the law by a body of power of a fellow Member State;
(4) attacking or damaging the premises and facilities used by a body of power of a fellow Member State in a manner which renders it incapable of performing its normal duties and functions;
(5) stealing, spying, or unlawfully providing state secrets or intelligence for a foreign country; or
(6) separating any part of a fellow Member State from itself.The Member States shall consult together on all important international questions involving their common interests, or whenever any one of the Member States considers that a threat of armed or economic attack on one or more of the Member States is imminent or will be imminent.
The Member States agree that an armed attack against one or more of them shall be considered an attack against them all, and will take all appropriate steps necessary to defend the attacked Member State.
The Member States agree to uphold their obligations under the Closer Economic Relations framework, as set out in Section 3.
The Member States agree to respect and recognize GSA institutions, as set out in Section 2.
The Member States shall not organise, plan, commit, participate, or condone any of the following acts against fellow Member States, and shall punish persons who do within their sovereign territories in accordance to law:
- (1) waging or threatening to wage a war or any armed attack against a fellow Member State;
(2) seriously disrupting formulation, execution, and enforcement of laws within any Member State;
(3) rigging or undermining an election held within any Member State;
(4) imposing sanctions or blockades, or engaging in activities which may be perceived as hostile against a fellow Member State; or
(5) provoking by any means hatred between Member States.The Member States shall not participate in any international agreement or alliance which is governed by substance incompatible with this Treaty.
The Member States affirm that their obligations under international law at present are fully compatible with their participation in the GSA and with the provisions of this Treaty.The Member States shall be guided by the principles of mutual benefit, friendship, collaboration, and mutual respect for sovereignty and territorial integrity in all dealings with fellow Member States.

.PART II. InstitutionsIn order to promote good governance and ensure public participation, the GSA's institutions shall conduct their work as openly as possible, subject to information, clearance, and access restrictions for work that is sensitive and related to national security.
The GSA's institutions shall be:
- (1) the Cooperation Council,
(2) the Global Assembly,
(3) the Science and Technology Council,
(4) the Military Committee,
(5) the Global Communications and Information Agency, and
(6) the Global Military Command.Each GSA institution shall act within the limits of the powers and in conformity with its objectives as conferred by this Treaty. The institutions shall mutually collaborate with one another.
The Global Assembly shall exercise legislative functions. It shall pass non-binding resolutions and committee hearings, pass binding directives that bind the GSA, pass the budget, oversee the application of the budget to joint projects and GSA institutions, and oversee all foreign policy initiatives performed by the GSA.
It shall be the only body capable of censuring, admitting, or ejecting Member States from the GSA.Its representatives shall be directly elected every five years by the citizens of the Member States through universal suffrage in accordance with prevailing national law.
The Global Assembly shall pass legislation if it is approved by ≥55% of the total number of Member States, and is approved by Member States representing ≥65% of the total GSA population.
The Cooperation Council shall define the policy directions and priorities of the GSA. It shall consist of appointed representatives from the Member States.
The Cooperation Council shall make decisions on the basis of unanimous consent.
The Science and Technology Council shall research and develop novel or improved technologies for use by the GSA in accordance to the Cooperation Council's policy directions and within the Global Assembly's budget.
The Science and Technology Council shall be granted administration and tenancy of the Northern University Territory (NUT). It shall use the NUT as its main campus of operations.
The Science and Technology Council shall be comprised of universities, research institutes, and public and private laboratories. Participating institutions shall be appointed by Member States, subject to approval by the Cooperation Council. It is accountable to the Cooperation Council.
The Military Committee shall advise the Cooperation Council on the GSA's overall military policy and strategy. The Military Committee shall consist of Member States' defence ministers or their equivalent, and military officials from the Member States.
Member States shall retain a permanent military attache to the GSA. Members of the attache shall represent the Member State in the Military Council where the respective defence minister or their equivalent is absent.
The Global Communications and Information Agency (GCIA) shall facilitate the sharing of intelligence among Member States, including, but not limited to, defence intelligence, signals intelligence, human intelligence, geospatial intelligence, and threat assessments. It is accountable to the Cooperation Council.
The GCIA shall consist of intelligence attaches from each of the Member States.
The Global Military Command shall lead all GSA military operations and GSA military formations, including the Rapid Reaction Force, and promote military interoperability within the GSA. It is accountable to the Military Committee.
The Rapid Reaction Force shall provide Member States with high-readiness military forces.
Member States shall contribute a minimum of 1.8% of their active duty military personnel to the Rapid Reaction Force.
The Rapid Reaction Force should be capable of deploying its rapid deployment forces within 20 hours, and its entire force within 200 hours.

.PART III. Closer Economic RelationsThe objectives of the Member States in relation to Closer Economic Relations are:
- (a) to develop closer economic relations between the Member States through the mutually beneficial expansion of free trade;
(b) to eliminate barriers to trade between Member States in a gradual and progressive manner to minimise disruption; and
(c) to develop trade between Member States.The following goods shall be treated to originate from a Member State:
- (a) unmanufactured raw products from a Member State's territories; and
(b) manufactured products from a Member State's territories, where the final process in its manufacture was performed in the territory of that Member State, and at least half of the product's value-added is created within the territory of that Member State.Goods originating from a Member State that are exported to the territory of another Member State, either directly or indirectly via a third Member State, shall be free of all tariffs, import restrictions and quotas, duties, and taxes.
Tariffs, duties, and taxes shall not be increased on any goods originating in the territory of any Member State.
Tariffs, duties, and taxes on all goods originating in the territory of a Member State shall be reduced to zero on a gradual basis by 5 to 10 percentage points per annum. A Member State may reduce or eliminate tariffs more rapidly in accordance to national law.
Taxes may be applied to goods originating from a Member State that are exported to the territory of another Member State, either directly or indirectly via a third Member State, if:
- (a) they are likewise applied to domestic goods at the same rate;
(b) they are applied with the consent of the Member State exporting the good; or
(c) he latter Member State has a tangible, provable need to protect its own producers or manufacturers of like or directly competitive goods.Suppliers from other Member States shall be afforded equal preference as domestic suppliers in public procurement and government purchasing.
A Member State may levy anti-dumping measures on goods exported from the territory of another Member State if:
-
(a) there exists dumping, and there is an inherent tendency that the dumping will materially injure a domestic industry; and
(b) the Member State from which the dumped goods are exported from is given notice and opportunity to consult on the dumping."Dumping" means the exportation of goods from one country to another at less than their normal value.
"Normal value" means the median value of goods ± 5.5 percent, as assessed from a random selection of 100 domestic suppliers of the good over a period of 100 days.All Member States shall guarantee the freedom of establishment for nationals of other Member States. This shall include the right to pursue business activities as self-employed persons, or to establish branches or subsidiaries, in accordance with the national laws of the Member State in which the self-employed person or established branch or subsidiary resides.

.PART V. Joint ProjectsThe budget of the GSA shall be constituted from the following:
-
(a) contributions from the Member State;
(b) dividends and yields from the Procurement of Outstanding National Instruments and Securities (PONIS) programme;
(c) bonds; and
(d) any other form of funding approved by the Global Assembly.The budget of the GSA shall be promulgated once every two years by the Global Assembly in a plenary session.
The Global Assembly shall keep expenditures within the limits of revenues in drawing up the GSA budget, and strive to avoid deficits and keep the budget commensurate with the growth rate of the Member States' gross domestic product.
Member States shall provide annual contributions to the GSA budget at a minimum rate of 0.3% of their annual gross domestic product.
There shall be a Global Youth Fund (GYF) to financially support youth affairs.
The GYF shall be operated, supervised, and led in accordance to directives from the Global Assembly.
The GYF shall be supervised by a Governor for a term of five years, renewable twice, who is appointed by the Cooperation Council and is accountable to the Global Assembly.Other projects shall be approved by the Global Assembly.
These projects shall be operated, supervised, and led in accordance to directives from the Global Assembly.
These projects shall be supervised by a Project Commissioner for a term of five years, renewable twice, who is appointed by the Cooperation Council and is accountable to the Global Assembly..

.PART VI. Other ProvisionsThe Global Assembly may amend this Treaty if it is approved by ≥75% of the total number of Member States, and is approved by Member States representing ≥75% of the total GSA population.
A Member State is entitled to observe and take part in all institutional proceedings of the GSA.
A Member State shall be admitted by the Global Assembly.
They are entitled to vote on GSA legislation, membership, and policy.
They are entitled to enjoy all rights, benefits, and obligations that this Treaty confers, and are bound to the guiding principles as enumerated in Schedule 1.A Special Partner is entitled to join the GSA as a Member State unilaterally.
A Special Partner shall be admitted by the Global Assembly.
A Special Partner is entitled to observe and take part in all institutional proceedings of the GSA.
They are not entitled to vote on GSA legislation, membership and policy.
They are entitled to enjoy rights, benefits, and obligations conferred in Part I and Part IV, and are bound to the guiding principles as enumerated in Schedule 1.A Strategic Partner is a state that is in partnership with the GSA in a given area of partnership, including, but not limited to, counter-narcotics, counter-terrorism, and environmental protection.
A Strategic Partner shall be admitted by the Global Assembly.
The area of partnership shall be determined by common accord between the Global Assembly and the Strategic Partner.
A Strategic Partner is entitled to observe and take part in institutional proceedings of the GSA within their area of partnership.
They are not entitled to vote on GSA legislation, membership, and policy.
They are not entitled to enjoy all rights and benefits that this Treaty confers, but are bound to the guiding principles as enumerated in Schedule 1.An Observer is a state that observes proceedings of the GSA.
An Observer shall be admitted by the Global Assembly.
An Observer is entitled to observe in all institutional proceedings of the GSA. It may lodge a nonbinding opinion on such proceedings but is not entitled to participate.
They are not entitled to vote on GSA legislation, membership and policy.
They are not entitled to enjoy all rights and benefits that this Treaty confers, but are bound to the guiding principles as enumerated in Schedule 1.

(1) Creation of an strong, sustainable, and survivable intra-GSA economy based on decreasing market barriers, bolstering trade ties, and integration;
(2) Provision of financial, developmental, and military assistance to GSA allies in need;
(3) Collective unity and consensus in foreign policy;
(4) Joint acquisition and stockpiling of strategic materials;
(5) Mutual exchange of foreign non-GSA internet, cyberspace, or technological traffic; communicated documents and/or equipment; and other communications in the event of an emergent conflict which threatens a Member State's sovereignty as decided by a collective consensus:
(6) Establishment of transparent, fair, and competitive practices with regards to inter-GSA investments;
(7) Encouraging technological and intellectual property collaboration between GSA states; and
(8) Advancing the material and cultural prosperity and wellbeing of the GSA and its peoples.

Ministry of Defence - Public Notice concerning a V-22 Osprey accident in Operation Frostbite
The Ministry of Defence confirms that a aviation accident involving a V-22 Osprey has occurred in Operation Frostbite. The accident is still under investigation and all other V-22 Ospreys participating in Operation Frostbite have been grounded while the investigation occurs and to make sure the other V-22 Ospreys are fit to fly and will undergo a inspection. All military personnel on the plane have passed away in the accident and the next of kin of the military personnel have been notified.
Around 12 Royal Marine Commandos of the 3rd Commando Battalion of the 21st Royal Marine Commando Arctic Warfare Regiment, 4 aviation personnel of the 1st Royal Marine Tilt Rotor Squadron of the 1st Royal Marine Tilt Rotor Group of the 1st Royal Marine Aircraft Wing, and 8 The-kalmar-union soldiers have died in the accident.
The fallen marine bodies will be taken to CFB Gotland for a private ceremony and then will be flown home to their family and respective places in their will.

The Royal Army can confirm that 8 Soldiers of the Royal Kalmar Infantry have perished in the V-22 Osprey accident. The accident occurred outside of Vagge, Norway.
The next of kin have been notified, and all V-22 operations are suspended.
The larger operation is still ongoing for the next week and a half. At the end of the operation all units will be welcomed to participate in a memorial service in their respective company locations.
The 8 Royal Soldiers will be flown to Stockholm for a memorial service, and flown back after to their respective towns and villages for burial and additional private memorial services. The Monarch’s of The Kalmar Union will be attending the memorial service for the Kalmar Soldiers in Stockholm.

In support of our continued efforts for freedom of navigation, two more flights of 4 F-35A jets from Gotland will be entering the international air space over the respective EEZ of Latvia, Lithuania and Kaliningrad.
These flights are not armed, and have no ill will.
Two flights over the next week will occur, with support from Ground and Air control in their flight zones, taking them through the EEZ. National Air Space will be respected, and all flights will be confused with due regard, safety, and in respect of international law.
Office of the Prime Minister - State Visit
Prime Minister Jack Kelly has announced that he will be going on a state visit to The-kalmar-union and Romanovskaya.
The Prime Minister will be landing in Stockholm to attend the memorial service for the fallen Kalmar soldiers and will be meeting with the new President of The-kalmar-union and will also be visiting CFB Gotland to review Canadian troops and to also attend the memorial service there. After the visit he will be visiting Romanovskaya for a state visit and also to reassure Canadian commitment to the sovereignty and security of Romanovskaya.

Topic: Routine Interception
Moscow — The incursion of four F-35As from Kalmar's Air Force so close into Soviet airspace has been detected by the Soviet Defense Ministry. The Soviet Air Force has dispatched 3 Su-57s from Chernyakhovsk Air Base (located in the Kaliningrad Oblast) to intercept and to provide escort to the fighter jets from Kalmar. The routine interception will occur as soon as the jet group enters airspace over the Soviet Exclusive Economic Zone (EEZ) and end as soon as the group exits the airspace over the Soviet EEZ. Similar protocols employed in the last incursion were applied this time as well.

Signing of a trade agreement between Romanovskaya and the Leningrad SEZ
The Ministry of Finance on behalf of the Government of Romanovskaya is pleased to announce the signing of a trade agreement between the The Grand Duchy of Romanovskaya and the Leningrad Special Economic Zone. Following months of negotiations, both sides agreed to cut tariffs on goods and services between the two jurisdictions to 5%. The agreement does not cover other areas of the Soviet Union, which will be subject to the normal rate.
Finance Minister and Deputy Prime Minister Tatiana Konovalova stated: “This is a major development for our region of Europe, further strengthening economic cooperation which will help boost prosperity both in Romanovskaya and in Leningrad. I want to put on public record my gratefulness to the Soviet government who worked tirelessly with my Ministry to get this deal done. I believe we have both set an example that cooperation is possible regardless of which multinational organisations our nations may belong to.”

The ability of the USSR to detect a previously announced exercise is exemplary. We made no attempt to disguise this movement, and the F-35A made no attempts at disguising itself on Radar or avoiding Radar.
Our pilots have acted professionally and met the special challenge that the SU-57 and the USSR believes it can field against the F-35A.
These flights will continue into the international air space above these EEZ’s, with ten more flights now planned through the course of the next year.

Moscow — The Soviet Foreign Trade Ministry has confirmed that a trade agreement was signed with the Ministry of Finance of Romanovskaya. Both parties agreed that at least a majority (50.1%) of a product's value would have to originate from either Romanovskaya or from the Leningrad SEZ in order to benefit from this new trade pact. Department of Defense update on Operation Frostbite
Task Force 32 has joined Kalmar Union Naval forces in conducting anti-submarine and anti-ship drills over the last day. Only one incident is to be reported. One Union Navy F/A-18 Super Hornet was lost but the pilot and WEPS officers were able to eject and were quickly recovered from the water. An investigation is now under way as to why the Hornet went down. The 10th Mountain Division has also reported that at least two troopers have suffered frostbite after falling in a creek but carrying on their duties. Both have been sent to hospital to recover. The Union Navy reports that all drills so far are within accepted parameters and wishes to offer congratulations to its Kalmar counters.

Grendel 5th Gen Fighter update
Following previous announcements, the 'Grendel' 5th Gen Fighter intended to replace / supplement the current crop of Typhoons and Gripens' design has been 'frozen' and construction of a prototype will now begin.
After Collective security entente discussions, Imperial Eagle has agreed to share information regarding the F22 project. This will allow even more maneuverability and combat facilities, whilst maintaining the longer range capabilities that the initial specification called for.
SAAB, BAE Systems and Rolls Royce will still be providing the majority of hardware with CETII and Cloudberry working to produce software and avionics.

Muffled yet distinct click clicks were audible as the railcars passed over the connections between rails, providing a steady background noise as the train sped up through Jakarta. Translucent shades were drawn over the windows, fastened at the base to keep the bright sunlight from shining into the occupants' eyes while still providing a surplus of illumination. The carriages swayed slightly from the motion, reminding everyone they weren't inside a remarkedly small yet comfortable office.

Parliament Dissolved, Campaigning Begins for New Elections
At the advice of the Prime Minister, the Governor-General announced today the dissolution of the Parliament of Aozhou and the beginning of the campaign period for a general election to be held in 7 weeks time. The official dissolution of Parliament occurred on the last day possible for the 3 year parliamentary term to end as Prime Minister Nathaniel Liew and the Democratic Labor minority government sought to “ensure economic stability and continuity of government” before calling new elections.
As part of the elections, all seats in the House of Representatives, half of the seats in the Senate, and all seats in the Aboriginal Parliament will be up for election. The current Democratic Labor minority government, supported by the Greens and United Future, faces an uphill battle as it seeks another 3 years in power after a rocky term that saw the Greens withdraw from the governing coalition, plummeting approval ratings, internal party discord, and controversy over Aozhouese aid to war in India. Current opinion polls suggest the opposition National Union Party could emerge the largest party in parliament after the elections, though short of a majority. However, with the 7 week campaign period kicking off, it’s difficult to say how opinions will shift.
Simultaneously with the general election will be two pivotal referenda questions, one asking to amend the constitution and rename Aozhou to “Australasia”, and the other asking whether same sex couples should be extended equal marriage rights.

Two British troops amongst the dead in car bomb attack
A car bomb was detonated at the entrance of the British Garrison in Belize yesterday killing 4 locals and 2 British Troops. There families have been informed. The attack was claimed by the self-styled Guatemalan ‘Brillante’, a group pushed out of Central America Federation by government forces. The group has been labelled as ‘fascist’ in the past by the CAF govt.
In response Sir Henry Smith has announced that with agreement of Belize anti-insurgency action is to be stepped up. A squadron of Harrier MKV are to be moved from Guyana to Belize at the request of the Govt.
Brillante are now considered to be in control of large parts of the southern Toledo region. Civilians continue to leave the countryside for Punta Gorda although more worryingly, reports are appearing that many have been unable to leave and are being held by ‘Brillante’ insurgents.
The Belize PM, Ben Brianco made a speech in Punta Gorda, that the events represented the ‘deepest crises since independence’ and that the support of their British allies was key.
It has been announced that HRH king Henry the IV will visit Belize as part of an upcoming tour of his realms in the Caribbean. The security costs will be borne by the BCC.

Working in coordination with the Central Union Government, the Esbjerg Strand will be undergoing a new development.
Over the next four years (208 RL days) a new structure will be constructed with various new concepts. These concepts will focus on respect of the wildlife, the shoreline and harbour nearby, as well as facilitating a new way of thinking on education and city living.
This new structure will aim to allow up to 3,000 people to live on the campus, while going to a top tier post secondary educational institution. This institution will focus on providing education in STEM fields, as well as entrepreneurial thinking and values based on respect of fellow man, and to kick start a higher level of effort to fight climate change.
Once completed the building will be elevated on a platform seven metres above sea level to prevent the risk of flooding. The center of the building will be home to a park with plenty of greenery. The walls will be angled and each window will work to have a great view of the Wadden Sea or the park.
The building will aim to have a reduced carbon footprint, reduce its heat Island presence, and run on a self sustained renewable energy source utilizing the wind, solar and hydraulic capabilities.

Assalamu alaikum, citizens and friends of Arabia. I wish I could bring you news as fine as this beautiful day... however, that is not possible, not now. I am here today to announce a terrible deed, a stinging pain inflicted upon the hearts of all good people. Today, at 4:52pm, 18 of our fellow citizens - our friends and family - had their lives cut short by weapons of Iblis himself, and 23 more injured. I regret to inform you that this unholy, sinful, demonic deed was commited in a mosque; Not just any Mosque, but the Al-Shuaibiyah Mosque of Aleppo, one of the oldest mosques in all Arabia. The perpetrators of this were none other than al-Qaeda, or Qaedat al-Jihad, seeking to destroy the great Islamic unity and prosperity in the Holy Kingdom. This endeavor will fail. The people of Arabia are strong, stronger than any terrorists can hope to break, no matter how hard they try. Despite their best efforts, al-Omari was saved from their attempts at destruction and many citizens were prevented from such an unfortunate death. This assault on our very democracy will fail. Immediately following the first attack, I implemented the Saudi emergency response plans. Our military is powerful, and it's prepared. Our emergency teams are working in Aleppo to prevent any more attacks within the area to help with local rescue efforts. The SAAF have now moved into the city and other key locations around the country to prevent such an attack from occurring quickly, and the Kingdom shall now be implementing vast and strong anti-terrorist measures across the country to present such an injustice from occurring again. This is a day where all people from all walks of life will unite in our joint resolve for peace and prosperity - we have stood down enemies before, and we shall again. The Ministry of Justice, under the order of the Military Leadership Council, announces that Vicente Zamarron has been pardoned of charges levied against him by the previous administration. The charges were levied against Mr. Zamarron without proper evidence of embezzlement. All cases within the previous ten years will be reviewed and redecided if necessary due to the lack of oversight against corruption in the previous administration's judiciary practices. Newer cases will be processed later while older cases will be processed sooner. If a case involves a person that is no longer alive, the case will be skipped in the review process.
