Wouldn't most of those issues apart from the FDR one be mostly because of Poverty among Black people? In turn there is more crime. Therefore, it's more likely for police to be in areas where.... there is more crime.
While I believe there is are a lot of reasons it is like this. All of these reasons aren't because America hates certain races for no reason. It's because they live in extreme poverty. Which in turn is why they commit more crime, and do more drugs...

So far, he’s made some policies that try to reverse the racist policies but there is a lot more work to do.

Personally, I think he could’ve done better since he’s been in office for about 4 months but I understand why it’s taking him a while because of covid. So hopefully he’ll fix those problems or at least start to fix them before 2024

In Biden's first 55 days in office, he failed and declined to recognize and do something about the 'border crisis,' he hadn't held a press conference (first President since FDR, I believe), he hadn't created a strategy to open classrooms, oil and medical prices started to escalate, and the keystone pipeline crisis began to wipe out energy employment. He also appeased far-left special interest groups (this isn't surprising; all politicians work with special interest groups...) It's also worth remembering that, on top of all else, he faced opposition from Republicans, his own party, and had to contend with a slew of social issues.
