Uhh what? That is literally the whole point of the GenSecretariat. Their job is to see if the proposal is in line with the regulations. If you really want to write your resolution, don't work on it alone, post your resolution in the General assembly forum to get feedback from those who are well-versed in the rules. Co-author them with someone who has the experience.
