The reason Baloo is popular is because he was around when Bruxxa was around, and all Saga of Bruxxa regions are kind of considered cults of personality. Baloo is a very nice player, he generally does well in government and he does everything he can to make the region better. And plus, the opinion polling is just asking what people think of the cabinet.
