As the new Economic reforms by Emperor Maurice have fixed the Roman Economy, His Majesty wants to focus on the next step, Defense. With the stable and rising Economy, we have the meads to fund and pay the Imperial Military, but our borders remain so large, that it still costs us thousands. Therefore, the Emperor has passed new legislation. Each Province must provide a certain quota of Soldiers for the Imperial Army. During training, men will be instructed to bring their own supplies and food to add to the Supply chain. The Provinces and the Government will pay for the upkeep of the Soldiers. While the Imperial Army will protect borders and Important Cities, Loyalist Peasants will be conscripted as Police Forces, City Guards, and Militias. They will be slightly trained, which will be paid by the Province. With the reorganization of the Imperial Military, Defense will cost less and we can afford more troops to be in Battle, not guarding Cities.
Meanwhile, Co-Emperor Theodosius has passed some Agricultural reforms. While inspecting the Nile and the Gardens of Antioch and Constantinopole, his inspectors report that a lot of food is not sold or used, but just thrown out. Theodosius has banned this, and orders that extra food is sent to Food Storage Houses, which will be constructed in every City, saving food in case of Famine. If a family is in need of Food, the Storage Facility will give them what they need. This will prevent some death by Starvation and famine.

There were about 300 men on 100 elephants, 200 Horsemen, 1,000 levy Spearmen, 2,000 Levy Swordsmen, 700 Elite swordsmen, and 300 elite Spearmen.
