4 Point Plan on the dissolution of Austria-Hungary in peacetime:

1) Austria will release Hungary and Illyria (basically just Croatia / Bosnia) as independent nations, while remaining in control of Bohemia, Slovenia, Istria, and Südtyrol. Galicia is not included as it is an independent nation already.

2) The borders of these new nations will correspond (to the best of our mappers' ability) to ethnic lines and natural borders. Any citizen, regardless of where they live within the Empire, will either have the option of emigrating or staying where they are.

NOTE:
- Serbia will regain the region of West Transylvania (Vojvodina)
- Montenegro will regain the regions around Kotor
- Italy will gain the city of Trieste except for the Slovene part
- Galicia will gain the region of Teschen
- Slovakia will be released, excluding southern Slovakia and Subcarpathian Rus.

3) State-owned assets will be divided up based on location. E.g if a state-owned factory is in Hungary, the factory will become property of the new Hungarian government. Same goes for the military and all of its branches - Hungarian divisions will become part of the Hungarian army, Austrian divisions will become part of the Austrian army, et cetera.

4) The Habsburg monarchy will retain control of the remaining Austrian holdings, albeit as a figurehead constitutional monarchy. The rest of these nations will be free to decide their own governments.
