Because Influence levels only count relative Influence, i.e. the % of Influence you have with respect to the total influence of all nations in the region.
Hermit is the highest category because it means that the nation holds 100% of the Influence of a region - which necessarily means it is the only nation in that region. Hence, "Hermit".

Now that I think about it, that incident might have helped with making the government ban organ donating.

You'd think that they'd be grateful for more organs, but NO. When you show up with forty kidneys, they send you to prison for 15 years.
