I am putting this bill for public discussion, its the first repeal & replace amendment and probably the only one

This Repeal & Replace Amendment aims to repeal and amend these bills Ministerial Warning Bill, RMB Rules Reform Bill, RMB Rules & Warning System Reform Bill

Section 1

This bill aims to define the RMB Rules, what constitutes as a rule breaking behavior, a system of warnings that will keep track of the warnings and their punishments, as well as the procedure to appeal and get warnings to be rescinded.

Section 2

The RMB Rules are the set of guidelines in which aims to keep the RMB at peace, prohibiting any toxic behavior between members of the region and people from embassy regions, these rules should also sbe able to show the type of punishment someone is expecting for breaking said rule. The rules of the Callistan RMB are as follow

  • No Spamming: Spam clutters up the RMB and is annoying to all members. Spamming includes making posts with random characters that have no meaning, repeating the same post over and over, not removing pings etc. Posting consecutively is not considered as spam. Results in suppression and a mild warning.

  • No Flaming, Flamebaiting & Trolling: Flame/Flamebaiting: The intention of the offender is not taken into account when a nation is accused of violating this rule, only the direct statement itself. Flaming is defined as an ad hominem attack (directly attacking the person instead of their opinions and beliefs). Flamebaiting is defined as baiting someone into flaming the nation and getting them warned. Both flaming and flamebaiting are deserving of a warning. However, even if a nation is a victim of a flamebaiting post if they give a flame as a response it will still count as a mild warning.

    Trolling/Baiting: Trolling is defined as a statement that is made with the sole intent of causing an angry and toxic reaction to the statement (such as ALL JEWS ARE-) that have no purpose in the conversation and exist solely to trigger other nations. Is deserving of a warning

    Harassment/Griefing: It is commonly understood as behavior that demeans, humiliates, and intimidates a person, and it is characteristically identified by its unlikelihood in terms of social and moral reasonableness. In the legal sense, these are behaviors that appear to be disturbing, upsetting or threatening. Harassment in NationSates would be persecuting another nation outside or inside the region via RMB and telegrams, which is also considered griefing. This behavior is deserving of a regional ban.

    Borderline Trolling equals a mild warning.

  • The RMB is PG-13: Even though NationStates is primarily 13+, there are still children on the site and keeping discussions PG-13 can help eliminate children from seeing inappropriate things on the RMB. Results in suppression and a warning.

  • Speak English in the RMB: Please try to keep discussions in English as it is the most common language on NS, and the whole internet for that matter; if you wish to post in another language, then please provide an English translation, unless your post is an easily understandable word/phrase (e.g. "c'est la vie", "lo siento", etc.). Results in a mild warning. Speaking other languages for IC purposes (Roleplay) is allowed.

  • No Advertising/Recruiting: Please don't try to take our members to your region. It is against site rules, it's rude, and it will result in a suppression and a ban. For repeated cases, an embassy closure may also be considered.

  • No asking for personal information: If someone wants you to know something about themselves, then they will tell you voluntarily. Asking for personal info is disturbing and rude. Results in suppression and a mild warning.

  • Spoiler long posts: Long, unspoilered posts, especially RP posts are considered spamming and are often unnecessary. Results in suppression and a mild warning.

  • Obey NationStates Rules: Of course, this region is inside NationStates, so you must obey the site-wide rules.

  • Obey Regional Officers: Regional officers will tell you when you break these rules. Do not argue with them if you broke these rules (if you feel they were wrong, you may call a court case). Arguing with officers can result in a ban.

  • Remove mentions (Pings): Posts quoting any posts, specially RP posts, in which the quoter does not remove mentions of other nations, is considered spam and will result in a mild warning.

  • No Impersonation: It is defined as the act of making a nation similar to another member of the region or outside of the region, it is frowned upon and depending of the severity of it is deserving of a warning or a ban

Section 3
A warning system shall be implemented to ensure that all warnings are tracked and the punishments are given when a certain amount of warnings was given, all of these will be stored in a factbook in Callista Dispatches. All warnings must be given in a reasonable period of time, with offenses that take a week to be addressed can no longer be actionable for Mild Warnings or Warnings. The warning system is as follows:

  • 3 Mild Warnings equal 1 Warning

  • 3 Warnings equal a 1 day RMB ban, which means no posting in the RMB for a day

  • 5 Warnings equal a 4 day RMB ban, which means no posting in the RMB for 4 days

  • 7 Warnings equal a 2 week ban, which means you will be banned and ejected from the region for 2 weeks

  • 10 Warnings and you are banned from the region for 2 months

  • 12 warnings and you are banned forever from Callista

Section 4
Posting during a punishment is frowned upon and anyone caught violating their RMB Ban or their regional ban by any means, including the use of puppet nations/accounts, will increase their punishment by extending the time of their ban and their ability to appeal the original warning.

If someone wants to appeal a warning but the appealer is serving an RMB Ban or a Region Ban, they have to contact the Minister of Domestic Affairs or the Head of Justice, to which either of them will decide whether their appeal is accepted or not. In case of it being accepted, either the Minister of Domestic Affairs or the Head of Justice will inform the cabinet before temporarily getting rid of the ban and before the court case is allowed to proceed. The time the ban is lifted is limited to the duration of the court case or when the punishment is lifted permanently after the court case has ended.

When the ban is temporarily lifted, they cannot get involved in any regional activities such as RP, contests, or engage in any conversation with other regional members of the region, they are only allowed to proceed with their appeal in the court case procedures in which the appealer or its lawyer is responsible for gathering information of such. If during the court case the appealer they break the RMB Rules, regardless of the intention, the Minister of Domestic Affairs or the Head of Justice can reject the appeal and end the court case prematurely.

In case the appealer is baited or being insulted by any resident of the region, the baiter will earn itself a warning or in more severe cases, be given the same punishment as the appealer. In cases like this, the court case may be postponed for another day or may end, the decision will be at the discretion of the Minister of Domestic Affairs or the Head of Justice.

Section 5
All Regional Officers must not lift bans without the consultation of the cabinet members, and even less if there are no reasons to do so, unless the nation being unbanned is appealing.
