Pretty simple, starting an rp is easy and often kicks up attention.
Its maintaining it that is the hard part, now you shouldn't take my word for this since though I am the lead RP coordinator in another region, I am not in this one.

To start a roleplay all you need to do is commence a news broadcast that is internationally relevant, it could by anything you want like a terror attack or a rebellion, it just needs to be big enough to gain attention
