From the files, Saharia seemed to be a reasonable actor in galactic affairs. Still, this information was vetted and authored by the Saharians. He wanted to hear what this Grand Moff had to say about his people from his own mouth. Then he would decide. He just hoped this Executor wasn't a Viceroy by another name.

“Yes, the Executor is a young man - however this fact does not detract from his accomplishments or his skill. Even when Ellecon was serving his first term and lacked any meaningful experience as a leader, he took the challenge regardless. He has a strong mind and is deeply passionate for his people, two qualities his predecessors distinctly lacked. He is not without flaw, and he has made significant errors in his judgment in the past.” More than anyone, Shayal was acutely aware of the toll that Ellecon’s leadership had taken on his mental wellbeing. Shayal decided not to reveal that side of the Executor. If Ellecon was watching, he would have breathed a sigh of relief knowing Shayal would not divulge that.

“If you want to look at it from a purely statistical perspective… Ellecon’s rise to power and subsequent rule has coincided with an explosive growth in the quality of life for the average man, the economy, the nation’s international power and presence… A trend which seems to show no sign of stopping.” It was very clear that, at the very least, the much older and wiser Shayal seemed to be quite loyal to the Executor. “Actually, I regret that he could not have been here personally to meet with you. He is currently in the galactic Core conducting diplomatic efforts on behalf of the Republic.”

Only now did the Moff realize he had rambled without at all answering the Rector’s first question. He held his tongue, not wanting to speak for far longer than he was welcome to.
