Safe Refuge Act

Cause: An influx of war refugees overcrowding cities and towns untouched from the fighting during the civil war.

The War was only a year and a half ago but reconstruction is already starting, and the homes they fled still destroyed. Many fled from the state of Valdez, the least populated state, and the hinterlands in search of food and refuge in the industrial cities by the coast. Beggars crowd the street, some chose crime and began to steal, and now cities must start corpse patrols to fill paddy wagons with bodies.

This massive humanitarian crisis paved the way for the Safe Refuge Act, a piece of legislation to aid and return refugees back to their homes. The rest of the army was mobilized to hand out foodstuffs, blankets, tents, and maintain the peace. A newly created Bureau of War Recovery was tasked to reunite lost family and loved ones, while using state militias to reclaim homes and residences in war torn areas. Areas outside afflicted cities were chosen for refugee centers, in total 15 will be built with military personal and volunteers caring for injured and helpless refugees. In a few months, an estimated 45% with return back home as the act covers damaged property with fiscal compensation to help with being displaced. Golden Werks, a local construction company, was contracted with rebuilding houses and constructing cheap apartments to help with the housing demand.
