I believe the Byzantine Empire is not as Roman as pagan Rome, it's an Eastern Orthodox satirization fabrication of pagan Rome in the fair guise of a 'continuation'. The last time Byzantium was acting real Roman was the time when Justinian the Great flexed his gains throughout the Meditteranean.
