That Observatory is located inside Puerto Rico, the same island I live in. It was widely used by NASA, even that same observatory helped a lot in the theory of The Great Silence, it was literally Puerto Rico's Science icon. Because of poor maintenance, it shattered and collapsed, destroying the icon. Politicians delivered us an unsurprising fake promise to rebuild it just so it would calm people down, but it's too costly and the debt is already very high.

I'm really sorry about your observatory. Maybe, just maybe, another country(I know Puerto Rico is technically not a country but still) might help.
