Don't worry about messing anything up. Just make the choice that you thinks best fits your nation. You can always dismiss an issue but it won't cause any changes in your country. I dismiss a few issues every once in a while but I try to make a chocie on most issues. It's better to have changes then ntohing most of the time.

So, I have a semi-meta/semi-RP question. There are certain acts passed by the WA that, while not in direct conflict with my nations culture, certainly cause friction and general issues between our government and the people. Do I withdraw from the WA in order to better alleiviate those issues or stick it out and tell my people to suck it up?

You can more or less ignore the WA decisions and continue your culture as is. Just hide when the inspectors come round ;)
