Hurricane Ivan makes landfall in Puerto Rico, Federal Response Teams deployed

Hurricane Ivan, the latest storm of the season, has made landfall in Puerto Rico today, with waves reported to be as high as 5 feet as the massive storm pushes further into the mountainous interior of the state. While Ivan is expected to track well away from the U.S. East Coast, it could be a significant threat to Bermuda and may end up sweeping into parts of Atlantic Canada late this week.

Here's what we know about Ivan's latest status and threats.

While Ivan's center is moving away from Puerto Rico, bands of torrential rain continue to hammer the area.

Widespread 5 to 10-inch rainfall totals were reported across much of central, eastern and southern Puerto Rico, with localized amounts from 15 to 20 inches in the mountainous interior.

This triggered life-threatening flash flooding and landslides in several locations in Puerto Rico. Flooding trapped residents in the towns of Arecibo, Barranquitas, Caguas, Coqui, Parcelas La Milagrosa and Patillas, according to reports received by the National Weather Service in San Juan.

A flash flood emergency was issued by the NWS Sunday night for Salinas County, in south-central Puerto Rico. This highest NWS alert was prompted due to life-threatening flash flooding requiring multiple swift-water rescues in Sector San Felipe and Mosquito.

In Utuado, floodwaters washed away a temporary bridge constructed after Hurricane Maria in 2017.

High winds downed trees blocking roads and power had been knocked out to all of Puerto Rico Sunday. Peak wind gusts over 70 mph were reported in several locations, particularly in southern Puerto Rico.

Ivan made landfall as a Category 1 hurricane Sunday near Punta Tocon, on the southwest coast of the island. It was Puerto Rico's first hurricane landfall since the catastrophic strike from Hurricane Maria five years ago this Tuesday.

The Dominican Republic will take the brunt of Ivan's strongest winds through Monday. The southeast Bahamas, Turks and Caicos will then take a brush from Fiona Monday night into Tuesday.

After that, an intensifying Ivan could pose a serious danger to Bermuda late Thursday into early Friday, then could threaten parts of Atlantic Canada either as a hurricane or an intense post-tropical cyclone Friday night into Saturday.

Interests in Bermuda, Nova Scotia and Newfoundland should monitor the forecast of Ivan closely.

Ivan will remain well off the U.S. East Coast.

A hurricane warning is in effect for Puerto Rico, the eastern Dominican Republic and the Turks and Caicos, meaning hurricane conditions are occurring or soon will occur.

Other tropical storm watches and warnings and hurricane watches are in effect from the southeast Bahamas to other parts of the Dominican Republic.

Rainfall in Puerto Rico may total 12 to 20 inches with locally up to 30 inches possible, according to the National Hurricane Center.

Rainfall totals of 4 to 8 inches are expected in the Dominican Republic, with locally higher amounts of up to 12 inches possible.

The British and U.S. Virgin Islands, as well as the Turks and Caicos, may receive 3 to 6 inches of rainfall, with locally higher amounts from Fiona.

The heavy rain in these areas will trigger dangerous flooding and mudslides, particularly over mountainous terrain.

A storm surge of 3 to 5 feet above normal high tide levels is expected in areas of onshore flow in the Dominican Republic.

Coastal flooding of 1 to 2 feet is expected in southern Puerto Rico until the storm begins to move away later Monday.

Although Ivan will track well away from the U.S. East Coast, it will produce high surf along the coast, particularly from Wednesday through Saturday. That will contribute to a threat of dangerous rip currents.

After battling wind shear and dry air, a tropical wave finally maintained enough thunderstorms to be classified Tropical Depression Seven on Sept. 14, when it was 800 miles east of the Leeward Islands.

It then strengthened to Tropical Storm Ivan less than 12 hours later that night.

Ivan's center moved directly across the island of Guadeloupe on Sept. 16, bringing flooding rain. Melville Hall Airport on Dominica, just south of Guadeloupe, picked up over 14 inches of rain as Ivan passed through.

Ivan became the third hurricane of the 2022 Atlantic hurricane season on Sept. 18, a few hours before its center crossed the southwestern tip of Puerto Rico.

New Conservative leader proves to be a known factor.

As the labour party recently elected its new leader Godfried Van Kastjeh tot Mürh, a new conservative leader is elected among its own members.
A surprise win for former Mozambique Freedom Fighter Marcos Antonio de Habenero de Blanco.
After the reunification Habenero de blanco joined the conservative party and was quickly seen as a great leader. After Constance Lopefeet stepped down as leader in June a new leader would be elected among its members.

This process differs from the labour election. Within the conservative party, the party leader is elected among its members. So the greater electorate does not get to decide.

With Habenero de Blanco being ahead in the polls it might be possible for a former Mozambique rebel leader to be the First Minister of the Kingdom and Union of Tumolia.
What this will mean for the country or the path the conservative party will take remains to be seen.

'GAP' Investment Programme to Go Ahead

By Li Xinwei
5 minute read

SHUNTIAN/JINGDU — The Ministry of Foreign Affairs' new GAP investment programme is set to make landfall in Cccp-, with the newly merged EastSov Motors to take a leading role in this transnational project.

The GAP - otherwise known as the Global Advancement Project - is an initiative to improve global economic infrastructure, productivity, and outputs through targeted investments into sectors in need of assistance. The pilot will see the provision of high speed rolling stock to Cccp- for its high speed rail ambitions, alongside efforts to revitalize the USSR's automotive and transport industries.

The Far Eastern Railway and Rolling Stock Corporation is prepared to provide to the Soviet Ministry of Railways 32 sets of CRH6 Hexie rolling stock - each set has 6 traincars and travels at speeds of 160-200 kilometers per hour - with all procurement costs to be taken on by the state. The total value of the contract is approximately $2.35 billion USP. Meanwhile, officials from the Far Eastern Railway Group are preparing to dispatch a team of 20 advisors to liaise with the Soviet Ministry of Railways as part of a skills and learning exchange programme to promote mutual collaboration and self-improvement.

The second component of the GAP pilot involves the investment of $28 billion USD towards developing the USSR's transport infrastructure and upgrading manufacturing infrastructure. Most of the work will be taken on by EastSov Motors as it aims to diversify away from sole manufacturing to raise its revenues. The former requires EastSov to partially sponsor a series of roadworks, airport, and railroad projects across the USSR, and serves as the FEUSSR's attempt to provide developmental aid to disadvantaged communities in its socialist fraternal brother-nation.

The latter will see the subsidised provision of 5-year renewable licences of the FEUSSR's inventory management, data management, centralised ordering, project tracking, and manufacturing software to Soviet automobile production facilities, alongside funding support of up to $10 million USP for manufacturers wishing to integrate smart technologies (i.e: IoT, advanced human-machine interfaces, AI/machine learning/deep learning, automation and robotics) to the manufacturing process. EastSov Motors aims to use these projects to cultivate networks of suppliers and purveyors in the USSR so as to reduce costs for its operations within the jurisdiction.

The Ministry of Foreign Affairs has confirmed that the second GAP destination is Duncay.

Following the announcement of the GAP, President Kum Pak Yong has announced she would embark on a state visit to Cruesnia, followed by the German fedeartion and then Eulumia.

Government Survives Confidence Vote

After a series of frantic backroom negotiations following the stunning announcement of the Green Party withdrawing from the governing coalition, the Democratic Labor Party, United Future, and Green Party have announced that they have reached a short-term agreement, preventing the collapse of the Government and early elections. Under the terms of the agreement, the Green Party will still withdraw from the coalition but will continue to provide supply and confidence to the Democratic Labor single party minority government in exchange for securing passage of the Green infrastructure and high speed rail bill before the end of the parliamentary term.

Announcing the agreement on Monday, Deputy Prime Minister and Foreign Minister Nathalie Vang of the Democratic Labor Party hailed the agreement as "an important step to ensuring stable and continued Government before the next election and the continued deliverance of a progressive platform for Aozhou."

Addressing Green Party members, Green co-leader Adam Hsiao said the agreement was "difficult to make, but necessary. We can no longer compromise on our core values so remaining in the coalition is not viable, but there is no need to hand a needless victory to the right-wing opposition and plunge our country into chaos. We will continue on, until the next general election, as a constructive opposition providing supply and confidence to the Government and nothing more unless it is line with our Green values."

The eleventh hour agreement is a major victory for Prime Minister Nathaniel Liew and his Democratic Labor Party, who have been struggling to project stability and control over the past few chaotic weeks since the Green withdrawal from the coalition. The strong, relentless negotiations by the Prime Minister and his allies within the Cabinet with both the Greens and United Future for continued support has bolstered his position within the party and appears to have been able to, at least temporarily, stave off internal calls for a leadership spill. But while Mr. Liew has been able to stabilize the Government and his position for now, the opposition National Union Party has already sought to capitalize on the chaos of the past few weeks to underscore what they say is a Government bereft of leadership and direction.

"The DLP's deal with the radical Greens once again proves they have not learned their lesson and don't take governing seriously," tweeted party and Opposition Leader Christopher Bergen upon the announcement of the deal. NUP Deputy Leader and Shadow Treasurer Ada Yu echoed Mr. Bergen's sentiments in a televised interview shortly after, saying "If Nathaniel Liew had any honor, he would've resigned and allowed the people to have their say in an early election. Letting this struggling, inept government continue on just relying on barebones support is not what is right for the country and for the people."

While the Government may be quick to dismiss the Opposition's comments as mere politicking, opinion polls suggest that public sentiment has shifted, at least to some extent. Overer 1/3rd (~36%) of respondents who previously voted Democratic Labor at the last election in a recent Sydney Morning Herald poll thought that the current government lacked stability, and over half (~59%) of all respondents thought so as well. Additionally, 29% of DLP voters at the election responded saying they were considering voting for another party at the next election.

"The DLP is certainly in trouble, with this recent 'crisis of stability' really casting doubt on their judgement in entering a coalition with the Greens, for moderate voters at least, and their ability to maintain control and order over their coalition," says National University of Aozhou political science professor Grace Howler. "This deal may help soothe some of those concerns and give the DLP a chance to win back some of their support, but it isn't a silver bullet. That said, it is worth noting that voters aren't exactly clamoring for the National Union Party to be back in Government either. The DLP has been in Government for just 2.5 years now after over 12 years of NUP rule, so its fair to say voters aren't likely to dump them and go back to the NUP just quite yet. But it really does depend on how the DLP is able to manage the remainder of its term as a now single-party minority government."

As a result of the new arrangement, a Cabinet reshuffle has taken place, with Foreign Minister Natalie Vang being made permanent Deputy Prime Minister; Agriculture and Water Resources Minister Scott Filaman adding the Environment, Energy, and Natural Resources portfolios to his positions; Education and Youth Affairs Minister Deidre Wong gaining the Women portfolio; Senator Myra Pardosi becoming Deputy Leader of the Government in the Senate; and Aboriginal Affairs minister Murraworra Smith adding Deputy Leader of the House to his portfolio. Additionally, backbencher Fatima Sayeed has been promoted as Minister of Communication, Media, Arts, and Sports; Caroline Kim has been made Minister of Equality and Social Affairs, and Putra bin Omar has been made Minister of Urban Development and Housing. A Government spokesperson noted that the changes to the cabinet are temporary and a more permanent cabinet reshuffle would occur upon the Prime Minister's return from British Crown Commonwealth.

Prime Minister, Governor-General Travel to London to Mourn the Queen and Reflect on Her Legacy

Prime Minister Nathaniel Liew and Governor-General Dr. Suripto Sibayang left Aozhou late in the night last Friday to travel to the British Crown Commonwealth to bid a last farewell to Anne II, Queen of Aozhou and Her Other Realms and Territories, as she was known in Aozhou. A steadfast figure throughout the Commonwealth, she was able to garner respect and admiration from many, even those who perhaps opposed the continued monarchy in Aozhou.

Prior to leaving, Prime Minister Liew himself reflected, "It is no secret that I am a republican. I think that Aozhou becoming a republic is inevitable and probably a good thing in the long run. But the Queen, by sheer power of her good will, her good humor, and her enduring commitment to dutifully serving the people of her many realms genuinely touched me. Her loss is felt by many across Aozhou and the world, and I truly think Aozhou and the Commonwealth has lost an important figure. I look forward to meeting and working with the King in the days ahead."

| Dear Chancellor Scheiner and Minister Lambrecht, with the utmost attentiveness regarding the issue of the Bundeswehr. I, along with my colleagues, have finished our general assessment of the Armed Forces and have now complied with what we have found, along with suggestions for a potential course of action in the future, to rectify the current issues faced by the Bundeswehr. |

    - The Bundeswehr's effective potential in actual combat if it were to engage in open conflict now, would be sub-optimal to usual standards.

    - The average fitness, of the average German serviceman, has noticeably declined since previous surveys due to the loosening of fitness standards and the decline of their actual enforcement.

    - Approximately thirty-eight million German citizens fit within the current physical standards required to enter service. But when taking into account other factors, the number drops significantly, assuming current criteria are kept the same.

    - Survey has revealed that most vital equipment for daily operations in the Bundeswehr is up to nominal standards, and most stocks for long-term operations are also within acceptable standards. But, many types of equipment are starting to become outdated compared to competitors, and modern equipment isn't meeting the necessary rate exchange to keep the Bundeswehr's technological edge on par with the world's.

    - We have found that recruitment centers, general maintenance, and CIDS are the worst performing sectors of the Bundeswehr.

    - After a joint BND-MAD analysis regarding national defense, they have determined that while the Federation faces no immediate danger, potentially rivaling nations that could pose a long-term risk include the following; Roma Secundum, Kalmar Union, and Union of Soviet Socialist Republics. Although, none of the nations mentioned, have shown any hostilities to the Federation and have kept peaceful relations with the Federation for decades.

| Taking into consideration the overall undesirable state of the Bundeswehr. The general staff has come to an agreement that the Bundeswehr requires immediate modernization, increased spending, and general reform. |

British Broadcasting Corporation – Prime Minister Resigns as new election date set
Sir Keith Stanmore to step down as date set for first round

With the country returning to normal after the funeral of HM Queen Anne II, Sir Keith Stanmore announced the date for the first round of the General Election and announced that he will stepping down from politics:

“It was a great honour to serve you as Prime Minister during some of our toughest times as a nation and the loss of our dear Queen, HM Queen Anne II. With a heavy heart I must announce my retirement not just as leader of the Liberal Party and Prime Minister but as a member of Parliament. This is a personal decision and I thank from the bottom of my heart not just my colleagues and the civil service but the British people who through their steadfastness, stoicism and humour are the greatest asset this nation has”.

This leaves the Liberal party without a leader as the campaign starts, although a new leader is expected to be in place within two weeks.

The Labour leader is now Dana Frost who is considered a risky electoral choice in some quarters. Frost, originally from Barbados is the first black woman to lead to Labour Party. Her father rose to prominence as a trade union leader and gave Frost her interest in in politics. She has been an outspoken supporter of equality and inclusion, but is also a staunch unionist and credited with keeping Barbados aligned to the Crown Commonwealth.

John Hammond of the Conservatives had a grammar school education and grew up in North Yorkshire. He has been a notable supporter of enterprise and deregulation as well as greater integration between territories of the BCC and serves as Minister for Procurement in the war cabinet.

Mbuyi-Mayi Accords: Item I -Amnesty Consideration

Kimbangu:
Comrade Onwudiwe, on the subject of Amnesty for yourself and your supporters, i am willing to offer complete amnesty in the agreement we draft today. I believe it is best that we approach these talks with a level of goodwill, and that we talk as equal parties. However, i am sure you are aware that we cannot set the precident that our security forces can overrule the party without consequences. We will be unable to offer any gendarmerie units such a deal, they must face repercussions for their actions

Onwudiwe
The Katanga Gendarmerie will never accept such a thing, and neither will i. As far as they and myself are concerned, no treason was committed; they acted in service for the nation as they had sworn to do in their oath. By punishing them for fufilling their duty, you will erode any trust these forces have in your administration. It would be impossible to get them to accept any such an agreement. They must recieve a pardon.

Kimbangu:
I Cannot accept, they must have known that not only ignoring a direct order to shut down the protests, but directly taking part in them, would result in consequences. This government cannot simply accept such a glaring hole in our national security. Not only would it set the precident to other Gendarmerie units that they can oppose government decisions whenever they wish, but foreign agents may exploit this to infiltrate our administration. They cannot continue to serve in any capacity.

Onwudiwe
Then perhaps, a comprimise is in order. My gendarmerie are not willing to accept punishment for their actions. If they cannot continue to serve, then i propose you grant an honourable dicharge to such units; granting them the honours and pension of any other former service member. They will no longer serve in the National Gendarmerie, but they will admit no wrongdoing and you will seek no further action against them. i believe that i may be able to convince them to accept such a proposal, if you are willing to accept it. But any action to persecute them could result in a mutiny.

*kimbangu takes a moment to ponder, before returning his focus to the opposing party.

Kimbangu:
Very well. I can accept such an arrangement, and will convince the National Assembly to do so as well. However, you must accept full responsibility for their actions from this point forward.

Onwudiwe
I believe we have a deal, comrade-president.

A Blossoming Friendship

The heart of bustling Jakarta.

Click click... Click click... Click click.. The repetitive and muffled sound of the carriage rolling over many kilometers of rail proved to be a steady constant, easing the nerves of those inside. It was a big day indeed for those inside of this passenger carriage as it hurtled along the tracks of the Indonesian megacity capital, Jakarta towards the meeting point of the long awaited Indonesia-Lumipang Summit. Inside of the carriages, a sense of calm and tranquility was conveyed as nobody spoke, opting to listen to the steady sounds of the train's progress, resting their eyes and minds before this event. The blinds were drawn down over the windows of the carriage, shielding the passengers from the bright equatorial sun; despite this, the telltale sounds of the massive city outside could still be heard. The steady thrum of traffic on all sides as the train ran along a raised platform parallel to major streets, distinct honking and shouting followed up by revving motorcycles weaving in and out of traffic, yes, this was definitely Jakarta alright. A man sitting next to the window decided to lift the blind away from the glass in a manner that allowed him to peak outside without pouring sunlight into the carriage; the massive urban sprawl that greeted him once more was endless, breathtaking, almost impossible.

City simply stretching on into the horizon as far as the human eye could see and beyond; normally, cities had highly centralized cores with towers soaring into the sky, providing a definitive skyline, but here, there were countless clusters of skyscrapers dotting the horizon, it was like numerous cities had all formed next to each other. But no, it was simply one, massive city. As the train rounded a broad corner, it provided a new angle of the city; the road parallel to the train suddenly was visible, throngs of countless commuters making their way to work in the capital. In the distance, two massive structures rose into the sky, considerably higher than their surroundings, seemingly under construction with numerous skeletal cranes jutting out into the open sky, hauling beams and building supplies to the ever growing buildings.

The wide and winding Ciliwung River came into view as the two domineering towers seemingly moved backwards, replaced with the visages of various other skyscrapers; the side one passing by was adorned with a massive LED screen depicting a two frame animation. It was a stylized 8bit hijabi woman smiling and waving, her arm moving back and forth, closing her eyes and opening her eyes between the two animations as alternating text read in Bahaha Indonesia and Tagalog; "Selamat Datang di Indonesia" and "Maligayang pagdating sa Indonesia". As this too faded from view, the Thamrin Nine Complex was rapidly approaching, the summit destination. The train began to gradually decrease its speed as it approached a station directly across from the soaring towers, massive crowds of people on the platforms either side of the train, and just about every space available. The train came to a gently stop, and the true scale of the crowd was now easily visible from the stationery carriages. For decades, the Philippines have been considered a brother nation to Indonesia, and the moment a summit was able to be hosted, thousands flocked to the site for a chance to see and greet the Filipino delegation.

Filipino and Indonesian flags waved through the crowd as was visible through the windows, some delegates waving at the throngs of people. Jakarta City Police maintained a safety line to ensure the Foreign Officials were able to comfortably and safely disembark from the train. It was adrenaline inducing for sure, walking through a massive cheering crowd as if they were celebrities in their own right, police ensuring they had a clear path as they made their way through the station. The hot sun greeted the Filipinos and their guard as they made their way onto a raised bridge connecting the rail station to the base of the Thamrin Luminary Tower; waving at the people below that were on the sidewalks and main entrance to the rail station, cameras flashed, leaving residual dark spots in one's vision. Traffic rumbled below the bridge at a steady and rapid pace; eventually the journey to the other side was complete, a set of double sliding doors providing entry into the ornate lobby of the building. The cool air conditioning was the first thing to welcome the delegation inside, a welcome change from the humid outdoors. A two story vaulted ceiling topped out the lobby, sleek and modern decor and lighting defining the open space. Standing at the center of the room was President Rayyan, her Vice President, several Coordinating Ministers, the delegation of Aozhou, as well as aides, security, and building staff.

Rayyan wore a simple yet elegant red dress, an orange to red ombre Hijab loosely over her hair and shoulders, golden bangles around her wrists, and her iconic glasses upon her nose. Finishing up a side conversation with her Minister of Home Affairs, President Rayyan smiled widely and opened her arms widely as she stepped forwards as if to welcome a relative home.

Rayyan: "Selamat datang selamat datang! Senang sekali melihat kalian semua! Saya harap Anda menikmati masa tinggal Anda di Jakarta!"

She smiled and shook hands with the appropriate officials and allowed her entourage ample time to introduce themselves and for both parties to become acquainted. She laughed heartily at a joke the Filipino President whispered to her before she waved her hand in good fun.

Rayyan: "Ya ampun kamu terlalu lucu! Aku tidak akan membuat kita menunggu lebih lama lagi, lokasi pertemuan di lantai atas di ruang konferensi yang menghadap ke pusat kota Jakarta. Kami akan memulai bisnis sekaligus!"

With that, the collective party made their way further into the tower proper and assembled around a large conference table with which to begin their summit on the Philippines ascending to the Association of Southeast Asian and Oceanic Nations as a full member, as well as specific bilateral strengthening talks between Indonesia and the Philippines, and Aozhou and the Philippines.

TOP SECRET/CONTROLLED DISSEM

Subject: MNP-PIS DEA business involvement

This memorandum, prepared by the Toutiaosuo of the People's Intelligence Service at the request of the President, comprehensively lists the People's Intelligence Service (MNP-PIS)'s network of businesses.

The Department of Economic Affairs (DEA) is the economic branch of the MNP-PIS. It oversees a network of front organizations which are used to maintain employee's cover identities by giving them legitimate employer details, office addresses and numbers, and regular incomes for tax purposes. In addition to protecting employees, the DEA's business ventures are also used to support the MNP-PIS' other operations by facilitating the export and importing of sensitive materials to targets, installation of espionage hardware on unsuspecting targets, or the transportation of high value personnel, cargo, or operatives.

Many DEA-run enterprises function as legitimate businesses which provide goods or services to an audience, are financially self-sustaining, and engage in market activities such as the purchase of stocks, trading of commodities, and mergers or acquisitions depending on the situation. The DEA's activities range from belt manufacturing and newspaper printing to chartering flights and maintaining trucks. Many DEA enterprises lie dormant until they are 'activated' to serve a particular purpose, following which they are usually liquidated, with proceeds and personnel being redistributed to other businesses or upcycled into new enterprises, or fall dormant until the time comes again.

We currently estimate the combined revenues from all our businesses to be $582.1 million USP, with profits valued at $26.7 million USP. The DEA's enterprises employ approximately 3,000 employees, almost all of whom are MNP-PIS personnel.

They were given an old rundown industrial zone with a office building with some big warehouses nearby to start off at, the industrial zone was repaired quickly and efficiently to be put back in order and up-to-date.

"Its not the greatest of choices, but it is Tracers Choice for sure"

It will improve as time goes on, but still needs to be invested in and managed well.
