It was decided to send this letter after a heated debate in the Legislative Yuan about the situation. Left KMT figures argued in favor to meditate with Russia, whilst Right wing figures argued against.

The anarcho-state of Kuban in Southern Russia was a mess. Ruled by nomads, its people lived in fear amid the loss of law and order. Day by day, the state posed a greater and greater threat to Russia's national security, with its people launching raids on cities like Rostov and even as far north as Tsaritsyn. The state could not be allowed to exist as long as Russia was to remain safe and open for all of its citizens. It was time to reclaim an integral part of the old Russian Empire, and Pavel's new reformed army would be put to the test. Would they perform well against the nomads? Only war would tell. Seventeen total divisions were brought in by rail to the Southwestern Military District, where they would set up, supply, and prepare for the conquest.

The Russian troops would open with a massive assault directly south of Rostov into the city of Bataysk on 1 December 1868, showering it with mass amounts of artillery while pouring dozens of troops into the city, taking it in a few short hours. The army would march south as similar attacks ravaged Salsk and Svetlograd and captured both cities within hours. Notably, the Russian forces used quick, rapid infantry to tear apart disorganised nomad resistance and encircled defenders before they had a chance to retreat, advancing deep into the heart of the anarcho-state. They would aim for a three-pronged breakthrough past the three aforementioned cities towards Krasnodar as assaults by Russian marines would arrive from Kerch into Taman and Anapa on 17 December 1868. Thousands of civilians were massacred as they marched; only the Russians were allowed to live. Thanks to the disorganised nature of anarcho-states, resistance did not coordinate fast enough to fight back against these overwhelming attacks coming in from all directions. The Russian Army drove south, fighting past nomadic warriors and Kuban Cossacks with their own cavalry and Don Cossacks, fighting continuing as they drove towards the Kuban capital. With intense guerilla warfare being conducted by the Circassian troops as the advance rolled on, the Russian troops would make a number of naval landings at the cities of Novorossiysk, Tuapse, and Sochi, being supplied by the Russian Navy as they advanced outwards, capturing all three cities by Christmas 1869 (7 Jan). Krasnodar fell less than a week later as the Russians finally advanced towards Circassia.

The Russians killed any non-Slav, non-Volga German or non-Cossack they found on the way, thereby instigating a genocide, particularly of the Circassian people as they rolled through villages and towns, wiping entire settlements completely off the map. Horrific genocides took place in Maykop, Psebai, and Cherkessk, where virtually the entire city's population of Circassians and other ethnic North Caucuses peoples were wiped out. This horrific tactic motivated the Circassians to fight, but they were no match for the Russian troops armed with modern weaponry against the breech-loading rifles of the nomads. While resistance towards the invasion was still ongoing, the Russian troops would declare a total victory on 18 Jan 1869, celebrating by obliterating the entire Circassian population of Sochi.

How about we make a deal. Since I'm allied to Venezuela, I have the largest oil source not controlled by the Sadabat pact. Since the Afghans have part of Pakistan, I can only presume you don't have great relations with them. I can let you have that oil for cheap, all I need is your help in ensuring Yugoslavia stays with me when the civil war breaks out, which also makes sure it doesn't fall into German, Italian, or Russian influence, which is another benefit you get for free.

i'm much more interested in the Philippines though
They're the only hole in Japan's naval supremacy in the Asian Pacific, and there's still a large threat of the Japanese blockading me, so I want undisturbed access to Filipino ports.

I don't see any reason why that wouldn't already be in place. the threat you face of blockade is dwarfed by what the Phillipines itself would, so I imagine they'd already be welcoming you into said ports, especially when you're the only non-japan power than can easily trade with them. I don't even particularly need the CCP-LKMT coalition either, I just want help for Yugoslavia, but anything else is appreciated.
