Treaty of St Xavier Sands

In recognition of common values between Amaranth and Kavonia, of Democratic Privilege and the natural right to Freedom of Speech, the Treaty of St Xavier Sands shall be presented to ensure co-operation between our regions & states.

Article I: International Affairs

1. In due part to shared values, this treaty deems it an imperative to co-operate as regions in matters of International Affairs. In support of one and other's decisions internationally.

2. In recognition of a shared value of Regional Sovereignty, ensuring the authority of a region to govern itself, it is deemed necessary to ensure the following Regional Freedoms:

   1. Freedom of World Assembly Voting: Our regions shall accept a state of non-interference in regards to our states' right to vote in regards to General Assembly & Security Council resolutions.

   2. Freedom of Regional Collaboration: Our regions shall accept a state of non-interference in regards to collaborating in International Affairs with regions other than our own.

   3. Opt-Out Clause: If either Region deems these freedoms to be broken by either Region, the Treaty of St Xavier Sands shall be rendered null and void within 1 week.
      

Article II: Regional Relations

1. In due part to shared values, this treaty deems it an imperative to maintain Good Relations as Regions.

2. In recognition of the maintenance of good relations, the Treaty of St Xavier Sands shall maintain the current Embassy between Amaranth and Kavonia, within the scope of "Good Relations", defined as so:

   1. Abiding by Rules & Procedure: States shall abide by the Rules & Procedures of the Region they are communicating to.

   2. Democratic Non-Involvement: A state, from either region, must not (or attempt to) hold (elected, or non-elected) political office , within either region, that they are not a state of.

   3. Opt-Out Clause: If either Region deems these conditions for "Good Relations" to be broken by either Region without timely amends from the Government of said Region, the Treaty of St Xavier Sands shall be rendered null and void.
      

Article III: Opt-In Clause

1. The Treaty of St Xavier Sands can only be activated with the successful conclusion of Article III, Section 2 & 3.

2. To ensure all conditions of the Treaty of St Xavier Sands are agreed upon, the Secretary of State Affairs of Amaranth (Fidimouni) & the Minister of Foreign Affairs of Kavonia (Jewish Underground State) must first publicly agree to the conditions of the treaty, proposed by Leria, on the RMB of Amaranth, prior to the activation of Article III, Section 3.

3. To ensure the legality of the Treaty of St Xavier Sands, The following (current) reigning Cabinet Ministers must publicly declare approval to the Treaty of St Xavier Sands on the RMBs of Amaranth & Kavonia.

   1. The Secretary-General of Amaranth: Cappedore.

   2. The Grand Minister of Kavonia: IDEVK

   3. The Secretary of State Affairs of Amaranth: Fidimouni

   4. The Minister of Foreign Affairs of Kavonia: Jewish Underground State
