Treaty of St Xavier Sands

[b]Treaty of St Xavier Sands[/b]

In recognition of common values between [region]Amaranth[/region] and [region]Kavonia[/region], of [b]Democratic Privilege[/b] and the natural right to [b]Freedom of Speech[/b], the [b]Treaty of St Xavier Sands[/b] shall be presented to ensure co-operation between our regions & states.

[b]Article I: International Affairs[/b]

[*]In due part to shared values, this treaty deems it an imperative to co-operate as regions in matters of International Affairs. In support of one and other's decisions internationally.
[*]In recognition of a shared value of Regional Sovereignty, ensuring the authority of a region to govern itself, it is deemed necessary to ensure the following Regional Freedoms:

[*][b]Freedom of World Assembly Voting:[/b] Our regions shall accept a state of non-interference in regards to our states' right to vote in regards to General Assembly & Security Council resolutions. 
[*][b]Freedom of Regional Collaboration:[/b] Our regions shall accept a state of non-interference in regards to collaborating in International Affairs with regions other than our own. 
[*][b]Opt-Out Clause:[/b] If either Region deems these freedoms to be broken by either Region, the [b]Treaty of St Xavier Sands[/b] shall be rendered null and void within 1 week.

[b]Article II: Regional Relations[/b]

[*]In due part to shared values, this treaty deems it an imperative to maintain Good Relations as Regions. 
[*]In recognition of the maintenance of good relations, the [b]Treaty of St Xavier Sands[/b] shall maintain the current [b]Embassy[/b] between [region]Amaranth[/region] and [region]Kavonia[/region], within the scope of "Good Relations", defined as so:

[*][b]Abiding by Rules & Procedure:[/b] States shall abide by the Rules & Procedures of the Region they are communicating to.
[*][b]Democratic Non-Involvement:[/b] A state, from either region, must not [i](or attempt to)[/i] hold [i](elected, or non-elected)[/i] political office , within either region, that they are not a state of.
[*][b]Opt-Out Clause:[/b] If either Region deems these conditions for "Good Relations" to be broken by either Region without timely amends from the Government of said Region, the [b]Treaty of St Xavier Sands[/b] shall be rendered null and void.

[b]Article III: Opt-In Clause[/b]

[*]The [b]Treaty of St Xavier Sands[/b] can only be activated with the successful conclusion of [b]Article III, Section 2 & 3[/b].
[*]To ensure all conditions of the [b]Treaty of St Xavier Sands[/b] are agreed upon, the [b]Secretary of State Affairs[/b] of Amaranth [i]([nation]fidimouni[/nation])[/i] & the [b]Minister of Foreign Affairs[/b] of Kavonia [i]([nation]Jewish Underground State[/nation])[/i] must first publicly agree to the conditions of the treaty, proposed by [nation]Leria[/nation], on the RMB of [region]Amaranth[/region], [b]prior to the activation of Article III, Section 3[/b].
[*]To ensure the legality of the [b]Treaty of St Xavier Sands[/b], The following [i](current)[/i] reigning Cabinet Ministers must publicly declare approval to the [b]Treaty of St Xavier Sands[/b] on the RMBs of [region]Amaranth[/region] & [region]Kavonia[/region].
