Solemn Constitution of the Commonwealth

Hello.
This is the factbook of the Solemn Constitution of Commonwealth of Nations.
Here you can see the laws, the territories and the functions of the government and the monarch.
Of course, as I would not write an entire constitution, there will be excerpts in some chapters.

I hope you like it, and Long live the Happy Constitution.



Title I: Territory, Religion, Government and Dynasty

Article 1º - The Nation is the political association of all Commonwealthees.

Article 2º - The Commonwealth territory corresponds to:

-In Europe, by the United Kingdoms of Portugal and Great Britain, the Kingdom of Ireland, the Principality of Madeira, the Principality of Malta and the Principality of the Azores;

-In America, by the Kingdom of Canada, the Federal Capital of Ottawa, the Kingdom of Arcadia, the Kimgdom of Louisiana, the Kingdom of the Caribbean, the Principality of Nublar, the Kingdom of Brazil, the Principality of the Falklands and the Principality of South Georgia Island;

-In North Africa, by the Principality of Ceuta-Tangier and by the Kingdom of Egypt;

-In West Africa, by the Principality of Cape Verde, the Kingdom of Guinea-Bissau and the Kingdom of Gambia;

-In Equatorial Africa, by the Principality São Tomé and Principe;

-In the South Atlantic Ocean by the Principality of Saint Helena

-In South Africa, by the Kingdom of Angola, the Union of South Africa, the Kingdom of the Zulu, the Kingdom of Transvaal, the Kingdom of Rhodesia and the Kingdom of Mozambique;

-In South Asia, by the United Kingdom of the Indian Cities and the Kingdom of Ceilon;

-In the Indian Ocean, by the Principality of the Commonwealth Territory of the Indian Ocean;

-In East Asia, by the Principality of Macau and Hong Kong, the Principality of Nagazaki, the Principality of Guam and by the Principality of Malaca;

-In Southeast Asia, by the Kingdom of Timor and by the Kingdom of Papua New Guinea;

-In Oceania, by the Kingdom of Australia and by the Kingdom of New Zealand;

-In the South Pacific Ocean, by the Kingdom of Aurélia and by the Commonwealth Jurisdiction of the Jurassic Continent.

Article 3º - The Commonwealth hasn't got any puppets or dominions around the world., having only the Imperial Galactic State as a puppet in the Lactea System.

Article 4º - The State has no official religion, as there are several religions throughout the nation.

Article 5º - The Commonwealth's Government is Monarchical, hereditary and representative.

Article 6º - The reigning dynasty is that of the Serene House of Chaves, continued in the Person of Empress Cristiana I of the Commonwealth of Nations, current monarch of the Commonwealth people.

Title II: Federal States

Article 7º - Federal States may be governed by special Laws according to the convenience of each one of them:
-1º - The Government may, not meeting in the Parliament, decree in the Council of Ministers the necessary measures to occur to any urgent need of any Federal State;
-2º - Likewise, the Monarch of a Federal State may take, after hearing the Council of Government, the necessary measures to address the need so urgent that it cannot wait for the decision of the Courts or the Executive Power;
-3º - In both cases, the Government will submit to the General Parliament, as soon as they meet, the measures sockets;
-4º - The Monarch of a Federal State is elected by the population of the federal state in question, and cannot vote in another;
-5º - Federal States are an integral part of the Commonwealth, they also have representation at the House of Commons and the House of Lords in Ottawa.

Title III: Reform of the Constitution

Article 8º - The Constitution can only be changed due to a proposal made in the House of Commons.

Article 9º - If the proposal is approved by both Chambers, and sanctioned by the Monarch, it will be submitted to the deliberation of the next Parliament; and what is approved by them, will be considered as part of the Constitution and included in it without dependence on Royal Sanction.

Title IV: Rights and Guarantees of the Commonwealthee

Article 10º - No one can be compelled to do or fail to do anything other than what the Law orders or prohibits.

Article 11º - The Law is the same for everyone.

Article 12º - No one can be persecuted for reasons of Religion, as long as he respects that of the State.

Article 13º - Any citizen can remain in the Commonwealth, or leave the Commonwealth and take his goods with him, as long as he does not violate police regulations, and save public or private damage.

Article 14º - Every citizen can communicate his thoughts through the press or any other way, without relying on prior censorship:
-1º - The Law will regulate the exercise of this right; and determine how to make accountable for the abuses committed therein;
-2º - In press freedom cases, knowledge of the fact and qualification of the crime will belong exclusively to the Jurors.

Title V: Political Powers

Article 33º - Sovereignty resides essentially in the Nation, from which all political powers emanate;

Article 34º - The political powers are the Legislative, the Executive and the Judiciary:
-1º - The Legislative Branch is responsible for the Courts with the Monarch's sanction;
-2º - The Executive to the Monarch, who exercises it by the Ministers and Secretaries of State;
-3º - The Judiciary to Judges and Jurors in compliance with the Law;

Article 35º - The political powers are essentially independent: neither can override the other's duties.

Title VI: Powers of the Monarch

Article 38º - His Majesty, the Monarch has the power to:
-1º - The power to dismiss and appoint a prime minister;
-2º - The power to dismiss and appoint other ministers;
-3º - The power to convene, extend and dissolve Parliament;

Article 40º - The Monarch is the Chief of the Executive Branch, and exercises it by the Ministers and Secretaries of State;

Article 41º - To declare war and make peace, informing the Parliament of the reasons for that;

Article 42º - A Monarch may, at his request, choose a co-monarch, which is limited to the emperor/empress consort, to assist in the governance of the Commonwealth or if necessary when the monarch is outside the Nation.

Article 45º - The Monarch, before being proclaimed, will take the following oath in the hands of the President of the Lords Chamber, meeting both Chambers: “I swear to maintain Democracy, the integrity of the Commonwealth of Nations, to observe and enforce the Political Constitution of the Nation, and more Royal Laws, and provide for the general good of the Nation as much as fit me”.

Title VII: Regency

Article 51º - The acts of the Regency and the Regent are issued in the name of the Monarch;

Article 52º - Neither the Regency nor the Regent are responsible;

Article 55º - During the Monarch's minority, his tutor will be whom the Father has appointed him in a will; failing this, the Empress Mother while she remains a widow; lacking this, the Parliament will appoint as a tutor suitable and natural person of these Kingdoms/Principalities.

Article 56º - The Crown successor, during his minority, cannot marry without the consent of the Empress Mother.

Title VIII: Armed Forces

Article 77º - All Commonwealthees are obliged to take up arms to defend the State Constitution and the independence and integrity of the Commonwealth.

Article 78º - The Imperial Army, the Imperial Air Force and the Imperial Navy are the permanent force of the State. Single act - Army and navy officers can only be deprived of their Patents by a sentence handed down in a competent court.

Article 79º - The National Guard is part of the public force.
-1º - The National Guard competes, by the means that the Law determines, for the election of its Officers; and is subject to civil authorities, except in cases designated by law.
-2º - A special law will regulate the composition, organization, discipline and service of the National Guard.

Article 80º - The entire military force is essentially obedient; Armed Bodies cannot deliberate.

Title IX: Administrative and Municipal Government

Article 85º - There will be in each Administrative District a Magistrate appointed by the Monarch, an elective Board, and an equally elective District Council: the Law will designate their respective functions.

Article 86º - In each Municipality a Municipality elected directly by the People, will have the economic administration of the Municipality in accordance with the Laws.

Article 87º - In addition to the magistrates, and elective bodies designated in the Arts. 85 and 86, there will be all others that the Law determines.

Transitional Article - The Parliament that first meets, after the dissolution of the current Parliament, may decide whether the House of Commons will continue to be a simple popular election, or whether in the future the Senators will -to be chosen by the Monarch on a list proposed by constituencies.
