Members of Europe but better are encouraged to recruit new players. Go to the world activity bar and look for countries that are currently active. The best bet would be to recruit countries that were just founded/reborn. Make sure to mark your telegrams for recruitment purposes or else there could be penalties for not marking. Now get out there and recruit!
