Overview of Falconias

The Democratic Anarchy of Falconias is an enormous city-state spanning hundreds of miles. Billions of Falconias's people live in underground housing where they pay taxes (aka "tribute") to a central "government" known as the Underground Council, in exchange for safety and services. There are no laws to speak of, but Falconians have a high respect for each other's well-being; actions that would be considered crimes in most countries are usually retributed rather than punished.
